I'm open to recommendations in nearly any genre, and in most cases production values or age is a small issue. I prefer WRP Gs, but mostly because I typically play games For The Art, rather than as a challenge or for fun. I love plot and characterization, deep or unique settings, and interesting use of game mechanics. I've looking for older or indie games typically, since I've played most well-known games, but hit me with anything. I'm not interested in 'military shooters'.

I'd like to know where the hell I should start in either Super Robot Wars or Shin Megami Tensei, and where the hell I can play the recommended game that doesn't cost me money or Ebay.
Yes, I am the guy who refused to call Magikarp Power "not worth the effort"@zorbik: Have you tried many Adventure Games? That would be the genre that I'd most likely recommend for plot and characterisation.
For a few specific suggestions:
Gray Matter and the Gabriel Knight series. (Character-focussed supernatural mysteries)
The Lost Crown: A Ghost-hunting Adventure. (Ghost-hunting in a somewhat strange setting)
The Marionette. (An eerie, character-focussed horror adventure)
You mention "interesting use of game mechanics"; have you looked at the old Quest For Glory series? It's an Adventure Game/RPG hybrid in which your choice of character class affects what puzzles you encounter and what solutions are available to you. (You can sort-of multiclass by learning some of the skills of one class while playing as another, which in some cases allows you to solve a puzzle in the manner of either class, but the available quests may still be limited.) While the main series is commercial, there's a (rather good, I feel) freeware VGA fan-remake, which should be available here

My Games and Asset PacksI started The Longest Journey, but I got bogged down just after visiting Arcadia the first time. The plot seemed just a bit too bizarre (probably not the right word, since I loved Torment), and I found myself consulting walkthroughs way more than I like, so my first experience with adventure games wasn't entirely positive. Maybe I'll give Gabrielle Knight or The Marionette a look.
Psychonauts certainly looks cool.
When I say interesting mechanics, I pretty much mean anything that makes a game more interactive (or re-active), and less like a series of arbitrary hoops you must jump through to get to the end. For example, how in Rome: Total War, your family members will become more intelligent if you leave them garrisoned in cities with lots of libraries, or more slovenly if you leave them in cities with many brothels and taverns.

If the plot was the bother in The Longest Journey then I could very well see Gabriel Knight being preferred.
By the way, I'll point out that The Marionette and the remake of Quest for Glory 2 are, I believe, free.
I see what you mean about "interesting mechanics", I believe; at the moment little comes to mind that seems a suitable match, however, I'm afraid.
