During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Simply state whether or not you think the character counts or not.

No way. Galia being worse than Kai doesn't make Kai even marginally decent. If we did it that way, Complete Monster would be one per franchise, just the worst of the worst no matter how irredeemable any of the other ones in it are.
If you really, truly, sincerely want to know, the curse Galia put on Katsuchi gave Katsuchi...well...intestinal problems.
I will explain no further.
And to answer your last question, I'd put Galia second, to keep it chronological order. Ultimately, she's an Arc Villain: if the God of Deep Jealousy counted, that would take top spot, but for the moment, I'd say chronological.

Guess who's back with yet another fanfiction character? This is the third one, and I doubt it will be the last. Let's see what I've dragged to the table this time, shall we?
What is the work?
The work is Guardians, Wizards, and Kung-Fu Fighters, a crossover between Jackie Chan Adventures and W.I.T.C.H. that serves as a Deconstruction Crossover. War Is Hell is in full effect, and both sides have some awful people on them. Spoiler alert, this ain't gonna be the last character I EP from this fic.
Who is Rhouglar? What has he done?
Rhouglar is one of the commanders of the Rebellion. He also happens to be an unrepentantly horrible person. At the start of the story, he just seems like a sadistic Blood Knight who somehow made it onto Nerissa's commanding council. However, in the Battle of Torrus Finley, he proves much worse. Before the battle, he makes a deal with Alastair Tharquin, who is known for violently hating shapeshifters and who might get his own EP soon, to kidnap Jade (who gets turned into a shapeshifter, and is on their side, by the way), in exchange for helping him get access to Viscountess Ishol Servantis, the wife of the noble in command at Torrus Finley. Afterwards, he violently rapes the Viscountess three times, specifically trying to cause her as much pain as possible. Afterwards, he has a brief battle with the Viscount before other rebels arrive. Rhouglar then idiotically brags about how he's been stealing and raping women since he signed up with the Rebellion. He proceeds to tell Caleb that he has no right to judge him given all of the awful things the Rebellion has done. As you would expect, Caleb beheads him.
Heinousness?
I won't lie, the heinous standard of the fic is pretty high. Even with the majority of villains being either WellIntentionedExtremists or examples of Even Evil Has Loved Ones, there are still three other characters that I intend to EP as of now. I will say that Rhouglar is the only character in the fic to have committed rape specifically, which is why I chose him to EP.
Freudian Excuse? Mitigating factors?
No Freudian Excuse, but there are two factors that need to be addressed. This is admittedly a Dark Fic. However, this comes with the territory of being a Deconstruction Fic; it realistically explores the consequences of actions that were mostly brushed over in the source material. It's not exactly coming out of nowhere. The other factor is the fact that Rhouglar doesn't get a lot of focus. However, that hasn't stopped other minor villains from going up before. J. Geil from Stardust Crusaders gets a similar amount of focus for similar crimes and he's listed as a CM.
Verdict?
I say he qualifies.

What's the work?
Body Rides is a novel by Richard Laymon. Neal is an average bloke. He's pleasant, nothing crazy happens in his life. He has a lovely girlfriend named Marta, and then when driving through the bad parts of town, he comes on a woman under attack by apsychopath. He saves her, guns the nutjob down...and the woman, Elise, takes him back to her home and gifts him with a magic bracelet that allows him to take 'body rides'...kiss the bracelet, you leave your body and can experience anything someone is feeling with them....but that psycho isn't as dead as we were hoping...entire Leslie Glitt, AKA: Rasputin.
Who is Rasputin?
Glitt is known as the Beast of Belvedere, a serial killer and rapist because this is a Laymon novel and what else would he be? Now, to explain the plot...the woman is Elise Waters, a former Olympic diver who is not targeted by chance...Elise has issues with her ex-husband, hollywood big shot Vince Conrad. Vince found Rasputin and offered him a lot of money in cash to deal with Elise and make it look like one of his normal killings. Neal happens on them when Rasputin is about to take pliers to Elise's breasts and shoots him down, after nicknaming him Rasputin for his similar appearance to the Mad Monk...issue is this is LA and carrying a gun without a permit would be a felony. They decide to flee and not inform the cops...unwisely.
When gifted with the bracelet to keep in touch with Elise...Neal later observes her under attack by Rasputin...Vince found him and helped him get better before siccing him back on Elise. Neal rushes there, but it's too late. Elise is tortured and killed by Rasputin first. Telling Marta about everything, Neal goes on a hunt for Rasputin, using the bracelet to go for Body Rides with him...and surprise, surprise, Rasputin is a crazy serial killer and torturer, who loves murdering women because he's a misogynist nutjob. He's killed lots: raping them, torturing them, using the pliers, burning them alive or anything else...it freaks Neal the hell out to be in his head for any length of time.
Neal ends up with a waitress named Sue who helps along with the case and ends up involved with him...when they get back to Marta, the investigation leads them to Conrad and the dealings with Rasputin...so they trick Vince and steal the money, leaving Vince with a very, very, very angry serial killer after him. Vince tries to have Neal killed and Rasputin...which is a bad idea since Rasputin gets the drop on him and tortures Vince to death before trying to kill Marta and Sue (O,h and the love triangle is resolved by Marta turning out to be bisexual and they all end up a threesome together)...Neal is seemingly killed, but the women fight Glitt, ending up gunning him down. This doesn't kill him so they drown him. He gets out of the pool, so they stab him and slit his throat. He goes after them again until he gets decapitated. Rasputin indeed.
Heinousness?
Okay, this is not one of Laymon's more brutal novels. There's little by way of any gorn, fancy that. But yeah, rapist, serial killer, torturer, we see plenty of it. There's no ambiguity here.
Mitigating Qualities?
Hah. Hahahaha. ''Hahahahahahahahaha'..
