I'm saying it could have that. That's the point of customization.
Maybe have a point system for special abilities.
Stuff where stretchy arms and stuff could be allocated but would prevent too many from stacking up.
Some would be species restrictive though. Humans, saiyans and kai wouldn't be able to use stretchy arms.
Androids wouldn't be able to use magic based abilities.
Stuff like that.

Party consists of four Saiyans and a Dragon Clan Namekian.
First thing the party does is to have the Saiyan party members knock each other out and have the Namekian revive them, and repeat until their stats are best represented with scientific notation.

I've been toying with ideas for a Dragon Ball TRPG, sadly I haven't actually played any TRPG so what I can come up with is limited by my inadequate understanding of the format >.>
You could read the D&D 3.5 SRD
. It's an open-source (and legal) copy of the rules of that game. Since a lot of games have branched off of the D20 system, it might be a good place to start.

Well, it depends on the model of Android. If you're modeling it on a Perpetual Energy model, then it wouldn't have a power drain attack.
