Granted, it's the thought that counts, so throw him out the window regardless, but it shouldn't be physically painful for Gohan at this point.
Unless whip-tutor has a power level in the 100,000's.

You cannot firmly grasp the true form of Squidward's technique!Having not seen the episode (though I've heard of it), I'm pretty sure that was the implication. Chi-Chi specifically hired someone to be strict, but he wasn't strong enough to abuse Gohan physically, so he just kept escalating his punishments in an attempt to hurt Gohan in any way.
Correct me if I heard wrong, but I'm pretty sure I remember someone explaining that episode to me before.

I haven't seen the filler episodes since I was like 14, but this is from the episode summary on the Dragon Ball wiki.
That night, Gohan has a dream in which Goku finally returns, as he and Chi-Chi are overjoyed by his return, but once Gohan follows Goku outside, the dream turns into a nightmare when Goku morphs into Frieza, who taunts Gohan about Goku's supposed death. Frieza attempts to hit Gohan, but Gohan grabs his fists. Suddenly, Gohan wakes up from the nightmare to see that he is actually squeezing Shu's hands during a tutoring session. Angered, Shu insults Goku, irritating Gohan greatly, and when Shu tries to whip Gohan again, Gohan easily catches the whip and crushes the end of it to powder with his bare hands. This leads a terrified Mr. Shu to call in Chi-Chi and tell her his side of the story, making Gohan sound like the bad guy. After Chi-Chi scolds Gohan, Mr. Shu proceeds to declare Goku to be worthless and a bad influence on Gohan, and when Gohan again defends Goku, Mr. Shu promptly whips him across the face hard enough to draw blood right in front of Chi-Chi. Outraged, Chi-Chi throws Mr. Shu out of the house and proceeds to jump out the window herself and chase him away while warning him never to come back.
So yes and no. According to this summary, Gohan does overpower Shu when he fights back. But when he's not resisting, the whip does hurt him - at one point, actually striking him hard enough to draw blood.
If that sounds inconsistent with Gohan's battle power, remember that this is Toei filler and Toei once wrote a scene where Goten and Trunks are nearly killed by a random snake.

BTW if anyone wants to judge for themselves, it's Dragon Ball Z episode 118. "Frieza's Counterattack" in dub, original title "That There is Earth, Papa... The Counter-Attack of Freeza, Father and Son".

Back when they first skipped Garlic Junior a lot of people were upset because they thought it was missed potential.
I thought it was hilarious, and this way everyone can be happy (except Yamcha).
It also tickles me that this is the exact opposite of what their Kai episodes usually are.
