During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Somone added this to the Complete Monster tree in Humanx Commonwealth
- Tonx Ghin Rakoosa, tran Landgrave of Poyolavomaar, is flat-out insane: brutal even by Tran-ky-ky standards, willing to personally slaughter his own vassals in displaced frustration or in retaliation for a single overheard jest at his expense. Obsessed with possessing and torturing his forced concubine Teeliam Hoh, he repeatedly permits her the Hope Spot of escape just so he can recapture and "righteously" punish her for flight. The absolute fury of her hatred for him only enhances his pleasure in abusing and humiliating her.
Only Condo Challis and Lord Dominic Estes Rose have been approved here.

EDIT: Yes to the Goosebumps example. Seems a different type of evil than Menace, and that bit with his cat seems more He Knows Too Much.

Tuttan-Rha from Who's Your Mummy? (2009) by R. L. Stine
Who They Are: An ancient Egyptian, Tuttan-Rha discovered that he could prolong his own life through cannibalism, specifically of living mummies, which he creates through unspecified means, though one of the items needed to revive the mummies and keep them alive is a protein found in a specific type of naturally straight, jet black human hair. The mummies (which are desiccated on the outside, but "fresh" on the inside) are fully conscious and aware, but are unable to do much other than weakly beg for death as they're gradually consumed over the course of several years by Rha, his two servants, Annie and Sonja, and Rha's pet cat, Cleopatra. Regularly capturing people whose hair contains the special protein, Rha keeps them prisoner and routinely harvests their hair until it begins to grey, at which point he disposes of them.
Rha is at least 2000 years old, and, posing as an eccentric Egyptologist, currently resides in an isolated Vermont village called Cranford. One day, Rha spotted a villager named Jonathan showing off pictures of his niece and nephew, Abby and Peter. The two children had straight, jet black hair; thinking that it could contain the protein, Jonathan formulates a plot to get a hold of the children, who, in a few weeks, would be visiting Jonathan.
What They Do: The day of the children's arrival, Rha has Sonja distract Jonathan while he approaches the children and whisks them away to his manor, having convinced them that he is their uncle Jonathan. Rha and Sonja act affable towards the children, regaling them with adventurous tales and showing them Rha's vast collection of Egyptian artifacts. Abby begins to realize that something is off, however, when she hears what sounds like muffled cries of "I want to die..." coming from a barred room in the mansion, when she witnesses a man (the real Jonathan, who Rha claims was just a burglar) be attacked by bats outside of the manor one night, and when she wakes up one morning to find that some of her hair has been cut off.
After being attacked by Cleopatra, Abby playfully sprays the cat with a super soaker, and is horrified when the water causes her to immediately decay and disintegrate into ash. Grabbing Peter, Abby tries to call for help with her cellphone and then the house telephone, only to discover that the battery has been removed from the former, and that the latter is dead. Deciding to simply flee after telling "Jonathan" that they need to go home early, the children search for him in the forbidden room (which turns out to be full of crates containing living mummies) and walk in on him gleefully ripping out and eating the internal organs of a mummy.
Taking off into the village, the children seek refuge with Annie, unaware that she works for Rha. Annie brings the children back to the mansion and escorts them to the barred room, where Rha explains his and his servants' immortality and why they want the children as he shows off a "museum" full of partially-devoured mummies who are all wailing things like, "Please, let me die... let me die..." Jonathan gets past Rha's pet "security bats" and breaks into the manor to save the children, but is seemingly strangled to death (he lives) by Rha, who afterward sneers, "Sorry, Jonathan, you lose. Now, say goodbye to your niece and nephew." The fight between Rha and Jonathan provided enough of a distraction for Abby to slip away, though, and she kills Rha (as well as Annie and Sonja, whose lives were tied to his) by spitting water in his face, which causes him to melt into a pile of ash. One of the mummies manages to thank Abby for freeing it as it and all of the other mummies simultaneously die, no longer bound to the world of living with Rha gone.
Heinousness: He's spent centuries resurrecting the dead and keeping them in a tortured state of existence as he gradually took them apart and ate them to extend his own life while also taking people whose hair contained the protein needed to revive the mummies captive, keeping them until they outlived their usefulness. The man's a conscious-less cannibal with a monstrous body count, and basically embodies Immortality Immorality.
Mitigating Factors: None, really. He mentions that he had Cleopatra for about 2000 years, but they have no scenes together, and he expresses no discernible sorrow or anger over her death.
Abby: Listen, I-I'm really sorry...
Rha: Cleopatra was an ancient cat. She was my cat for 2000 years. And you saw her crumble. You and Peter saw too much, Abby. That's why I couldn't let you leave, even if I didn't need your hair.
Similarly, Annie and Sonja were mere henchman (the former at one point even refers to Rha as "boss") with there being no indication that they were Rha's lovers or True Companions or anything like that.
