Goku only ever really saw the rage boost one time though (and that was years ago in universe) during the fight with Raditz.
I said once a while back that, due to the fact that he's missed a lot of Gohan's fights, and was only really around him when they were training that it's easy to see where he got his misconception. He's only been with Gohan either when he was training (the three years against the Androids and then the year in the time chamber), or when he was fighting desperately with no other choice (against Vegeta that one time).
It's very easy for him to misunderstand Gohan's motivations for fighting, since Gohan always seemed pretty anxious to train as a kid, probably more out of duty than anything else.

Goku says nothing about the rage boost, instead pointing out that Gohan is stronger than him (which is true). Gohan isn't very confident, and when he reasons that about the rage boost it is openly speculation on his part. Goku never confirms this, and never acts like that was his plan.
The anime added a Super Saiyan 2 scene, but that's the anime. Really goes against Goku openly not knowing what will happen if Gohan gets mad.

though to be honest, right after Gohan blows away a third of Cell's body with the Kamehameha is probably not a good place to put this scene. I could see TFS changing the placement of it.

No that's wrong.
One thing that will boost the length of the abridging is that DBZA needs to finish up some character arcs (Yamcha figuring out that he really should find something else to do with his life combined with his appreciation of Goku not being a jerk to him, Tien's smug resentment over the fact that everybody but him gets a power boost, Piccolo getting used to Nail+Kami being in his head, maybe Popo dealing with the loss of Kami) that don't really exist in canon version.
Popo already got over that...

The anime even inserted a flashback where Gohan went Super Saiyan 2 for a split second while training with Goku in the Time Chamber, triggering this whole plan of Goku's. A flashback that I'd be very surprised if TFS didn't include.
