Beerus would have insane ATK and DEF and an ability to destroy any monster once per turn, with another ability that keeps those monsters in the graveyard permanently.
Actually, that would be a REALLY good way of heightening the tension of Battle Of Gods: establish that if Beerus kills you, you're erased from existence forever and cannot be revived, as opposed to establishing that little tidbit way later in the series.
Just having Beerus straight up exile/send to the graveyard would be better mechanically, because it gets around card effects that prevent destruction or benefit from being destroyed.
Of course, the God of Destruction not actually destroying things is weird but hey, there is always going to be Gameplay and Story Segregation.

It's still much better as a removal tool than destruction, and harder to come back from than sending to the graveyard (either directly or through destruction).
Beerus having a Necrovalley
style effect would also work, but it would only be active while he's on the field.
Beerus would have ???? ATK and DEF, and the ability to remove any card from play once per turn.
If they were a monster type, Kai/Hakai would all have ???? stats (and thus win any fight), with an effect that their stats are given solid, defeatable numbers only when in battle with another Kai/Hakai type monster. In a reference to his being built to take on the Supreme Kai, Buu would be an exception.

That doesn't make sense, as several mortals can beat up Kaioshin.
Beerus is also just really strong, he doesn't have any such ability to be stronger than anyone else - except in a meta sense. I know Battle of Gods lead some people to believe such a power was in effect, but Resurrection F showed that Freeza can reach that 'tier' without any kind of godly power.

To be fair to our Kaioushin, he was the fourth strongest being in Universe 7 for a very long time and no mortal ever became stronger than him until the end of the Cell Saga. Even after that, only three non-fused mortals were stronger than him.

Personally, I consider DBZ to have four sagas: Saiyan, Namek, Android/Cell, and Boo.
I'm not sure what you're trying to say here. By the end of the manga, the only non-fused mortals who we know are stronger than the Kaioushin are Goku, Vegeta, and Gohan. Goten and Trunks may be stronger than him but we have no way of knowing since their power compared to Piccolo's is kinda vague.
This:
During the Cell Saga, we have Goku, Gohan, Vegeta, Trunks, Cell and seven Cell Juniors who are all potentially stronger than him before the arc is finished.
I wasn't including Goten and Trunks, because Daizenshuu 7 aside (which states that Goten's power equals Gohan's, but nearly no-one accepts that) they aren't really directly compared.
It's in the interest of making the idea work mechanically, which is a basic problem with this sort of thing. You could scrutinize basically all of the suggestions made as part of this joking conversation over the last few days and none of them would match up exactly with the source material.
As far as I'm aware, no one was intending to.
