What I want to know is, did the localizers just get confused about the origin of the Androids or was Toei really that dumb?
13 says that they were created by a computer that's programmed to think that it's Dr. Gero after Gero's death. They're new Androids, designed and built while 17 and 18 were running around hunting for Goku.
So if they were created after 19 and 20, why are they numbered 13-15? Someone f*cked that up and I'd love to know if it's Toei being Toei or the dub being the dub.

I mean, what if you're just driving down the highway and get eaten by a dinosaur? Then during Cell's binge you'd have entire cities on that thing. Like, what do the authorities think happened to that city Gero just blew up? And those people never got revived either.
Maybe they just don't care.
Maybe they feel like getting those memories back would basically mean that they're rewriting their own personalities.

More importantly, how do persons database work in Dragonball? Like. if you're a dog, like the king, does it record you as dog, then she species of dog? How many variable must the database include? And without going into mutants like Krillin (no nose) and Tien (three eyes).
My point exactly, it's pretty much they don't care as if they wanted to get this resolved, it's a total non-obstacle for them. Just wish to know the information. Or wish to have the memories without your personality changing. It's literally magic. Heck, just _ask_ Shenron. He's got some limited omniscience (Enough to always know who the speaker is talking about).

And to be fair, there were a lot of dead people they needed to bring back thanks to Face–Heel Turn Mid Life Crisis Vegeta. How were they supposed to know that something worse was going on at the same time.
One Strip! One Strip!I mean, if my husband was Vegeta and he suddenly showed up wearing an evil mark on his face, boasting about how evil he is, and then blew up a bunch of people, I'd check with Goku about WTF before I raced off to go revive people prematurely.
Because I'd feel like some shit was probably going down right now. At the very least, I'd be concerned that Vegeta had gone back to his evil ways and might kill some more people, and think that maybe I should wait until Goku gives me the all clear.
Like. Did Bulma think he was just having a bad day? He accidentally muscle spasmed and killed countless people but it's cool now?
