I kinda like BT 3's gargantuan roster. I feel that the DBZ fighting games should focus less on character balance and diversity and more on pure fanservice and "Oh wow it has that character and that one!", which it already does to some extent (Try having Super Buu (Gohan Absorbed) fight Guldo or something, and tell me it's balanced). Leave balanced fighting games to other series. But that's just my opinion.
I'm actually making an Excel spreadsheet as we speak. Much handier than Notepad for listing everything, that's for sure.
I'll tell you when I'm done.

And it depends on the developer for me. Spike should stick with the large content because that's what they're good at, although I'd still prefer more costume options over minor characters no-one gives a hoot about (come on, I want pajama Boo!), and Dimps should continue what they're doing - smaller rosters, but every character has a unique play-style and the combat system isn't so shallow.
Never had the chance to play Budokai 3, no. Barely have had much time with Budokai 2, either, as I was playing it on a borrowed PS 2 and a borrowed copy of the game. Played enough to enjoy some of the new mechanics and hate final boss Kid Buu with a passion.
The one that I do own is Budokai 1, for my Gamecube. A pretty nice game, even if it seems like the cool stuff is heavily skewed towards Goku. Which makes sense, but there are some glaring omissions. Tien doesn't even have the Tri-Beam. Though, Volleyball Fist being his ultimate attack is actually pretty hilarious.
Favorite things about Budokai 1 are the various What If stories. Okay, the Frieza one isn't all that good for laughs, but then there's Vegeta getting mad enoough over Nappa's death (that he did) that he goes Super Saiyan, or Cell's midnight fever dream about turning into Krillin.
And I think there was a mode starring Hercule, beating up everyone else at the Cell Games?
I also own DBZ Sagas, for the Gamecube. A decent game, if a bit sparse at times. Also, Broly is hilariously overpowered.

I have a message from another time...Yeah, Legend of Satan.
And Budokai 3 completely revamped the mechanics, and the result was much better than the previous two games (unfortunately, they didn't keep Tenshinhan's Volley Ball fist Ultimate. That was hilariously out of place). Infinite World went on to refine it further and it was awesome.
The idea of the Cell What If is that with all the other humans, he did that horrifically creepy thing where he sucked them through his tail like a hypodermic from Hell. In the What If story, he accidentally caught Krillin in the equally creepy but slightly different thing where he enlarges the tail to draw the Androids in bodily.
Presumably, that form of absorbtion necessarily causes a transformation based on the form and power of what he absorbs. Since Krillin is a Human in post-Saiyan DBZ, taking on his power completely stunted Cell's power, to the point that Yamcha almost looked like he had half a chance against him.
It could also be because it was a dream, and dreams are weird.
...is Budokai 3 on the Gamecube at all?
Maybe not Tien, since the dream cuts out when he looks as though he's about to get vaporized by the Tri Beam.
What's funny about that what if is that there's no way that it couldn't have happened, unlike the other two, since it was a dream.

I have a message from another time...From what I've seen of it, Yamcha is enough of a challenge to serve as the boss opponent for Cellin, and the dream ends with Tien about to kill him with the Tri-Beam.
Incidentally, regarding Mr. Satan, I actually thought out a What If saga that was Mr. Satan vs. Perfect Cell, then Full Power Bojack, then Bio-Broly, and then Kid Buu, with the implication that it's the "real" version of how those happened (Complete with "I am beaten. Ah." and "I wish I were him" in the Cell battle like from the re-enactment, but from the actual voices and characters), and then finally a tag match against those four and Super Janemba (Escaping from Hell to get revenge on Mr. Satan).

You cannot firmly grasp the true form of Squidward's technique!Well... if taking Krillin were to actually reduce his power, compared to his secondary Form (because of reasons?), he might die to a Tri-Beam barrage, since said move had the raw power to stunlock his secondary form.
Of course, one questions how taking on Krillin would reduce his power. Maybe it's a biological incompatibility thing. Like, he was designed to absorb those to and precisely those two, so grabbing the wrong thing is like entering corrupt data into a computer system.

Well, I've been looking for a reason to buy a PS 2 (better do it soon, since they've stopped production), to get my copies of KH 1, KH 2, and FFXII working, so maybe I'll look up a copy of Budokai 3.
Unless there's a DBZ fighter in the style of Budokai for the Wii that's any good?

I have a message from another time...No, the Kikoho isn't actually that strong. It couldn't even hurt Nappa when he was around double Tenshinhan's power. It just has incredible push, and it's harder to fight back against that when using bukujutsu like Cell was.

But he's the strongest of the humans, so Cell should still beat the other two even if he dropped to Kuririn's power.
