Freeza worked out pretty well in the end, if you ignore the fact that he's once again undisputed emperor of the universe since the only people who have a hope of stopping him are just gonna sit around in their shit hole of a planet not trying to do anything.
But at the time, nothing about going to Freeza was a good idea; he'd proven himself to be short sighted and massively petty, willing to blow up a planet due to a temper tantrum rather than accept that he lost, and constantly trying to kill Goku out of pride rather than just cutting his losses.
They were lucky that the entire situation forced him to accept his place, but now everyone else has to deal with him, and so many things could have gone wrong with him as a partner.
One Strip! One Strip!If Freeza indulged in Pragmatic Evil he could even be somewhat decent to have around... In a Crapsack World kind of way, and with better alternatives being present in literally 10 universes, and he'll fuck it up anyway...
Also, I still think Cell's time machine should had been used to send Trunks to his new future. One similar to his but where he doesn't exist anymore...
Or meh, just bring him back to the main timeline once they decide to canonize Android 21 or so. He wouldn't really hurt too much.
Toriyama decides how many fighters each team is allowed. If ten fighters isn't enough for him to get Frieza on the team, he can decide the teams have eleven fighters. Twelve if Buu doesn't take a convenient hibernation nap to get him out of the way.

Uni catBuu's very hard to harm even by people in his weight class due to his soft body also being very durable. That's before adding his insane level of regeneration that has only be countered by people who can atomize him, which basically means he couldn't defeat anyone that could do that to him anyway.
We see this with Beerus (couldn't defeat him anyway) and Basil (in Buu's class, but lacked the tools to deal with his defenses).
That's before adding his Candy Beam, which would allow him to clean house at the Champa Tournament and Tournament of Power before going down to people who Buu couldn't defeat anyway (Hit, Kefla, Anriza, Toppo, Jiren).
Oh yes, I forgot his Healing Hands. Even if you disagree with what I said above, that's definitely a no-no in an contest of endurance.

But then it would just be the case where every time Buu gets to do something, he immediately gets taken out by someone else who can conveniently counter all his abilities.
So basically, keeping Buu around was a massive mistake. What they should have done is kill both Fat and Kid Buu in the final battle—the latter sacrifices himself to hold the former down in the Spirit Bomb ala Good and Evil 21—then bring in Uub, and have Satan befriend him as a sort of continuation of his friendship with Fat Buu.
I can't fault Toriyama for not thinking that far ahead, because he never intended to come back to Dragonball.

And it's been shown that the candy beam can be dodged.
Still, that's kinda making him like everyone else too: Just be stronger than him and he's not a threat.
Also, while he's stamina isn't limitless, it's not exactly easily used up either. So far only Kid Buu and Beerus have beaten him to the point where he couldn't keep fighting back anymore. How many others do you think could do that?

Uni catHuh. Y'know, I hadn't thought of it, but the Candy Beam would make short work of the Tournament of Power. We already know it can be multi-targeted. Buu could have wiped the field of anyone who isn't in goddamn Vegetto's weight class five seconds after the tournament started.
It wouldn't beat everyone, but it would mean most of the combatants are down instantly.
I figured Buu was conveniently written out because Toriyama just didn't like the character very much, but y'all are right. He is a Story-Breaker Power.

Think about it: Toriyama could have actually used Buu and had Future Trunks as the final member instead of the bullshit with Freeza if he'd been willing to keep the latter around.
But it's clear he wanted anyone who'd be a better choice than Freeza out of the way.
