Yep. Chris Sabat, who was the ADR for the Xenoverse games, went out of his way to get Taka in the first game, and Lani & Kaiser in the second, as an injoke with the fandom. They had them do the abridged voices for the Cell Games reenactment (which Toei nixed.) and Lani and Kaiser have even started doing some official dub work for Funimation (Kaiser was in Danganronpa 3.)
Given all the characters that appear in Super, it honestly wouldn't surprise me if they get officially casted there at some point.

No? The only time he commented on Cell that I can recall is when God said to Piccolo that the Androids pale in comparison to what he fears comes next, withholding actual details like an asshole.

I think they love Popo (or their version of him) a bit too much to do that. It's obvious they want to maintain his status as the biggest dog in the yard, so they'll take him out of the equation in some other way so they don't have to show Buu taking him out.
