During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

@ Lightysnake I'd say that he is worth an EP on the MB thread. I've had similar issues when dealing with Zantafio, but he went up in both threads with no problem.

The Work?
The fifteenth anniversary season of Power Rangers, taken from Go Go Sentai Boukenger. Legends speak of the Corona Aurora, the Crown of the Gods; an ancient jeweled relic with inconceivable power. According to the myths, millennia ago, two brothers warred with each other in their pursuits of the crown, only for the crown to turn them both into monstrous forms and seal them into planets. Afterward, the crown was taken and its jewels removed, all being sent away to an Insignificant Little Blue Planet...
In the present day, Adventurer Archaeologist Andrew Hartford has at last found the crown - but the discovery frees the brothers, Moltor and Flurious, from their respective prisons. Realizing that they and other villains would come seeking the crown's power, Hartford uses his wealth to assemble and equip a team to track down and claim the crown's five gemstones before they fall into the wrong hands. He assembles a team of four people with unique histories - Rose Ortiz, a former Child Prodigy and a teacher with incredible intellect, Ronny Robinson, an F1 driver, Will Aston, a notorious thief, and Dax Lo, a Hollywood stuntman with dreams of acting. Hartford grants them their Overdrive Trackers and one by one enhances their DNA to have genetic powers. Hartford initially intends to take on the Red Ranger role himself, but he's prevented from doing so by an attack from the villains. His sheltered son Mack transforms himself to save him, earning him the last spot on the team.
Who is he?
Kamdor, the guy labeled as "Ninja". He's motivated by greed.
What does he do?
- Imprisons the one who helped him freeing him in the jewel.
- Summons a meteor to wipe out the rangers and also a big part of the planet as well.
Mitigating factors?
No Freudian Excuse, from what I know. His profile states he cares for his mother, but all it has, is "Leave my mother out of this!". All I could say is he just doesn't want her to be mentioned, though.
Verdict?
Is summoning a meteor enough for him to enter this territory? What would you say?

He has no other crimes other then that. Every other bad guy we have up has tons of personal villainy plus world destruction.

I... don't think that's true. I think it's a case of sharing a group of universes ala the Ninja Turtles or the Marvel comics as opposed to the same universe (with some exceptions)
I know that in Ninja Storm, the other Power Rangers series are works of fiction within their world for example.

- Road Games: The Unnamed Killer, Smith/Jones, is a cannibalistic serial killer who travels Australia taking in prostitutes and murdering them after having sex with them. Having killed over 20 women by the start of the story, once the Killer notices trucker Quid hunting him down, he kidnaps Pamela and later tries to have him framed for his murders. Getting the last laugh, he places two skinned corpses in Quid's meat truck to be ground into burger meat.

Vincent V Cava, whose stories are often read by Mr. Creepypasta's You Tube channel, wrote this short Halloween story back in 2016 called The Pumpkin Jack Murders
. A quick side note about Cava, is that he also wrote a creepypasta series called "The Wendell Lane Diaries where Mr. Creepypasta had the cast of Ash vs. Evil Dead'' co-narrate some of the stories. Yes, they got Bruce Cambell to narrate one of his stories.
But that has nothing to do with the story at hand.
Who is Pumpkin Jack ? What does he do ?
The Pumpkin Jack Murders is told from the perspective of a disgruntled resident living in a small town that is being investigated for alleged serial killings that caught the publics attention and occur every Halloween or so. The killer is nicknamed "Pumpkin Jack" because of a Jack O Lantern motif in the murders; every victim is found strangled or in one kids case, hung and at the side of their bodies a pumpkin with the victims picture perfect image carved into them. The first two bodies where discovered by out-of-towners and the town becomes a media magnet. A local urban legend is brought up in connection to "Pumpkin Jack" on how in the 1860's a strange but charismatic man arrived that town who showcased supernatural abilities and miracles and gained a large following. He converted his followers into a new paganistic religion that came into conflict with the Christian residents of the area, which culminated in the hanging of "heretics".
Local law enforcement couldn't name any leads after the first two murders, and eventually state troopers had to step in. After the third murder the Feds eventually had to step in (this being outside of investigative bloggers), and the Sheriff's phone was tapped to reveal he was withholding evidence. Not only that but the Fed's arrested two people in the process of an attempted murder; the pastor, and the would-be victims husband. Case closed right ? Okay, here's our twist; yes, the man the media dubs "Pumpkin Jack" is the Dark Messiah from the local legend, and while he's behind the murder, he's far from the only killer. It turns out a century and a half ago, he succeeded in turning everyone in the town into devoted fanatics with the "heretics" the hanged being those who refused to call him "God". Their religion has secretly survived and was practiced well into the modern era and they have always be practicing sacrifices in his name on Halloween; their "saviour" would pick a lucky victim by leaving a pumpkin with their image carved on it. The town has been covering it up for so long that the only reason the investigations started was because of outside influences. And because of outsiders; media; state law enforcement; federal government; and even bloggers and vloggers sticking their noses in the cults business, "Pumpkin Jack" is angry at his followers for their failure to appease him. The narrator laments that they have been preparing for his return for a century and a half, and now he is going to return to damn all their souls for failing him as pumpkins are found all over town with all the residents images carved into them.
Mitigating factors ?
Now "Pumpkin Jack" is technically the only villain of this story, not counting his death cult that follows his will, so he pretty much sets the heinous standard. As far as there being an actual story ? There's plenty going on here despite the story being short, as the focus is on the investigations and interference of outside forces trying to uncover the truth behind the murders. Now despite his story being told and the religious beliefs of his people, we don't actually meet "Pumpkin Jack" himself, as this story is being told from a second person perspective of someone who turns out to be one of his fanatics. That said, his personality is pretty easy to put together when you look at what they say about him -especially from his fanatics perspective - and that is one of a supernatural being with a narcissistic God Complex. You don't call him "God" ? You're a heretic worthy of death! You fail to appease him with annual murder ? You are unworthy of his "love" and worthy of his damnation.
