That' because, outside of Trunks, Goku is the only one aware of the fact that Yamcha committed suicide in Trunks time line.
Not that I'd expect anyone else to care really.

It's a backhanded compliment; an insult prettied up to sound nice, like telling someone that it's incredibly brave of them to be wearing that outfit today. He's not saying that it's cool that Yamcha's super positive. He's saying that it's impressive that Yamcha can find even the slightest bit of positivity when he's such a dismal failure of a person.
That Tien got him to thank him for calling him a trash heap of a person was pretty much the ultimate Troll Win. Hence Cell's reaction.
