Hao was at least handled in a novel manner. Usually, with super overpowered shonen villains, the plot becomes "we gotta figure out how to get even stronger and defeat him in battle anyway." Whereas the way the story went wrt Hao was "we can't win in battle with him. he's gonna win. But that's not the end. Now we need to figure out what to do after that."
Which I think is interesting. More than one way to approach things.

Tien, winning on a technicality (since Goku was much stronger and you yourself admitted it) doesn't really count as beating him. I mean, I can't blame you because you and Vegeta are arguably the only ones there right now who can say they beat Goku under any circumstances (which is not an thing many can say), but still.
One Strip! One Strip!Eh, I say it counts. Tien won the 22nd Tenkaichi Budokai, despite how insanely close it was.
They're ignoring the fact that Vegeta crushed Goku and left him a broken sack of meat on the ground, forced to rely on Krillin and Gohan to finish the job he no longer could, however.
Vegeta did beat Goku. Straight up, no contest, unambiguously beat him. He just couldn't keep it up once Yajirobe, Krillin, and Gohan stepped in.
