I believe Shenron only has those restrictions because Dende reactivated and powered up the old Dragon Balls. If memory serves, he said he could make ones with mass revival, basically infinite revival, and three wishes but it'd take some time and the others felt like they needed the Dragon Balls right now for whatever reason.

Well he doesn't really offer it, so much as tell them how long it takes when they ask if he can make Dragon Balls.
I think that it wouldn't make a difference, because he specifically had to add back the "mass revival" capability instead of it being carried over from the previous ruleset. So it seems like using the dragon as a template was just that, and the rules come from Dende more-so than the existing set.

So, since the limitation is solely on Dende, he just needs to hit the magic gym more often.
Another interesting thing is that the recharge period for the Dragon Balls seems completely arbitrary yet no one seems to bother talking about it.

Nobody asks him. He just mentions so after the Dragon Balls are made (and explicitly says "no one who has died can come back again") and apologizes for not bringing it up before he made the balls.
