Not really. Turles was a ghost controlled by the hatred of the biggest Saiyan hater in the universe. That he himself was a Saiyan was incidental.
As for why Piccolo was hated as well, likely guilt by association; the entire original plan was to destroy the entirety of earth to kill 4 saiyans, two of who were born after the war with the Tuffles, one of whom was a protector who rejected his heritage, and the last...well is Vegeta.
There was no logic in his actions. Just pure unbridled hatred. He didn't care who he killed as long as those Saiyans all died too.

In doing so, he inadvertently brought about the journey to Namek to find the Namekian Dragon Balls, which would ultimately result in one of the two last surviving pure-blooded Saiyans defeating Frieza in the name of their race, while the other took his first steps towards redemption.
Piccolo gave his life for the sins of the Saiyans, and in doing so, he brought salvation to their race.
Truly, our Lord Kami in the Lookout does work in mysterious ways.

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Santa's targets still don't make an awful lot of sense here (for one, he condemns Piccolo solely for things he has long since forsaken, for another, he pardons Gohan but tries to kill him anyway), but now it's played for laughs instead.
The whole scene where Santa was breaking down their sins (except Gohan) I kept thinking of both the gag from Futurama where everyone is deemed naughty enough by Santa to die except Zoidberg (which was almost certainly intentional), and weirdly enough the gag from Eight Bit Theater where the Big Bad points out that the Nominal Heroes are all horrible monsters who deserve to die... except the Token Good Teammate, who just happens to be a casualty.

One Strip!I remember back before the Cell arc began, possibly while they were still on Namek, people in this thread just assuming that Gohan would go SS 2 because of anger to Goku... and that assumption persisting even after their relationship markedly improved while training for the Androids.
Some of that "Bad dad Goku" reinforcement is on you guys.
Obviously Gohan will get angry when 16 tells him that Cell killed Icarus.
In hindsight, that joke was Early-Installment Weirdness given how the first Cooler movie went.
