Yeap. Not sure if this is stated in the series itself, but that's how Toriyama justifies his strength in the interview.
Ginyu and Jeice discuss the fact that they're mutants during the Namek Arc, though, and Ginyu thinks this is the reason Goku is so much stronger than the average Saiyan. It's never really explained, but what we can gather is that "mutant" in Dragon Ball means "individual born with abnormally powerful ki for their race".
...I could have sworn that it was the sheer effortlessness of Trunks's defeat of Frieza that was Cold's reason for considering him the strongest.

but in the manga it is also states Frieza's power wasnt even at full when he arrived at Earth (rather Gohan senses that he was putting out stronger chi on Namek)

That's irrelevant. Cold states that the man who defeated Freeza would be the strongest in the universe, as Freeza was previously the strongest in the universe.
If Cold was stronger than Freeza, that statement would make no sense, because it means Freeza wasn't the strongest in the universe after all.
