During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Hey everyone. Another theme park villain here.
The work: Tokyo Disney Sea’s version of the Tower of Terror is a thrill ride with a dark storyline and is tied in with the overarching Society of Adventures and Explores/Haunted Mansion storyline.
The villain: The main antagonist of the attraction is the African deity Shiriki Utundu, who possesses an idol of himself to carry out mayhem on Earth.
His actions: Shiriki Utundu is a lesser-known tribal deity worshiped in parts of the Congo. His physical form is a small idol of himself with mystic powers. The idol was stolen by the Mtundu tribe, who used its powers to make the other tribes fear them. When they sought revenge on another tribe, they awakened Shiriki Utundu with an incantation. That night, the idol came to life and left the village, where it proceeded to slaughter the entire rival tribe and destroy their village, returning back with blood on its weapons.
Feeling guilty, one of the tribesmen tried to throw the idol in the rivers. However, Shiriki Utundu transported him to a hellish jungle-like dimension of permanent night, where he was tortured and even repeatedly killed several times over by leeches and snakes for an entire week before the spell was broken.
Later, the idol was stolen once again by the wealthy explorer Harrison Hightower III. He took the idol back to his hotel in New York. However, on an elevator ride up to his suite, Shiriki Utundu dropped the elevator and killed him. He then forced Hightower into eternal torment by leaving him as a tortured ghost in his own hotel for all time.
When the hotel was preserved and opened as a tourist attraction, Shiriki Utundu awakened again. He used dark magic to alter a stained glass window and show off how he killed Hightower. When large crowds of guests got into elevators and Hightower’s ghost tried to warn them of the dangers, Shiriki Utundu threw the ghost into a spectral elevator and dropped it, making Hightower relive his death. Shiriki Utundu then raised the elevator up to the top of the building before having the idol cut the cables, dropping the elevator. The guests survived, but Shiriki Utundu simply laughs and will try again with the next group.
Mitigating factors/Freudian excuses: Shiriki Utundu seems to be a dark deity, but mainly only chooses to harm those who possess or disrespect his idol. However, he will also kill for fun or if requested to, such as how he did with the rival tribe.
Shiriki Utundu also seems to let guests go if they survive, but it is implied this is only because he cannot do much more after they escape the hotel and will try again later.
Heinous standard: While Hightower himself is a somewhat villainous character, he is more grey zone compared to most SOAAE/Haunted Mansion villains. The SOAAE/Haunted Mansion storyline does also contain the Monster Constance Hatchaway, but she is within another part of the larger storyline.
Abstaining until I hear other thoughts.

I have my second candidate that I mentioned a couple of days ago.
What is the work?
Rusty: A video game very similar to the Castlevania series. It revolves around monster huntress Rustea "Rusty" Sprincul, who must rescue a variety of girls who have been kidnapped or transformed into monsters by the evil vampiress Bloody Mary in her efforts to revive count Monte Carlo.
Who is the candidate and what do they do?
Bloody Mary, the Disc-One Final Boss of the game. She is the henchwoman of Count Monte Carlo, an evil vampire who ruled the land 300 years ago until a hero defeated him and put him into slumber. Mary is attempting to awaken him so that he can lead the monsters into taking over the world (of course!). To accomplish this, she has opened a portal to the monster realm to allow the monsters to enter the world. She has also recruited a former monster hunter named Brian Gateau, who turned evil for unexplained reasons.
Mary has Gateau and the monsters attack the nearby villages, taking girls and killing anyone else. seven of the girls are used as human hosts for some of the most powerful and terrifying monsters, who, together with Bloody Mary, form the Eight Fiends. All the other girls are taken to the dungeon to have their bodies drained of blood for a ritual to awaken Monte Carlo. When the game starts, we see a village that has recently been attacked and had its girls stolen. Numerous people have been killed, and their graves can clearly bee seen, the funerals having just finished.
Fighting her way to the castle and Bloody Mary, Rusty defeats the Eight Fiends one by one, freeing the girls from their control. Apart from the first girl, all of them were aware of what was happening while they were being used as hosts, and were forced to watch as their own bodies were used to kill people and kidnap girls. After defeating the seven fiends possessing the girls, she confronts and defeats Gateau, who has a change of heart and gives Rusty the dungeon keys, allowing her to free the dozens of other girls and let them get to safety (they had already had their bodies drained of a large portion of their blood, and they were going to be left to die in the dungeons from the aftereffects of having half their blood sucked out, though after being freed they are able to receive medical attention in time).
Though Gateau has seemingly returned to his former good ways, he leaves rather than help Rusty fight Mary (likely having to recover from his wounds), simply telling her that she can still stop the awakening of Monte Carlo and that they will likely meet again some day. Confronting Mary, Rusty defeats and kills her. She is too late however, as Monte Carlo is awoken, though after a difficult battle, Rusty is able to defeat him and return him to his state of slumber, this time with no henchwoman to revive him.
Heinousness?
Bloody Mary is responsible for the deaths of numerous people from several villages, and was willing to sacrifice dozens of girls to awaken Monte Carlo. She had seven of them used as human hosts for some of the most terrifying monsters from her realm, and these girls were conscious the whole time, being forced to watch as their bodies were used to do terrible things. Finally, she and her master were going to allow the monsters to take over the world and terrorize the humans.
Monte Carlo, while likely being no better than her, does not really get to do much due to spending most of the game comatose. He is stated to have been one of the most evil vampire lords around when he ruled over the land 300 years ago, but he never gets a chance to really show himself off in those areas. He is only awoken in time to fight Rusty, and is defeated and returned to his slumber presumably forever. I wouldn't call him a GDV, as he does show some personality when he talks to Rusty just before the fight and during it, but he never gets to do anything other than try to kill the heroin and vow to take over the world.
Redeeming features?
She does show some obvious loyalty to Monte Carlo with her efforts to revive him. It's briefly implied that she may have been more than just his right hand woman, as before her fight, she refers to him as "my darling", implying that they may have been lovers (or that she had some feelings for him). However, this is never elaborated on. Monte Carlo offers no hints that she was anything more than his henchwoman, as he does not seem mad or anything when Rusty confirms that she killed Mary. In all honesty, I think her feelings for him can be compared to Bellatrix's feelings for Voldemort. In fact, she and Bellatrix are very similar. They are both crazy women who view their races as superior to humans, serve an evil master who wants to wipe the humans out, they both do their jobs quite well, and they both seem... not all there if you know what I mean.
So, yeah. Other than fanatical loyalty and such, and possible sick feelings for her boss, nothing at all.

Yes; I was testing the waters to see if it were worth posting an entry on. As that seems not to be the case, I will not.
The character I was thinking of was from a Game Book called "Dark Lord." Their name(s) are Raechron/Kayel. There are sequel works in which the protagonist is assumed to have been pure evil in every potential action and is also an NPC.
