My headcanon is that 18 knew that Krillin was insecure about his strength as a fighter, so when Freeza came back she decided to throw him a bone and let him go in her stead. Sure, you could argue that it'd be irresponsible to endanger the fate of the world just to spare her husband's ego, but the outcome of the fight was solely dependent on whether Goku and/or Vegeta could hack it anyway. Everyone else was just there to clear away cannon fodder.
As for why Roshi was chosen over Yamcha... well... I mean, it's Yamcha.

Uni catI admit, I prefer Roshi as that as opposed to Dirty Old Man, as those kind of characters are not very tolerated these days.
The thing is though, Roshi bowed out years earlier (and Toriyama himself wrote that), so for him to suddenly say oh, now he's back so deal with it is just another case of him changing his mind on nothing more than a whim.

Out of story, it wouldn't make any sense for Krillin to stay behind with his kid while 18 is out fighting. Krillin is one of the prominent supporting characters, unlike 18, so it would be weird if he was Put on a Bus during the movie. It's just that 18 should've been there too, and the reason why she wasn't is pretty flimsy. (protecting their kid? come on, just put that thing on the lookout or something. not like DBZ fans aren't used to questionable parenting)
Also, was 17 actually stronger than 18 during the Android Arc? He said he was, but it's not like he wouldn't be prone to boasting without much basis.
My guess is that he was a tad bit stronger but not by a wide margin like the power gap they have between Cell and 16.
Who knows, maybe Piccolo would have destroyed 18 if she went against him first. Actually, i'm not sure how strong was Piccolo compared to 17 and 18 back then, i assume he is stronger than at least 18 around Super.
Uni catIt's pretty rare for power gaps in DB to not be vastly wide. I'm assuming if 17 is stronger, than it is by a wide margin, because with a few exceptions (Goku vs Roshi / Tien / Piccolo Jr, and Kamicolo vs 17), that's the only margin that matters.

Also, any speculation on if TFS will give Vegerot half a halo? Because sometimes I forget about Vegerot being half-dead even though it's my favorite thing.

We could just blame that on Toei. They were kinda lame to 18...though at least she did stuff when they weren't damseling her.
The manga didn't even try, and like a lot of other characters, got her out as quickly as possible.
