Toriyama is essentially doing his own version of the character.
Considering how well his Bardock story went, I can understand some people being apprehensive (especially since Broly also has his haters) but Rob is taking a wait and see attitude.

"Have you heard about this Broly guy? Apparently, he's pretty popular, and even though I apparently helped designed him, I had completely forgotten about him. My producer said he should be in the new movie, so I went back and re-watched his old movies. I think he's lame, but I can salvage his character by rewriting his personality and origin. Look forward to my better Broly in the new movie!"
Well, color me intrigued. My disdain for Toei's slapdash "additions" to the continuity is well-known, but I'm quite interested to see what Toriyama can come up with to fix one of their characters.
If this experiment goes well, I might start hoping he watches some of the other movies.

I find it strange that Toriyama is going back to old ideas and concepts like this, when he's always been kinda about moving forward. If you thought you'd want to come back to Frieza, then maybe you shouldn't have killed him off.
Though I can't fault him for not considering that at the time. What is strange is that when an old villain returns, they usually turn out to have not level grinded enough (it's not that they aren't stronger than before, it's just that whatever increase in power they've received badly pales in comparison to the levels the heroes are at, Goku in particular), but for Frieza, he actually didn't do this (it would have been a poor movie if he did...well, poorer than it already was). While the concept of Frieza actually bothering to train to bring out more of his latent power is interesting, the jump is pretty ridiculous and this is in a series where everyone gets ridiculous jumps in power.
He must really like Frieza if he went to the effort to make him a threat again, and this is after having him as a Red Herring at the beginning of the Android saga too.
One Strip! One Strip!Well, I'll say this much: if Toriyama is going back to old concepts (whether his own or Toei's) than it's finally time for the triumphant return of Launch!

Even if he doesn't get the parts, he does have stretchy limbs. You don't have to think hard to imagine what he could do with those.
