Maybe one of them will even grow into a full Cell proper too. Still, he's the only one who has to settle for a legacy rather than full on coming back. A testament to Toriyama not wanting to draw him anymore I suppose.
One Strip! One Strip!I've often said that Cell turning...not Good, per ce, but Neutral would not be much of a stretch. He ran out of character motivation after he absorbed Androids 17 and 18, leaving Toriyama to figure out something to do with the guy.
Cell won. He achieved Perfection. He completed everything he set out to do. Nobody stopped him. But it's kind of an awkward place to put a punctuation mark, given the trail of bodies behind him. "Well, we're done here. Time to pack it in, everybody! Good game!" would be a really unsatisfying resolution.
Then again, it's not like a trail of bodies has ever stopped anyone else from changing sides. This very arc sees the protagonists helping "Death Toll in the Billions" Vegeta power up so he can stop "Ate Some Cities" Cell from devouring the murderous androids that want Goku's head.
Basically, Cell could have done literally anything at that point and it would have been believable, because his entire motive had reached its conclusion and all he had left was a generic desire to prove how big his dick is. And that describes basically every other character in the cast.
And also a sadistic streak, which still describes a lot of characters in the cast at some point in their journey.
Point is, Cell being like, "Suddenly there's aliens attacking! I'm going to defeat these aliens before Goku can and prove how awesome my Perfect Form is!" or some shit would actually be more believable than Vegeta or f*cking Frieza changing sides. Cell, at this point, didn't actually want anything. His Want List had run completely dry. The Cell Games were just about a generic desire to prove his strength against Goku, a desire shared by literally every single friend Goku has that isn't named Bulma.

Basically, whereas it's hard to buy the gang sparing Freeza because A. the people he killed that didn't come back were a lot more personally important to Vegeta and B. it's hard to buy Freeza not plotting against them yet again.
But Cell... well, I guess Android 16 didn't come back. But they barely knew him. And it's easier to buy Cell moving into the role of a smug rival rather than Freeza, since Cell's ambitions are solely power related compared to Freeza's which were of conquest. Freeza wants to be powerful so he can hurt people and rule them, not for its own sake. Cell wants to be powerful for its own sake.

Toriyama just seems to like him more, so he comes back and Cell is a footnote.

But this is the chance to take a subpar villain and *make* him better. Look at Piccolo. Is anyone pining for the days of "Majunior?"

Well, I think it's bad to choose Freeza instead of him as an older villain to bring back. That's the point I'm making.
It certainly doesn't help that we had gotten, in succession, Resurrection 'F' and Frost.

I... don't think I said that? I said that Freeza was sadistic and that was why he enjoyed being powerful while Cell seemed to simply want to be powerful, and was just sadistic as well.

He always felt like a kid playing at being the ultimate evil. He clearly had an air of theatricality about him, and unlike most villains, it felt like he actually was acting like a supervillain, rather than actually being one. Piccolo Jr at the time felt less like the ultimate evil, like King Piccolo did, and more like an inexperienced teenager desperately trying to come off as the ultimate evil, and that in turn made him a much more interesting character.

It's not like Cell's personality completely changed once he became perfect, he was always like that. Really, the only reason Cell is dead now is because Gohan would prefer to kill threats to the Earth rather than leaving them alive. Cell's fate as compared to the fates of the other villains is a better illustration of the difference between Goku and Gohan than it has anything to do with Cell himself compared to the other villains.
My point is not that Cell was not sadistic, just that it took a secondary role to his main motivation of proving he was the strongest.
Cell has no interest in dicking over the Goku Gang except just to be a dick or to prove he's the biggest dog. Freeza sees them clearly as an active threat to his giant space empire.

He was going to fuck over everyone else both to spite Goku, and because some of them got in the way of him wishing for immortality. That's the main reason he and his father didn't just blow up the Earth instead of actually landing, he wanted to be a dick about it.
