During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Alright, here's my attempt on E Ping Balmunk without sugarcoating it
What's the Work
Zombiepowder. is an axed manga from Shonen Jump by Tite Kubo (Yes! That Tite Kubo) before he created Bleach. The story is about a mysterious man named Gamma Akutami who tries to find the twelve rings of the dead which could essentially created a powerful substance called Zombiepowder, a substance that can either revive someone alive or making you an immortal. Unfortunately, Gamma was pretty notorious in a circle of bandits because of him killing several of their companions and being a high-class criminal.
Despite that, he was accompanied by his friends in order to search the Rings of the Dead and they are none other than: C.T. Smith, his mysterious partner and an ace shooter, John Elwood Shepherd, who is Gamma's sidekick and a former pickpocket that tries to avenge the death of his sister by founding the Zombie Powder and Wolfgangina Getto or better known as Wolfina, a journalist who is on the side of justice and wanted to protect the weak.
During the adventures...They faced several dangerous villains. Unfortunately, one of them is the most dangerous of them all and the final Big Bad of the series given the manga is cancelled, enter Baragne Binoix Bartoreuil Balmunk or as known as Balmunk
Who is He/What Has He Done
Okay, so aside from the long name, Balmunk is actually a ringmaster of a circus and is an A-0 Class Criminal that goes with the codename of "Mystic". The reason why he got that Class? Is because previously during the search of the rings, it was revealed that he kills around 20.000 people with his circus town and is able to do that in just two hours just for the search of the ring.
He first appeared as a little bit of a disturbing affable gentleman who tries to negotiate with a Doctor in a certain hospital so that he could find the ring of the dead. But when said Doctor refuses, Balmunk pulls a gun from his ear and attempts to shoot the doctor, the staff and the patient inside said hospital. Fortunately, Wolfina tries to stop Balmunk but Balmunk attacks Wolfina with his tiger and when Gamma met with Balmunk, he simply retreats and going to see them again soon.
It was revealed that the ring in question? Is on Wolfina's brother, Emilio Getto, and Balmunk tries to kidnap him because of said ring. When Balmunk successfully kidnaps Emilio and both Gamma and co. tries to rescue him, Balmunk told Wolfina that he only wanted Emilio's head because the rings only affect his head and after this he then sickeningly told Wolfina regarding she can take care of Emilio's lower body and Balmunk only have his head in possession in order to obtain the ring's power and then ties Emilio with a midnight train.
During the fight in the Midnight Train, Balmunk meets Wolfina again and then tells her the truth about why his brother is on that condition and say it was all Wolfina's fault at the first place due to her selfish desires and when Wolfina answered that she didn't realize that the Ring that her brother obtained was cursed, Balmunk taunts Wolfina by saying this line: "You put the gun to your little brother's head and pulled the trigger! His brain splatters to pieces and he dies "I didn't know there were bullets inside". You think that's a valid excuse?" and after this dialogue, he also taunts Wolfina that his brother will never forgive him.
Fortunately, Gamma then tries to stop Balmunk once and for all and it was revealed that Balmunk known Gamma in the past and tries to bring an inner beast within Gamma by sending him a monster. But fortunately, Gamma overcomes his fear due to a certain past with a woman and proceeds to slash Balmunk in half. But unfortunately, Balmunk escapes and tells Gamma that the inner beast within him isn't dead while trying to recover his conditions because he can't kill Gamma in that. The only noteworthy deed after Balmunk's escape is that Balmunk sends one of his minions, Shackaboon, to stop Gamma and Wolfina once and for all and that's it. Karma Houdini for you guys and I feel this is unlikely the manga will be continued.
Freudian Excuse/Mitigating Factors
Let's get this over with... In his character sheets, he is listed as Affably Evil because he remains friendly and polite even while fighting against his enemies and takes his defeat at Gamma's hands in stride since he found out Gamma's darker side isn't completely dead. I feel this is a Faux Affably Evil persona that he put and nevermind the fact that he loves to mentally torture his enemy and has no hesitation to kill them to get what he wants. Also, his defeat is mostly about him going to attack Gamma again when he knows that Gamma's inner beast that's in him isn't dead yet and Balmunk was on a critical condition so he ended up retreating for a while so yeah...
Heinous Standard
Alright, this is when the part when you said no and it's the heinousness issue. Gamma is revealed to kill several of the goons in this manga and it truly shows and then there's one of the goons named Kinqro who personally murders one of the protagonist's sister which resulted on him joining on Gamma's side and then there's another goon who attempts to rape a woman and another one who is a torture technician who wants immortality with the Zombie Powder due to his frail body.
Balmunk can easily clear the standard given he has the highest bodycount in the series as he kills 20.000 people with his circus troupe just for the sake of searching the ring and he did this not because he want to become immortal or trying to revive a loved one. He did this just for the sake of thrills. The problem? Offscreen Villainy is in effect here and we only see the shots of Balmunk's circus tent instead of one of Balmunk's victims and this makes him a bit hard to qualify. But I don't know, his attempts to murder the doctor and the entire people in the hospital just because said doctor didn't want to tell him the ring might be establish his pattern and his personal crimes certainly pushes him over the edge. Still, I'm not sure about this one.
Final Verdict
Ultimately, I don't think he counts given the Offscreen Villainy factor but I understand if some of you think he qualifies a bit due to his penchant of mentally torture his enemies or attempts to attack the hospital that can establish a pattern for him and I think he's a bit of a prototype of Kubo's main villain, Aizen, in the future so yeah... In the end, I'll let you guys decide and I won't gonna lose any sleep if he doesn't go up.

As for Scarecrow of Injustice 2? The only thing that really pushes him above all the other villains is his character ending - and I'm not sure that's enough of a narrative to qualify him particularly when Netherealm Games pride themselves on big budget story modes. If you wanna EP him, go ahead, but I dunno if I can comfortably vote yes.
EDIT: Speaking of "Sakurai Syndrome" there is a channel on Youtube called Woolie Versus. It has a lot of dumb content, but it also has Kirby Lore videos, inspired by such creators as Vaati Vidya and his lore explanations of Dark Souls and its ilk. It basically explains that Kirby is a horrifying tale of hungry, nameless things that gnaw at the dreams that compose Kirby's reality. Please support Woolie, who is a scrublord, by watching these videos also SPOILERS for Kirby.
I wonder if he's managed to fit Smash's World of Light in there yet... He expressed interest in it, because Galeem is goddamn routine for Kirby.

- Hero Mask: Grimm, real name Jeremy Payne, is a deranged Serial Killer who previously based his killings on Grimm’s Fairy Tales. Later arrested by James Blood, he was made into a guinea pig for the aforementioned Steven Martland’s experiments. When Martland releases him and a few other test subjects, Grimm leads their breakout, killing multiple guards and blowing up the entire laboratory. Heading to SSC headquarters, he slits a cop’s throat and gleefully massacres every officer there. A Mad Artist in his spare time, Grimm, unsatisfied in painting with his own blood, summons James to him so that he can kill him and use his blood to complete his masterpiece.
- Disasternote : Maxwell is a wicked cult leader who seeks to purge the world of sin, starting with its sinners. When his fiancé Tracy leaves him after he blows up a cruise ship in front of her, he is determined to hunt her down. Finding her in Las Vegas, Maxwell holds the hotel she’s working at hostage, kills multiple cops trying to enter it, murders Chief Hackett, and blows up the Vegas overpass to punish the police. Growing impatient, Maxwell kidnaps Kenny’s daughter Jenna as leverage, promising to kill her should he not receive Tracy. With Tracy in hand, he leaves the heroes to die in the crumbled hotel, and travels to Hoover Dam with her, where he plans to blow the Dam and unleash a flood upon Las Vegas. With his final breath, he detonates the explosives, causing Vegas to flood and kill 168 people.
I think Galeem might have a shot, he dosent talk but we do know his goals, he wants to control everything. And both he and Darhkon get Evil Is Petty so there Not personalityless.
Things are really about to get Fun around here
That's still really barebones. He has a goal but no real motivation or backstory and the lack of dialogue really hurts his personality. We have no idea why he does what he does. "Wants to control everything and hates Dharkon" isn't really enough of a personality.
