I'M MR. MEESEEKS, LOOK AT ME!It's unlikely that either of their attacks constitutes a near-death experience for Cell. In the main canon, he only ever got the one zenkai from his self-destruct. Not even having his torso vaporized by Final Flash earned him one, because Piccolo's regeneration and Frieza's survivability make his threshold for "near-death" extremely high.
My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Planetary destruction is impressive, just not to the characters we care about anymore. The lowest known battle power for planet-busting is Vegeta's 18,000, and we know that while not unheard of, that is a rare and exceptional battle power throughout the universe. Other planet-busters certainly exist - Nail springs immediately to mind, being powerful enough to rival the Ginyu Force, minus the Captain - but they're few and far between.
Like, we don't actually know if any of the humans save for Krillin ever became planet-busters. We can make assumptions about how their time at Kaio-sama's and their lifetimes of Mountain Training worked out for them, but the last time any of them were relevant, they were far shy of that 18,000 boundary.
But the likes of Goku, Vegeta, Piccolo, Buu, etc.? Yeah. The Death Star is almost quaint compared to them. I don't think Star Wars has anything that can last five seconds in a ring with a Super Saiyan. Definitely not with the universe-threatening Super Saiyan Gods.

Which is why Goku isn't necessarily a universe-buster yet, but close enough to threaten the entire universe in combat.

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.One thing I liked about the androids was how they were defined by precision and subtlety in a world of flash and explosions: whereas everyone else used huge ki attacks and impressive transformations, they punched and kicked very hard - and what energy moves they did have were understated in comparison to everyone around them (but still extremely powerful).
They were strong enough to take down planet busters, but their abilities were best suited for assassination and such and the future ones settled on assaulting cities piece by piece. I wonder if they had any moves that could have blown up planets on their own.
Though given what little we see in the new intro, Super seems to be giving them bigger energy blasts and the like, so I guess the idea is moot.

The future androids went city by city because it was more fun that way, and if they killed everyone quickly they'd have nothing to do. It's the same reason they didn't immediately kill Gohan and Trunks.
If they wanted to, I'm sure they could just blow the planet up, but then where would that leave them?
