Like, this isn't even unique to the Saiyans. It's usually the main villain in a given story who gets to do an about face. His minions? F*ck 'em. Like, Piccolo's life is changed forever by the love of someone else's kid, but Cymbal, Tambourine, and Drum? Rot in Hell, you irredeemable bastards!

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Technically, Piccolo isn't even remotely close to being his father now, due to the whole fusion with Kami thing returning them to the original Nameless Namekian. Plus, it's not like they're even suffering that much since a) they're just clouds in Hell at this point, and b) probably enough time has past that they've reincarnated into new entities, so the individuals known as "Raditz" and "Nappa" probably don't even exist anymore.

Mephiles, WARP SHINKA!I mean, at least with Vegeta, sparing him wasn't about any possible redemption or whatever: it was about giving Goku another crack at him. Things just happened to work out from there that for the most part he was better as a begrudging ally than any enemy, and over time he became a half-way decent person, but no one was really expecting that.
Plus, Goku gave Raditz a chance and he spit in his face, and while Vegeta killing Nappa was a dick move, I don't really see why the good guys should revive under him not getting a shot to turn good or whatever.

It's more of a Doylist issue than a Watsonian one. It's not uncommon for things to work out in such a fashion that:
- Minion A: Dead, f*ck 'em.
- Minion B: Dead, f*ck 'em.
- The Dragon, bitter rival to the hero: Dead, f*ck 'em.
- The Ultimate Evil, Satan's Arbiter, Father of All that is Unholy: Lived happily ever after! Yaaay!
Lesser villains die because they aren't tough enough to survive fighting the hero or are outright killed off by the Big Bad to show off how awful he is and how much he needs to be killed, while the main villain is too formidable to be taken down so easily, so he lives long enough to turn his life around, get a happy ending, and never pay for his crimes.
The villain is so much more evil than the others on his side that it somehow wraps around and makes him good.
At least the Majin Buu that got redeemed was the most innocent version of him. If he'd followed suit from Piccolo and Vegeta, Pure Buu would have annihilated Mr. Buu, killed Mr. Satan, and then had a sudden life-changing revelation and become a hero.

Thus the Big Bad gets redeemed because they're actually redeemable. Obviously doesn't really apply to Dragon Ball, though
Name every villain who fits those criteria of redeemed Big Bad that happened with in Dragonball and Z.
Since Vegeta already touched on and Piccolo Jr. is a different entity. 17 and 18 didn't have minions nor were they the top of their arc given Cell.
Tien is all that comes to mind and his situation is very different, plus I'd argue he wasn't the Big Bad, just The Dragon to his master. Finally, his own redemption came from Roshi stuff and fact he won. And it was just a tournament as opposed to an evil villain.
Regardless, I don't think this trend is as common as you're making it sound. There are redeemed villains, just not this very specific criteria.
