YOU! OBEY THE FIST!The Halloween Tree. I watched this every Halloween when I was a kid, and I think this is where my fear of people turning into trees came from. The kid's face on a pumpkin... *shudder*
Hocus Pocus isn't exactly a Halloween special, but they play it almost exclusively during Halloween, so I'll count it.
The Buffy episode where they turn into whatever costume they're wearing.
The Simpsons are obviously the clear cut winners in this area. Nothing can beat the classic Treehouse of Horror episodes for Halloween wise. Also, every episode of Courage The Cowardly Dog deserves to be here.
Movie Wise, I'd like to say The Nightmare Before Christmas but that's moreover a Christmas movie than anything else (admit it, you know it's true). Tim Burton's Sleep Hollow, Beetle Juice and Ed Wood I feel are the staple Halloween movies. Also, Wallace And Gromit The Curse of the Were-Rabbit is very Halloweeny.

Long live Cinematech. FC:0259-0435-4987I'm also a relative fan of the The Grim Adventures Of Billy And Mandy Jacked Up Halloween Special. It's probably the darkest of all Billy and Mandy cartoons, and I love Jack O Lantern's over the top acting.
It's hard for me to think of "worst" Halloween Specials. Usually with shows that I watch if they even have a Halloween Episode, then it easily becomes one of my favorite eps.

The best has to be Buffy the Vampire Slayer "Halloween". That and "Hocus Pocus" is this troper's essential Halloween viewing.
The worst is also Buffy - "All the Way". It's not that Halloweeny, and it's a Dawn episode. Shudder.
