It's funny you mention that while talking about the clothes thing, because this matches up exactly with what happens with Kuririn.
He gets blown up, so he has no body. When they use Porunga to restore his body and life, Kuririn comes back in his clothing with Porunga specifically calls throwing in something extra.
Shenron could do the same thing with Cell's victims, if he thought about it/felt like it.
Shenron actually says that the reason he can't bring Freeza back at full health is because he died so long ago. Apparently, it's a limitation that if someone died a long time ago, Shenron can only bring them back in the exact state they died in.
In hindsight, Tagoma and Sorbet probably could've used another wish to heal Freeza's body fully right then and there, but they were busy contemplating bringing back King Cold and the Pilaf Gang stole their wishes by using them on ice cream and money.
I believe it's that the one year rule applies to the state they can be revived.
If the person is dead longer than a year, they can only be brought back in the exact state they were when they died.
Considering the Z Warriors tend to die either with holes in their chests or completely incinerated, it does make reviving their dead quickly vital, even for someone who's only died once.

One Strip! One Strip!You know it occurs to me, maybe Cell could do his From a Single Cell thing because of the way Freezer and Piccolo DNA mixed? Freezer could put himself back together when sliced apart and remain alive, and Piccolo could regenerate from otherwise lethal wounds.
That's my assumption as well.
Add in the Saiyan ability to grow stronger after near death, and we are all very lucky Cell never lived very long.
Of course, Buu is much better at everything Cell does. You can at least leave behind smoke with Cell.

Cell using the wrong method to absorb Goku is the least of their discrepancies with the manga's canon. In fact, it's not even the worst violation of the universe's logic in that scene. That honor goes to Cell and Frieza, along with every other villain in Toei's additions, being given the special dispensation to keep their bodies when sent to Hell.

Getting inflated like that is inconsistent with 16's own attempted use of his bomb and further demonstrates the unlikelihood of 17's bomb being the culprit.
It's not like Cell is the only character who has ever blown himself up as an attack. Chiaotzu's used a similar technique (but not the same technique to whoever is going to think I'm suggesting he cribbed it off of Chiaotzu). Vegeta goes on to blow himself up in the Buu arc without ever having Android 17 inside of him.
The way Cell sells it suggests that what he's doing is basically charging up his ki into a planet-bursting attack to be released inside of him, where it can't potentially be blocked by Gohan. He's a big ol' balloon of ki ready to pop at the slightest provocation.
