They should have Fat Buu have a deep booming intimidating voice...while still acting like a harmless child.
And they should give Evil and Super Buu the child like voice.
The dissonance will really bake people's noodles.
Kid Buu in contrast, should say absolutely nothing at all, just to make it clear he's a completely different animal.
One Strip! One Strip! They'll probably play up Buu's Blue-and-Orange Morality. Like, once Mr. Satan told Fat Buu that killing people was wrong, he was like, "OHHHHHH I didn't know that. WHOOPSIE-DOODLE!"
There's probably something in that dynamic they can ape for comedy.

Raditz
Cell (Not counting GT and non-canon movies)
Grandpa Gohan if you don't count showing up as an undead for a day-long fight?
Roshi's master via flashback.
If you count merging with Piccolo as a form of death, Kami.
People in that one City Nappa exploded.
People in that one city Gero and 19 rampaged through.

Everyone in that one city Nappa blew up when they first arrived on Earth. Actually, no one Nappa kills gets brought back except Goku's friends. No one gives a second thought about anyone else Nappa killed, like that navy he blew through. Also, anyone Gero killed when he eye beamed that city. Also also, anyone Vegeta or 18 killed during their fight.

I included those under "Villains Goku Killed".
If you wanna be specific he kills people WITH powers in the RRB, along with mooks.
The surreal part about the RRB arc is its the first time Goku just straight up murders people (as opposed to robots or putting a rabbit on the moon to make Mochi) and the manga bats like, 0 eyebrows at this escalation.

Goku murders an entire wolf pack for food in like the second episode. And I think he killed that Pterosaur that was pestering Bulma in episode one, and he was sapient. So Goku killing all the Red Ribbon Army guys isn't all that strange. It's weird to think Goku got way LESS murder happy when he became an adult. He was against killing the Ginyu Force and he kept sparring Freeza. I think the only time adult Goku kills anyoneis Kid Buu at the very end. At least until Super.
At least up until Resurrection F decides oh, he doesn't want to kill Freeza after all, despite knowing full well what he'd do if he was left alone.
And then they actually frigging revive him (they needed him true, but still).
One Strip! One Strip!Lots of people get killed in Dragonball, but no one ever dies of old age. Like, how old is Ox King at this point? How is he not dead? What is even the life span of a human in the Dragonball world? Do they live a super long time like in Avatar? I don't think there has ever- no, wait. There was exactly one character who did die of old age.
They actually couldn't have brought back that city, navy, etc. Mass-revivals have a one-year time limit. After a year's passed, you have to content yourself with singleton resurrections.
Porunga can't do mass-revivals until Mori's upgrade, so they were stuck reviving Goku's friends one by one on Namek. They got one chance to use Shenron and they had to burn it on mass-reviving Frieza and his men's victims - which explicitly did not include Vegeta and Nappa, or else Yamcha, Tenshinhan, etc. would have come back with the Namekians.
Next time Shenron would have been available for wishing would be one year later, when the 1-year limit on mass revivals for Nappa's victims had already expired.

Given how TFS rolls nowdays, I think Buu just being an exaggeration of his canon self is a sure bet. They played up Freeza's petulance and arrogance, they played up Cell's creepiness and love of combat, and I'm betting they'll play up Buu's unsettling contrast between his childish personality and eldritch origins.
