We have precedent for characters interpreting changes in battle power.

If highly-experienced battle-hardened warriors can't figure out that the Earthlings are suppressing their powers and releasing them in bursts, then good luck to some dickweed in a lab coat that's never been in a fistfight in his life.

Yeah, but Kuririn and Gohan knew about powering up and still couldn't understand Goku's powering up on Namek. That's how much they improved it, so it makes sense to me that Gero also didn't know about it the first time he saw it.
There also wasn't a huge amount of suppressing and powering up prior to the Namek arc. Like, Goku suppressed himself to 5,000 and his full power was just over 8,000 (prior to Kaio-ken). Kuririn was 1,083 suppressed and 1,770 at full power etc.
Buu, in particular, Evil Fat Buu, had and used game-breaker magic, at least.
I mean, that's pretty much the plot of Super Broly.
Typically, when they have a two or three part episode, they upload the second part a week after the first. Not sure if this is going to be the case here.
Also, remember back in Season One where Nappa told Vegeta that Trix were for kids? Well the official Dragonball Super dub also made a Trix reference.

That's a pretty huge miscalculation....though it wouldn't have mattered if he'd been willing to use 16, or if he'd been able to control 17 and 18.
