I just found out recently that Pilaf and company didn't even appear at all in the manga until the approximate time when the gang met them near the end of the first arc.
So before then, they was literally no sign of any reoccurring villain.

One Strip! One Strip!First them in their castle, then they had the last Dragon Ball in their mechs, then they released Demon King Piccolo. They had a role in all of Dragon Ball's non-tournament arcs.
They do kinda show up at the end of the Post RR stuff with Baba and all.
If you count that as part of the Red Ribbon Arc (though I could understand not counting that as part of RR) then they kinda do show up in it.
One Strip! One Strip!The Piccolo thing could be a case of Small Role, Big Impact.
They were barely relevant to the arc at all, but they are the reason the entire thing even happened in the first place.
One Strip! One Strip!So I've been listening to DBZA in my headphones while working and I realized something. You know what part of the reason people are so willing to believe Mr. Satan's version of the Cell Games might be? Nobody ever died.
I mean, yes, people died, but they were all brought back by Shenron. So nobody actually died.
Cell left desolate wastelands of what were once populous cities, slaughtered the army in filler, blew up a news station and a chunk of a city, etc. For a couple weeks, countless destruction was caused in his wake, all leading up to the announcement of a huge televised event where you can watch your hero take him on in the ring of honor.
And nobody died.
So, based on the circumstances, what would you believe: that some random person punched Cell so hard that millions of people spontaneously popped back to life, or that this was the biggest Kayfabe stunt in history?

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub....but, people in dragon ball are really dumb.
Especially the Muggles. I mean, they fall for a lot of Satan's bullshit in the first place don't they?
They eat up his every word.
Admittedly, this might apply more to Abridged than the regular series, but I still think it could be a thing.

Hercule's narrative is "Bug monster goes around killing unstopped for weeks. Then he announces tournament out of nowhere. Cameras record Mark Satan getting his ass whupped. Then some blonde hillbilly is momentarily shown fighting back. Then cameras stop. Then Cell and blonde hillbilly disappear, the death stops. And Mark Satan wants us to believe that he did it.
Or, if they lost their memories, then Hercule's beloved for saving us from the great danger of... a fighting tournament host that we saw him lose badly to.
I mean, you do have people having memories of getting killed, only for them to regain consciousness fully alive by the end of it all; how does one make sense out of any of this, especially since the world at large have no idea the Dragon Balls exist.
Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!I would imagine they remember dying it is just a question of how much after death they remember and how much they might just think is a near death fever dream.
That or the general population assumes they are a myth since a military force decided go on a hunt for them .

Dragonball makes it clear you remember what happened in death when you're brought back to life (otherwise why do people train in death, ya know). And the fact that EVERYONE remembers meeting a giant man behind a desk who told them they are dead while little dudes in line were telling them to wait makes it one hell of a shared dream.
