It's kind of funny, though. Out of all of the arcs, the Cell Arc is the one where Goku's probably the least merciful that he is in all of the series. He never considers sparing Cell or the Androids, as I recall.

Also Goku being part of Cell makes it so only Cell can really understand what is going on in that damaged mind.

I should note that I love what they've done with Cell's personality. They've solved his motivation problem by giving him the same single-minded focus on Goku as the other Androids, while still making him distinctive by making it not about Gero's purpose for him, but about greatness. He doesn't want to kill Goku. He wants to defeat Goku.
Like, Androids 16-20 probably would have been content to shank Goku in his sleep, but as Cell puts it, all of this was for his benefit. The wait, the ring, the killing and threats, all to bring about this one culminating moment where he gets to prove himself by locking blows with Son Goku. Just like Piccolo, Vegeta, or Frieza before him did.
It's the bit of Goku himself in Cell that's driving him now to pursue the only fight that matters against the only foe he, with all his bitter rival cells, truly respects. It's a really good interpretation of Cell, and the naked exuberance he has at the prospect of this fight really helps to distinguish him from Vegeta and Frieza, for whom having to fight Goku was a karmic punishment for being assholes.
TFS's Perfect Cell has a very profound and distinct personality that really helps them sell him as a character for me, where the original - being just another cruel egotist who wanted to show off how great he is - didn't.

I dunno about Fat or Kid Buu, but I suspect Super Buu will likely gain certain characteristics of those notable people he absorbs.
Also, they'd better keep the Incredible Fighting Candy segment of the Super Buu fight. It was the best kind of stupid.

You'll notice that all of the Cell Games participants, with the exception of Goku, Gohan, and Yamcha, had already been defeated by Cell before the tournament started. And Yamcha had been taken out by 20, who was clearly weaker than Cell.
Basically, he's invited everyone he's proven his superiority over to come watch his fight against the guy he was building himself up to battle.
And then Goku's just like "Okay, you win. But Gohan will get you."
No wonder he goes nuts at the end.
