But that isn't gonna happen. I mean, even with my idea that you poo-poo'ed, it was stated that Bulma seems to have zero interest in such things. There's also the apparent fact that she apparently just doesn't get Gero's work (which is pretty convenient since she repaired an alien space ship, but whatever).
And of course, I don't need to state the out of universe reason, which is the real reason why it won't happen. Well, one out of universe reason; there are probably a few.

We don't really know what she does in her spare time, but continuing to study Gero's tech is at least plausible.
I know it probably wouldn't happen, but it's a completely reasonable idea in universe - more reasonable than a lot of what we've been seeing recently.
oh, of course. I was thinking that since she's been working on 16, she'd just learn how to remove the limiters on 17/18 that prevented them from being as strong as 16 was. That was mostly so that 18 and 17 could be equalized in strength. This is mostly for the Earthlings to have a more sensible power-up. I don't think the Androids are so weak that it'd be hard writing stories for them, as long as you're not lazy about it.
I read through that conversation and Kaiser said a couple of things that were just flat out wrong. That was one of them.

Even in the manga where Goku's transformation is most explicitly motivated by Frieza threatening Gohan, after he transforms he. Basically threatens Gohan? Because it seems like Goku is on the verge of completely losing control of his shit.

Wasn't he actually pretty responsible as a Super Saiyan? He tells Gohan to go to the ship where it's safer, and while he's pretty intense with him, he's got a point that when shit starts getting real, the ship is the best place to be, rather than anywhere near the fight that's gonna be going on.

Like, when Goku says "I am here" it's still in a pretty damned encouraging, enthusiastic, light-hearted tone, like Gohan's declaration of familial love for him and Goku's other lines in that scene.
Like. Him saying where he is being an act of encouragement seems like just a Goku being dumb joke.

She didn't even relentlessly pursue him. She just showed up at the 23rd Budoukai out of nowhere and said "Hey, Goku, marry me. You promised" and Goku was like "I did? Okay" and that's the end of that.
