Nope, outright stated time and time again that Kuririn is the strongest, Tenshinhan fanboys just won't let it rest is all. Kind of like Yamcha's cheating: even Word of God won't convince some fans.
I watched one from Raging Blast 1 that was Vegeta as an SSJ 3 taking on all other SSJ 3's. Which isn't that bad, fighting Gotenks and Goku, but of course hilariously enough, they also have Broly SSJ 3 in there, which just feels so awkwardly out-of-place for Broly to inexplicably respond from out of nowhere, with his usual limited vocabulary, to Vegeta's challenge and for Vegeta to take it in stride as if he and Broly are old friends. It was funny.

You cannot firmly grasp the true form of Squidward's technique!The Frieza one in Budokai 1 is a bit uninspired, compared to the hilarity of the Cell or Hercule ones. The Vegeta one is interesting, if only because I find it kind of hilarious in a dumb way that being reminded of Nappa's death (sorry, murder at Vegeta's hands) makes him angry enough to go super Saiyan.
I enjoy the Supersonic Warriors What If for Krillin (Krillin defeating Buu), Piccolo (Reviving and merging with his dad to get more power for Buu), and Gero (the moral is that Dr. Gero sucks)
I have a message from another time...That's one that should be annoying (Vegeta being the strongest Super Saiyan 3 just because) but they play it for laughs so it's utterly amazing.
I dislike the what ifs that are "underdog gets powerful because LOLPopular"
Vegeta's what if is a parody of the "You mean Kuririn?!" scene that's quite iconic among Japanese fans.

Even so, it's bullshit justifications. Could base Goku achieve what Kuririn did? No, he couldn't. And he was much more powerful.
Piccolo's doesn't make sense because he is the reincarnation of Piccolo Daimao and reincarnation doesn't work like that, and the nameless Namekian was never THAT strong. Not as bad as SSW2, which is the game creators wanking him so hard they did it during other people's what ifs.
How about a What If where Android 13 fights and loses to Goku, ends up conflicting with Android 16 while trying to hunt him down, and then from being in contact with the peaceful Android 16 ultimately pulls a Heel–Face Turn at the Cell Games, tries to fight Cell alongside 16, and after their defeat absorbs the destroyed 16's parts to become Super 13 (With more power than he would have had from 14 and 15, or something) and fight Cell?

Mainly not so much out of a change of heart but of a realization that 16 is able to go against his programming in spite of 13's remarks about free will.

I thought that Krillin's status as the strongest human was a point of contention. Like, it's either Krillin or Tien that's the strongest, and that's given, but who exactly it is between those two isn't completely clear.
Huh. I could have sworn the Tri Beam (question, am I being annoying by using dub terms for stuff like this?) was causing appreciable pain to second-form Cell, albeit at a pace that Tien really couldn't maintain. Like, I thought the point of that sequence was that the Tri-Beam was doing damage far beyond what someone at Tien's level should be doing normally, but that was because it was drawing on Tien's life force in a manner that was actively killing him.
