I think Vegeta disagrees. Vegeta fired a blast that went off-world and probably blew up another planet. After 2-4 minutes of charging maybe.
I don't think there's a limit to the energy you can put into an attack (ie - the Spirit Bomb). There's a limit to how much time you'll have to charge it.

I'M MR. MEESEEKS, LOOK AT ME!What, Final Flash? Yes, it was a very powerful attack that nearly took out Perfect Cell and would have if he'd been willing to obliterate the planet, but I'm not sure what that has to do with proving that you can charge attacks for an indefinite duration of time. Among other things, non-Androids run out of ki.
Vegeta's always been good at packing incredible destructive force into his ki attacks. Just ask Goku, who had to push himself into Kaioken x4 because at 24,000 battle power, his x3 Kamehameha just wasn't cutting it against 18,000 BP Vegeta's Galick Gun.

- Output (Level, the power level that actually gets measured)
- Reserves (Stamina, what have you got in the tank)
- Projection (Attack, how much oomph you can put into a ki attack, perhaps a subcategory re: how fast you can charge that oomph)
- Shielding? (Defense, how much oomph you can tank at a time)
- Boosting? (Other Stats, using your ki for strength and speed, all capable of being their own subcategories)
The latter three usually correlate with the very former but some individuals might have some outlying proportions. IE, like how Burter had speed completely out of proportion with his PL and, I guess, Vegeta is capable of putting out more oomph than his PL would suggest and do so very quickly.
Am I getting this right?

Had a dream the other night. It was set in the Mass Effect universe and one planet was about to explode, so naturally they had to get people off the planet. However the people who were in charge of the evacuation were very anal about it and made sure that everyone boarding a ship leaving the planet was on a list. They were doing this because they didn't want any shapeshifters escaping the planet while impersonating someone else. And for those who don't know, no, there are no shapeshifters in the Mass Effect universe. In the middle of the evacuation Goku showed up with his instant transmission. You'd assume he would help by teleporting people off the doomed planet but you'd be wrong. Instead he used the ability to transport entire planets around. I don't know why he did this or how it would help, but that's what he did.
Well it was only ever formed 3 times...and no one ever commented on the ki building.
Even when they were right next to it.

More to the point, the Genki-Dama has only ever been formed against three adversaries:
- Vegeta, who could not sense ki.
- Frieza, who could not sense ki.
- Pure Buu, who did not vocalize comprehensibly.
Who would comment on it?

Hop on over to this page and add them.Normally, they do that to communicate to the audience that this attack is a super specially powerful attack, or to inform us of a character's relative battle power. Things that wouldn't be readily visible when Assclown the Destroyer takes the field or Goku starts preparing his fifteenth Kamehameha.
The nice thing about the Genki-Dama is that it's a giant ball of f*ck you floating in the sky, so its power is self-evident. It doesn't need the commentary, in the same way that Frieza's planet-killing Death Ball doesn't.

It was only against Freiza that it was a giant ball of fuck you. The first time it only became a ball (a fairly small one, really) when it was ready to be fired. Goku took the energy into himself.
So yeah, Master Roshi going "damn, the power of that ball is amazing!" actually would be useful.

There was nobody to comment on it. Krillin and Gohan only returned after the Genki-Dama had been assembled, Goku had been smashed, and much of the energy from it was lost.
Krillin does have a "Holy f*ck this is a ton of power" reaction when Goku gives the lingering remnants of the Genki-Dama to him, but by that point, it's already formed.
Notably, after losing a bunch of the Genki-Dama to Vegeta crushing him, Goku never uses his own body for the conduit again. Starting at Frieza, he charges the power externally, which allows him to take the beating Frieza deals him without losing a drop of energy from it. Subtle way we see Goku's skills improve.

There's a limit to how much ki a single person can put into an attack. Charged attacks are more powerful than the person charging them but, like, there's still limits to how much more powerful they can be.
Also, they're probably volatile. Like, I don't think you could just hold a Kamehameha for ten days. I imagine it's going to want to explode at some point.
