During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Who is Chet Sloan?
Field director of the Civil Defense Control and their Mission Control, Chet supervisates their missions. However, Chet had actually a secret agency in the same weird Religion of Evil as Hellbent.
He is only revealed in the final issue, however his crimes are visible for all the series.
When the Wandered, a fake supervillain, become crazy and developed real superpowers, it was Chet who gave him the Super Serum which was the real reason of his sudden madness (the proceedment was far from controlled), said insanity lead to the Wanderer killing his own family and attacking the Civil Defense Control to break New American' mask and reveal his identity as black person. With the reveal being part of Chet' plan to slowly start a internal fight between the CDC.
Chet is also the one that freed Hellbent, lying about his "usefulness", with the intention of getting him to attack Jason /New American' brother and thus fuel the racial tensions between the CDC even more to lead them to a internal fight that would force the goverment to launch nukes against them.
Then, when that line get crossed after the actual heroes start fighting against their racist teammates (who want lynch Jason), Chet reveals himself and his plan of "accidentally" letting the missiles going astray.
One missile would hit the supers fighting in middle in the desert and kill them all Just as Planned for the goverment, but the other three misiles destined for the task would go "astray" and destroy Washington, New York and Atlanta.
The missiles are fired and Chet prepares to kill himself while confessing that no, he is not doing all this to reveal the fraud of the CDC, but just For the Evulz, or in his own words.
Then Chet prepares to kill himself but his pistol was emptied and he is beated down for the other officers of the CDC. Presummably going to jail later.
The officers manage to contact the CDC about the missiles and then, the resting members go to stop them in their own ways, becoming genuine heroes.
(This sounded so cheesy, but damn that is not a Crowning Moment Of Heartwarming...maybe because is that cheesy).
Chet likely goes to jail later, but he certainly was no Karma Houdini.
Heinousness?
Partially responsable of Hellbent' actions, The Man Behind the Man to all the story and with the goal of nuking three cities For the Evulz while earning himself a paradise in his Religion of Evil.
Easy pass.
Redeeming traits?
His own words said it.
He belongs to the same Religion of Evil as Hellbent which was the one that founded it and introduced him to it. But their relation is not even a Psycho Supporter stuff, they just are a duo of murderers that have the same death worship.
(Someone please introduce them to Jashinism from Naruto, please).
This is even more clean than his fellow death worshipper Hellbent. Easy pass.
Verdict?
While his evilness is revealed in the final issue, we see him in his facade for most of the story, his plotting covers basically all of the story and he "accidentally" freeing Hellbent (with the excuse of sending him to kill Cuban politicians) is on-screen.

Previous candidates. One more KR candidate, this time from God Speed Love, a Non-Serial Movie that also serves as a prequel to Kamen Rider Kabuto.
What is the work? In this movie, a meteor impact evaporated all of our oceans and brought the Worms to earth, hostile creatures that are known to murder humans. To face this threat, ZECT and the Rider System were formed. However, ZECT began oppressing citizens, turning the world into an even worse place to live. A new, far more heroic splinter organization was created to combat ZECT, the Neo-Zect. Although ZECT is composed mostly of ruthless sadists and maniacs, our Yazan Gable surpasses all of them in terms of cruelty.
Who is Issei Kurosaki? Kurosaki is a twisted social darwinist who was (unsurprisingly) hired by the original ZECT to further their plans and destroy Neo-ZECT, becoming the user of the gold Kabutech Zecter, the Caucasus Zecter. A thuggish man who believes in the survival of the strongest and most attractive, Kurosaki's indifference towards human life and enormous bodycount quickly results in him becoming a legend to both ZECT and Neo-ZECT, which also meant that he was ZECT's pet psychopath. Behaving more like a Serial Killer than a regular officer, Kurosaki always leaves blue roses on his victims' corpses, using this as his Calling Card. By the time Souji Tendou decided to challenge him, Kurosaki had already achieved the position of ZECT's number #1 soldier, solely by killing people. When Neo-ZECT leader Hidenari Oda invaded ZECT headquarters to stop their malicious plans, Kurosaki effortlessly executed him and left a rose on his bleeding corpse.
Not satisfied with everything that he had already done, Kurosaki joins ZECT's inner circle and betrays humanity; the rest of ZECT included, allying himself with the Worms and participating in a conspiracy to manipulate the citizens with the promise of creating new oceans with a comet, when in reality, his goal is to bring a second meteor with dormant Worm eggs to earth, which would annihilate all of humanity and leave the Worms to repopulate earth. When Tendou asks him if he is really okay with this since he is 100% human, Kurosaki says that he doesn't care for the lives of humans or Worms, he just wants to satisfy his demented philosophy. After severely injuring the only benevolent ZECT officer in a space station, Arata Kagami, Kurosaki punches a hole into his escape pod, suffocating and freezing him to death purely out of spite. After going back in time for a few seconds to save Kagami, Tendou prevents his murder and kicks Kurosaki in the direction of a missile, which blows him up.
Freudian Excuse? Nope, Kurosaki is just an omnicidal Psycho for Hire with zero excuses.
Heinous? In this alternate reality, Kurosaki is the worst of them all. Quickly graduating from a Sociopathic Soldier to an Omnicidal Maniac, Kurosaki was the one who came really close to destroying earth, and his actions still affected the plot, as he and ZECT's inner circle were indirectly responsible for sending the meteor to the past, which collided with another meteor and caused the events of the show.
Conclusion? Again another evil human that is even more monstrous than the literal monsters,

So I was looking at the One Piece monster page and I noticed a minor thing that could be corrected in Hody Jones' entry. The entry is good, however it mentions that Hody mortally wounded his ally Vander Decken. Vander Decken is shown to be alive later so that's not quite accurate, a mortal wound leads to death. Other than that the entry is great, I think if we just change "mortally wounds" to "severely wounds" it will be a bit more accurate. If everyone's okay with that, this is what the entry would look like:
- Fishman Island Arc: Hody Jones is a fishman with all of Arlong's hatred of humans but none of his care for his fellow people. Disgusted by the benevolent Queen Otohime's petition that intended to improve relations between humans and fishmen, Hody Jones hired a human to burn the signature box. Hody then assassinated Otohime and framed the human for it, proudly bragging about his crimes when they're discovered. When he takes over Fishman Island, he declares that all of the fishmen who had signed Queen Otohime's petition will be executed. When his ally Vander Decken uses his Devil Fruit power to send the giant ship Noah after Princess Shirahoshi, Hody severely wounds Vander Decken to cause the latter's powers to deactivate in an attempt to have Noah crash down on Fishman Island.
My second Kimetsu no Yaiba EP: Enmu.
Who is Enmu?
Enmu is Lower Moon 1. After Lower Moon 5, Rui, is killed. Kibutsuji Muzan, ruler of the demons, decides to do the demonic equivalent of an employee review and isn't exactly thrilled at what he finds. The Lower Moons, unlike the Upper, have a pretty unstable staying power, with members dying and being replaced regularly, unlike the Upper, whose numbers have remained stagnant for 113 years.
Muzan proceeds to slaughter the other lower moons, except for Enmu, as Enmu is delighted at the horrific suffering of the others, even expressing no problem with Muzan killed Enmu himself, because Enmu is just that twisted. Muzan, impressed with Enmu as a result, injects his blood into him, resulting in Enmu experiencing horrific agony that he glories in as he grows stronger. Muzan sends him out with an order: kill Tanjiro and his companions and wipe out the Demon Hunter Pillars. Failure is not an option.
Tanjiro along with his closest comrades Inosuke and Zenitsu are boarding a train with little Nezuko, and the Flame Pillar Rengoku Kyojuro....Enmu hijacks the train and reveals his power: that of dreams. Enmu can put his victims into deep sleeps where he can give them pleasant or horrific dreams. Entrapping Tanjiro's group by giving them pleasant dreams and their hearts' desires, Enmu then blackmails several humans by promising them sweet dreams forever to see their dead loved ones again, to go into the minds of the others and destroy them. Oh, and at this time? Enmu begins gloating that he plans to take everyone on the ship and plunge them into the worst nightmares before he devours them. Thanks to Tanjiro and the others' mental abilities and Nezuko, they break from the dreams, and Tanjiro faces Enmu who attempts to mentally torture him with visions of his dead family. enmu then reveals he's fused with the train itself, making it his new body...and he plans to consume all 200 people on board, taunting Tanjiro to try to save them as he tries to consume them, with Rengoku and Inosuke frantically saving them, while Tanjiro tries to locate where on the train corresponds to Enmu's throat. As Enmu attempts to murder everyone there, Tanjiro locates Enmu's neck and in a final battle, decapitates him. Enmu begins fading away, furious at the good guys for his loss, cursing weakly as he drifts into nonexistence...just as Upper Moon 3, Akaza arrives to fight Rengoku himself.
So, heinous standards?
Of the lower demons? Enmu's twisted little mind games are unique and the '200 + attempted victims' is a pretty high body count for Kimetsu, equal to at least Gyokko (albeit without Gyokko's sadistic little flourishes of fusing them into agonized sculptures), but the Upper Moons eclipse the Lower in power, so Enmu being on that tier of evil is frankly impressive. I'd say Enmu passes here.
Mitigating Qualities?
Everything I said about Gyokko applies here. Demons are nasty and you don't earn a spot in the Moons without being EVIL, but Enmu is a class of twisted unto himself. Even Muzan is a little taken aback by how creepy Enmu is. When the other Lower Moons are frantically begging Muzan or trying to escape, Enmu is treating it with a disturbing smile, giggling over how much he loves the others suffering and thinks it won't be awful if Muzan kills him personally, a she's a total Psycho Supporter who views Muzan as the ultimate bringer of suffering and pain. Besides that, Enmu is twisted as hell, savoring not just eating people, but screwing with their heads and playing sadistic games most demons don't bother with. Notably, fellow Lower Moon Rui? Loved his family and parents and tried to recreate that family as a demon. Gyutaro, Upper Moon 6, became a demon on the condition that the one who turned him would turn his sister Daki, and despite their rather vitriolic relationship, Gyutaro dearly loves her and after death even tries to force her to leave him to walk to hell so she can go to heaven (Daki refuses to leave her big brother), so yeah...Enmu sticks out with how unbelievably twisted he is even by demon standards.
Conclusion?
attempted body count of 200 plus and a twisted, sadistic mind rapist who delights in breaking minds with nightmares? I'd give Enmu a keep.
'Yes' to Issei, Chet, and Enmu, easily on the latter especially.
Now then, folks, I've got a question for ye all....in what has been years coming...the arc of the main antagonist of Date A Live, Isaac Westcott, has concluded, and I am planning to give said villain a final, comprehensive effortpost, however the novel and translations just have released over this last weekend, so my question is....would anyone mind vetoing the two-week rule for this? Westcott is already listed and, spoilers, the chances of that changing are slim-to-none, so it's quite literally just the full extent of his crimes and personality.
If anyone objects, I of course won't go for it until two weeks have passed, but I personally don't see the harm in it, especially since I know several people here, myself included, who have been waiting a looooong time for this.

I am kinda embarrased to admit this, but this thread had "ruined" me. In the sense that I legit try to make villains to be as impressively bad (but without going into tasteless stuff like mass rape). Dunno how to feel about it.
Someday, someday you all will see it. I hope live enought to finish her story and have someone EP her...(Also, I have to work in SMT fanfic).
