I can't edit due to being blocked. However, I wanted to point out something about the Devil May Cry series, most notably its 4th title. The series' article makes mention of it but DMC 5's director has already confirmed that Nero is the son of Vergil. Also, the Devil May Cry 4 novel has been hinting it a lot something which is discussed in the series' article. In a Famitsu interview, director Hideaki Itsuno confirmed that certain plot elements like Nero's new business was carried from the light novel so I guess it's canon.

He's first seen as one of Galley-la Company's best shipwrights, and is the one who tells the Straw Hats that the Going Merry is beyond repair, until he's revealed to be a spy in undercover for the World Government.

Then he goes to Enies Lobby along with the other undercover agents, there he eats the Cow-Cow Fruit (Giraffe Model) and later fights Zoro. After a long and intence fight, the three-swords swordman wins and Kaku gracefully gives him his key, revealing it's the one that opens Nico Robin's handcuffs.

After the events of Enies Lobby, he's kicked out of CP9 and with the his ex-colleagues, he collects money to heal Lucci and swears revenge on Spandam.

After the time-skip is revealed that he has become a member of CP0.

What's the Work

So the work in question is a 2018 anime called Dances With The Dragons (or Saredo Tsumibito wa Ryuu to Odoru). In the world of Saredo Tsumibito, humanity had discovered a way to channel a magic that was controlled by dragons a long time ago so that they could terrorize humanity. These magics and special formulas is now known as Jushiki which is essentially a chemical reactions augmented through special weapons that cause a magic-spell like effect and as a result, these powers could possibly alter the world laws. The ones who could handle those powers came to be known as Jushikiists. And because due to the conflict between the dragons and humans are almost long lasting, a peace treaty was enforced a years later even if some people disagree with said treaty. However, the story is focused on two Jushikiists called Gayus Sorel and Gigina Ashley-Bufh who seemingly can't get along together. However, they took plenty of requests from some clients who need help even if both Gayus and Gigina sometimes bickering with each other.

In Episode 2, Gayus and Gigina received a request from a high ranking Jushiikist named Helodel who is also Gayus's childhood friend to become a bodyguard and a tour-guide for a noble figure, Cardinal Moldeen Ogus Gyunei.

Who is He/What Has He Done

So Moldeen is a cardinal of a church who is actually a cousin of the Queen of Dragon Empire, Queen Zenobia of Ilum and the proxy to the Oujes Emperor... In his first appearance, he participated in the conference discussion regarding the Alshok territory merging with the Seven-City Alliance. Needless to say, Moldeen seems rather bored with the discussion that seemed to be never-ending. And after he got some message from his subordinates, he then changed the meeting location to somewhere in Eridana City.

In Episode 2, Moldeen gave a reason why Gayus and Gigina needed to become his bodyguard...It's because that he doesn't want his fun to be ruined while visiting the Eridana Festival. And it was revealed that Genon, one of his generals disguised as himself as the announcer of the festival and Moldeen said that there are seven version of him that protected the real one and he thanked them for that. And when Moldeen found out that Gayus is a Pessimistic-Optimistic person, Moldeen confessed that he deceived,betrayed and spilled blood of some people. However, Moldeen himself claimed that he still have a positive views of the world so long as the children is happy.

In the night, when Moldeen and his bodyguards went to the hotel, it was revealed that their road was blocked by the demonstrates who refused the ratification of Tienlun Accord and needless to say, Moldeen was disappointed by this because it was supposed to end the conflict between the humans and the dragons. As a result of the demonstrants blocking their way, they ended up walking to the hotel by their feet by Moldeens orders. And it was also implied that he intended to ally with the Seven Stars to end the conflict.

In Episode 3, Moldeen asked Gayus and Gigina to become a bodyguard for an upcoming tea party that he will held along with a guest from afar. And in the church where the tea party will be held, Moldeen asked a philosophical question to Gayus about god in which he gave a rather nihilistic answer to Gayus himself by saying the world is full of deception. However, after the tea party is starting. It was revealed that the other assassin attacked it. After this, Gayus then asked Moldeen and his special guest escape from the church.

In Episode 4, it was revealed that Gayus and Gigina had escorted the decoy Moldeen in the previous episodes, Genon, and the real Moldeen then visited Gayus in the hospital after he got injured from preventing the assassination attempt. It was then revealed that Moldeen actually planned the assassination attempt and then he arranges the murder of one of the traitors from his side, Helodel, by giving him an explosive that was disguised as a parcel when Helodel tried to move the car. And his motivation is that he wants to prevent the Holy War from happening. It was also revealed that he hired two assassins to fight Gayus and Gigina so that he could watch it for fun and also have another ulterior motive on why he hires them...

In Episode 5, Despite admitting his own so-called "defeat". Gayus then calls him out that he and Gigina had been dancing in Moldeen's palm all along and recounted on what happened with Moldeen. The reason why he planned the assassination attempt is that he wanted to kick some hardliners who are opposed to Holy land of Alsok's ceding. It was also revealed that he mastermind the failure of the first Tienlun Accord to create the favorable conditions for Alsok ceding and promised to mediate said failed accord. It was also revealed that Gayus and Gigina were used as a bait to lure a serial killer of the Jushikiists, Nidvolk, because of the fact that she was one of the Vaisen defectors. And after Gayus recounted the story and Gigina tries to kill Moldeen after he find out what happened, Moldeen then gives both Gayus and Gigina his own valuable ring because they were dancing brilliantly in his so-called "stage". And not only that, he wanted to offer both of them to join his side as a Winged Generals in which both Gayus and Gigina declined his offer.

Even though that Gayus and Gigina's business with Moldeen seems over. In later episodes, it was revealed that Moldeen signed another treaty to support an oppressive regime of a certain country called Urmun because the dictator of Urmun, Dorcetta, contributes to the prosperous state of the Dragon Empire and so does their economies. At the end of the series, Moldeen gets away with everything with his goals being completed.

Is He Charming,Charismatic,Thinks on her Feet?

Absolutely! He's a great planner and a great thinker overall. And thanks to his gambits, many people including Gayus and Gigina were dancing in the palm of his hands to the point he called his gambits as a stage that people can't escaped and both Gayus and Gigina the actors of said stage. As far as the charismatic tendencies goes, Moldeen is affable,polite and never loses his charm towards his companions and enemies alike and claims that he loves to have fun. So I think there's no issue here.

Is He a Bastard? Too Much?

Moldeen, despite being a Cardinal of the Church, is not a saintly man that he looks on the outside. He even claims that he had deceived,betrayed and causing some bloodshed against other people so that he could reach his goals. And his gambits causes Gayus and Gigina much more harm rather than benefiting them. Not only that, he also support an evil regime because of the economic and political reasons.

However, even if Moldeen is rather a bastard. His goal is actually well-intentioned as he tries to end the Holy War between the humans and the dragons even if he uses some dirty tactics to do so and he also tried to keep the prosperous state of the Dragon Empire and The City of Eridana even by it means to support an oppressive regime of another country. And he still remains affable to Gayus and Gigina even if his secret was uncovered to them to the point he offered them some great positions.

Final Verdict

Keep him! While the anime is rather mediocre, I think Moldeen hits the mark of this trope in my opinion. And I should note something: Even if Moldeen orders one of his general to disguise as him in the first 3 episodes, the general's ability is capable to mimic someone in both appearance and the traits of the person that he disguised as (Like for example, A ninja mimics the Shogun on not only how he looks like but also how the Shogun acts in real life) and even taking those out of context, Moldeen still qualifies as the reveal of his gambits and him being a great master planner comes into Episode 4 and 5 so I think there's no issue here.

  • Mature Animal Story: This is Sanrio's first venture into an animal character setting where all animals act more realistic, cyncial, and has a mature setting. The series mostly avoids the company's well-known sugary sweetness seen in other animes starring a Sanrio character. It does pop up in episode 9 of the Netflix series during Retsuko's date with Resasuke complete with a love song.

Keep him! While the anime is rather mediocre, I think Moldeen hits the mark of this trope in my opinion. O.K., not in any particular order: Would you please

  • Read How to Write an Example - Write in Historical Present Tense and use it to figure out why I changed so many examples of past tense to present tense.
  • Not start sentences with the word "And", because it's always wrong.
  • Not start sentences with "It is revealed" so often.

There's something you need to know. Approximately 50% of what you wrote in Who is He/What Has He Done is irrelevant to the question of whether Moldeen is a Magnificent Bastard and should not have been included. You don't need to list every plot point in the episodes, just what the reader needs to know to make an informed decision. By including so much extra material, you are likely to confuse them and cause them to reject your position just because they can't find your points in the vast sea of information you provide.

tl:dr: In future, you should only include the essential information and either condense or delete the rest.

Some specific examples:

  • In the first paragraph, this whole section is unnecessary:

  • Vitriolic Best Buds: His combination "Golden Combi" technique is one of the most famous ones ever to the point they befriend in a short time during the Nankatsu vs Shutetsu match. (to the point of being imitated in Gintama)
