Currently, all of these tropes are organized as "Characters" in the Naming Conventions category. But they clearly share a stronger bond with each other than with other tropes in that area—they are all based on a specific name showing up in a work. Should we perhaps group them together on that page?
Even now I don't know whether these are all of the tropes that fall into this category. Before I clicked on the link for it, I thought Mr. Smith would be another candidate!
EDIT: And of course, when I look through these tropes, I see a head-on collision between People Sit In Chairs and There Is No Such Thing As Notability. Someday there may be new trope pages for Smith, or George, or Billy, or Mary, or Sally. But there's not really anything to be done about that.
