I'm leaning towards Everyone vs. Vegeta based on their parameters; they said choreograph, and pacing would be considered and when you get down to it, Freeza's fight honestly does not have much of either.
There are some unique things like Freeza's telekineses, and Goku using torpedo Kamehameha's, but once Goku transforms, the fight just becomes a slugfest for the most part. And I don't think we need to get started on the pacing.
A lazy millennial who's good at what he does.Goku vs Piccolo deserves the spot.
And with Goku vs Freeza getting only an honourable mention, I guess we know what fight is left. There's no other battle that hasn't already been mentioned that's as big as Goku vs Vegeta round 1.

As Dragonball started as a parody/retelling of Journey to the West, Toriyama has often drawn the characters as original counterparts
. The outfit is also in some of the games, in Xenoverse 1 or 2.

Goku vs Freeza being long and boring is mostly the fault of the anime; the manga version of SS Goku vs Freeza was actually well-paced and very well-drawn, though I probably still wouldn't put it in my top 10. It's not that special.
I'm actually, genuinely surprised it's not in their's.

Well it's a top 12, so if it's not in the top 10, it only gives it 2 places it can be, so not surprising it might narrowly miss the cut. It's how numbers work.
I will give Vegeta vs Everyone some kuddos, I like that Vegeta is partially responsible for his loss. His pride gets in the way, and instead of fighting carefully and weather Goku down (who can't keep the Kaioken up for long), Vegeta gets so pissed at being made to bleed and overpowered once, he gets in a beam struggle which he loses, loses his tail, and then gets distracted enough to get spirit bombed
Vegeta does as much as the people fighting him to lose that fight, and it's all because of his Pride, which incidentally, will be his fatal flaw for the rest of the Manga.
Heh. Yeah. If he'd known how badly Goku had hurt himself with that last round of Kaioken, he likely wouldn't have resorted to the full moon transformation.
