The execution is just lacking.
For one Jiren just stands around for the most of the tournament doing absolutely nothing & when he finally does shit that fact he doesn't immediately body a mostly exhausted cast is bullshit.
The fact a Final Explosion used Vegeta can put up even a decent fight against a barely worked Jiren is asinine.

He is blatantly powering up, everything's shaking, even stacking multiple aura's on-top of each other, & immediately afterwards he gets pressured like nothing's happened.
Like I know Power Levels are bullshit but its losing actual coherency here.
"I am Alpharius. This is a lie."Well, no, there was a noticeable increase in power. Before, he was only slightly overpowering the team of Blue 2 Vegeta and KK Blue Goku, while after powering up, he one-sidedly beats Goku, Vegeta, and 17 at the same time. It's just that Power Levels mean less nowadays so they can still occasionally get some hits in with surprise attacks because there's more of them.
I mean, his backstory literally ends with "he discarded his emotions to focus solely on getting stronger".
It's much less consistent than that. There were scenes of him overpowering them before the power-up, and scenes of them pressuring him after the power-up. Especially directly after the power-up, they go on to push him back like nothing changed.
That's not 'power levels mean less' that's 'the story beats don't line up'.

There's the kicker. Jiren is just... there. You could replace him with a tornado and it would achieve the same effect. But even that could be cool if executed right, which Jiren isn't, so his affectlessness works against him instead of for him.

No, that's not at all what I want and I never said anything to that effect. I will repeat myself again: the point where he starts winning should coincide with the point that he releases his power.
Because the way the episodes play out, it doesn't. And not just in that example - earlier and later episodes have characters fight in smaller numbers and seem to do better, or worse, with no apparent correlation to how much power he is using.

Sometimes being a force of nature means that there's no need for me to worry about their personalities as much.
