Super did this weird Aesop Amnesia thing where they set up the "Gohan realizes he must restart his training to keep up/protect his family/feel complete, and so epically takes up martial arts again" three distinct times before (evidently) making it stick permanently this time. So his arc just... didn't go anywhere, and instead he hits the "gets defeated because he's gone soft" stage multiple times.
In general, Super has a problem with trying to have their cake and eat it too with Status Quo that they're only now seeming to take baby steps to really overcome. In Gohan's case specifically, it was "let's not really change him, but pull that plot again because it's dramatic!" It hit its worst point where he gets left out of the Zamasu arc literally because he wasn't paying attention (I'm actually down with him not being in the arc and his role staying almost the same as it was for several reasons, but it felt like they couldn't think of a good justification/excuse for it).
I did love the Saiyaman stuff they did in the middle, though, even if it was almost certainly all on Toei's end.

I mean, he's spent the entire time since Frieza happened training with Piccolo to regain his power, while at the same time juggling his job which is why he didn't get involved in the Universe 6 Saga, though Goku completely understood his reasons in the anime and told him it was fine when he and Vegeta went to ask him to join. He didn't help with Zamasu because...he just was never around; the only time Trunks and Gohan even interacted was after Black showed up and blew up the first time machine, and before Trunks got his groove back and he, Vegeta, and Goku went to the future the first time. The entire point of that interaction was to help Trunks get out of his funk a little by seeing how well Gohan was doing for himself compared to his counterpart (and I think possibly how he had a hand in making this possible), and when Gohan did find out about this mess during the meeting to discuss how to get past Zamasu' immortality, he's completely ashamed of himself for not learning of this sooner.
Really, Gohan was at his lowest during the Resurrection F Saga, and has been slowly climbing his way back up since then.
