During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.

Do they meet the Heinousness Standard?

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Final Verdict?

Simply state whether or not you think the character counts or not.

Hello everyone, this is my first time doing this so I hope I'm doing it right, but anyways, I've always been interested in the CM trope and I wanted to add in my own example. I've checked to make sure that the character I plan on proposing hasn't been written down yet, and he hasn't, so here we go

What's the work?

The Monster Project is a 2017 found footage horror film that tells the tale of a group of amateur film-makers that plan on getting big by conducting an interview with supposedly real monsters. The group consists of Devon Adams, the producer, his buddy Jamal, the cameraman, Devon's ex-girlfriend Murielle, and the main protagonist Bryan, a recovering drug addict who has dreams of becoming an actor. The three monsters that the group are interviewing are a Navajo cop who claims to be a skin-walker, a tattoo artist that claims to be a vampire, and Japanese girl named Shiori that claims to be possessed by a demon. Needless to say everything goes to hell the monsters turn out to be real and they start attacking the crew. Bryan ends up being the sole survivor after managing to kill all three monsters until we meet the true mastermind behind all the horror: Devon himself.

Who is Devon, what does he do?

Devon is actually the Devil himself in a human disguise and his powers greatly diminished. In order to fully manifest on Earth at full power, the Devil conducts a ritual that involves 6 sacrifices during a lunar eclipse at a specific house that was used as a lair by a satanic cult some time ago. Devon manipulates all the characters into unknowingly performing the ritual by taking them to the old house where he has Bryan kill the demon-possessed Shiori, leaves Murielle to die after getting bitten by the vampire, and after Bryan kills the final monster (the skin-walker) he reveals his true nature to Bryan and states his intentions of rising to power and bringing about the apocalypse. Finally He has one of his followers to slit Bryan's throat so he can use his blood to perform the finish the ritual

Mitigating factors?

None whatsoever. After his true nature is revealed he coldly taunts Bryan, mocking him for believing in God, and when Bryan questions if he actually loved Murielle, he says that love is all about sacrifice, but it's clear that Devon doesn't see her as anything other than a tool to use and dispose of.

Final verdict?

I definitely think he should count.

  • The Dungeonmaster: Mestema is an Evil Sorcerer who has spent the last millenium seeking a Worthy Opponent to his powerful magic, killing countless challengers along the way. His curiosity piqued by Paul Bradford's computer technology, Mestema kidnaps him and his girlfriend, forcing him to fight under pain of his death and his girlfriend becoming Mestema's Sex Slave. The wizard pits the scientist against seven challenges, gladly cheating and throwing his henchmen's lives away to win. His magic is also horrific, being powered by dead souls, reaching the millions for some spells. Mestema was cruel even in his childhood, spending one scene reminiscing about burning a cat alive for kicks. When Paul is about to win the last challenge, Mestema outright sabotages his car, just so he can win.

Now. You all were waiting this! I certainly was doing it (College is exhausting).

  • Dept. Heaven: Despite it's lighthearted tone and cheerful artstyle. This duo stands out for their sheer vileness.

    • Riviera: The Promised Land: Hector is the most active member of the Council of the Seven Magi and by far its vilest one. Secretly having caused the current demonic problems of Riviera to have an excuse to deploy his Grim Angels to activate the Retribution -a force that would destroy the entire land in case of crisis- and awaken Seth to fuse with her and become a god. To reach said goal, Hector sends his servant to gather the souls of the peaceful descendants of the demons in a genocide that leaves just a single survivor. When only two more souls are needed for Seth's resurrection, said servant willingly offers herself as a sacrifice alongside with the heroine that is closer to Ein. Sacrificing both, Hector mocks his deceased and totally loyal servant for her origins as an artificial Grim Angel before fusing with Seth and becoming Seth-Ra, aiming to destroy Riviera and rebuild it from the ashes. Show as the creator of the artificial Grim Angels in painful experiments in side materials, Hector creates them in the thousands while erasing all records of the persons that they were. Utterly selfish, Hector stands out a extremely vile villain in such a lighthearted game.

    • Yggdra Union: Nessiah, formerly known as Aries, is a fallen Grim Angel that was cast down to Asgard and put into a weaker body. Wanting revenge against the gods, Nessiah creates the Tactic Cards and the Grand Centurio, a sword empowered for negative emotions. Giving the sword to the first royal ruler of Fantasinia, Nessiah starts to manipulate conflicts in order to fuel the sword until it becomes strong enough to break the seal of his real body. Seducing an Undine to get the Transmigragem, an item that allows them to reincarnate, Nessiah frames the humans to start a war that leads the Undine to near-extinction. Working for the Bronquian Empire, Nessiah uses an army of resurrected corpses in eternal pain to fight the Royal Army and allows the heroes live in order to fuel the conflict while killing his own soldiers for opposing it. After the island containing his real body emerges from the ocean, Nessiah politely ask The Heroine for the Grand Centurio, when she refuses, Nessiah summons another army, including the resurrected corpse of one of her friends, intending to kill her and all the Royal Army.

I'm looking over the reverted change made to Final Fantasy XV for Ardyn Izunia. Of the changes that were undone, they are all either corrections to typos (it's supposed to be spelled "Niflheim", the reverted version used the incorrect spelling "Nifleheim"), clarifications (the "nearby city" being named "Altissia"), minor rephrasing, the removing of spoiler tags, or updated information (Ardyn's murder of Ravus, which took place in a patched-in cutscene).

Permission to reapply the changes? None of it is inaccurate or biased. The only changes that I think are worth reverting are the restoration of some of the spoiler tags, which I can do manually.

New proposal, from Men Behind the Sun.

Who's the candidate?

Dr. Shiro Ishii, Lieutenant General of Imperial Japanese Unit 731.

What does he do?

After being reinstated as head if the unit, Ishii declares that ths scientists need to step up their work. You see, this is early 1945, and Japan is losing the war badly. Ishii believes that biological and chemical weapons are the solution to all of Japan's problems. To speed up the testing of such, Ishii orders more experiments done on live Chinese POW's. These experiments are as varied and lovely as leaving a woman to freeze for 10 hours and ripping her skin off, subjecting a man to such loud noises that his insides explode, and disdecting a child to get his organs.

At the same time, Ishii pursues personal ambitions. You see, Ishii had headed Unit 731 before, but was transferred for cirruption. Now, he wants to find whomever snitched on him. After weeding the guy out, he calls in a favour to higher-ups, and gets his nemesis transferred to the frontlines. Naturally, he's killed in the fighting.

Soon after this, we learn of Ishii's true ambition: Create a super plague and completely annihilate the Chinese Army. His plan of delivery is to drop infected fleas in porcelain bombs, but he has to test their effectiveness. So, he has his men crucify some prisoners and set off bombs near them. However, this goes terribly wrkng and all the prisoners are killed, which frustrates Ishii due to it being a waste of experimental material.

Soon after, the war has ended. Hiroshima and Nagasaki have been bpmbed, and the Empire has surrendered. All military units are ordered to retreat, but Ishii has other ideas. To keep his experiments a secret from the Allies, Ishii orders all the remaining prisoners killed and all of Unit 731 to commit suicide with their families. However, he's convinced to relent, but orders all his soldiers to take a cyanide bottle with them to dir if they're captured. He then orders the data destroyed, and guns down a sunordinate who protests before having the prisoners gassed.

After everything is finished, Ishii declares that all the members of Unit 731 must keep their crimes secret under pain of death. At the same time, a POW who escaped the gassing is discovered. Ishii tries to personally gun him down, but misses. However, his men kill the prisoner. According to the end scroll, Ishii was captured by the US, but granted immunuty after handing over the last of his experimental results. He then began working for the Americans, creating biological weapons yhat were used in the Korean War, before dying of an illness in 1959.

Yep. Karma Houdini.

Heinousness?

De facto Big Bad, sets it. While he's part of a horrific society, he's basically allowed to do whatever wirh his command, so his heinousness is on him. There are a few sequels, but I haven't seen them.

Mitigating factors?

He has no loyalty to his country, and is committing these crimes For Science! personal glory.

He takes good care of his soldiers, and doesn't like it when prisoners are unnecessarily killed, but this is out of pragmatism and a desire to get the best experiments he can. He doesn't relent his suicide order out of mercy either, he's just convinced he'll save his own skin better if he destroys the data and runs.

Film's super dark and graphic, but it's not plotless Torture Porn. A good chunk of the film is centred around the military politics of the unit and the daily lives of the Youth Corps soldiers. It's not all torture.

Verdict?

I've had my doubts about Ishii. Heinous enough, but it does indeed seem like Torture Porn, and the fact it's based on a true story gives me MASSIVE pause (yeah, Ishii was a fucking Karma Houdini in real life).

Urgh... I figured this'd probably come up some day. I'm against Ishii for reasons of taste. If he's a keeper, fine, whatever, I won't formally downvote, but this is pure exploitation wearing the skin of an historical film defined.

    X-Files rewrites 
  • Cecil L'Ively, from season 1's "Fire", is a handsome, yet sadistic and remorseless Serial Killer who has the power to ignite things using his mind, using his powers to kill wealthy women. After stalking them for a while, Cecil strikes and painfully burns the women to death, but also targets the rest of their family, and therefore is not above killing their children. Cecil survives in the end, and he could very well return.
  • Donald "Donnie" Pfaster, from season 2's "Irresistible", is an intimidating necrophiliac Serial Killer who once worked at a funeral home, but was fired upon being discovered to have such a fetish, collecting the hair and fingers of his victims when he has killed them. When Agent Mulder and Scully investigate the murders, Donnie kidnaps Scully and prepares to torture her, barely failing to kill her because of being distracted, allowing her to escape, and getting him arrested. Returning in season 7's "Orison", he is freed by the titular vigilante Orison, who frees the prisoners so that he could kill them, thinking of it as a true punishment. Donnie escapes Orison, immediately continues his killings, and once again kidnaps Scully, having become obsessed with her after she became his only victim who had escaped.
  • Phyllis Paddock, from season 2's "Die Hand Die Verletzt", is a demon who poses as a substitute teacher after being accidentally summoned; the person who summoned her happened to be an innocent little boy, who she immediately kills upon seeing, tearing out his eyes and ripping his heart out. Having once been worshipped by a cult, said cult had stopped worshipping her for unknown reasons, and to this end, Phyllis kills the stepdaughter of the cult leader by forcing her to slit her wrists and then kills the leader by having a snake eating her, and then forces the other members to commit suicide.
  • Colonel Jacob Wharton, from season 2's "Fresh Bones", owns a Haitian refugee camp, but instead of taking care of the immigrants, Jacob kills them for no reason at all but his own sick amusement. Some of Jacob's victims include a former prisoner who knew voodoo named Pierre Bauvais; multiple other innocent immigrants; and even a completely innocent child who did nothing to him. He also kills his own henchmen when they try stopping him from committing his heinous crimes, and he even frames the murders of his henchmen on the aforementioned Pierre Bauvais.
  • Jack Franklyn, real name Clifford Cox, from season 4's "Sanguinarium", is a warlock and plastic surgeon who uses his powers to kill his patients, in order to extend his own life and look younger and healthier. When Mulder and Scully investigate, the killings are shown to be exceptionally brutal; draining a patients blood by using liposuction, cutting someone's face off using lasers, and burning the face of one victim. One of the nurses, Rebecca Waite, knows of Clifford's true nature and goes to his home to kill him. Clifford fills her with nails, and she dies moments later. Clifford manages to commit one final murder in the episode, before vanishing and getting away with everything.
  • John Lee Roche, from season 4's "Paper Hearts", is a sociopathic pedophile who gets the parents' trust by pretending to be a nice guy and manipulating them, but at night, he kidnaps their children and put them through torture, before killing them. When he's arrested, he still manages to do his hobby, manipulating Agent Mulder into thinking that he kidnapped Mulder's little-sister Samantha who went missing. When he escapes prison, he almost immediately kidnaps yet another girl and holds her hostage, and when Mulder finds him, Roche tries killing her.

Who will be the first to die? Within 30 minutes people will be sure to start dying somewhere! And within 40...we will be able to hear their screams from here! Within 50...this country will be stained red as a crushed tomato with their blood! And in an hour...no voices will be left to cry out!"
Donquixote Doflamingo, planning to kill everyone in Dressrosa

While many of the baddies from One Piece range from mere insensitive jerks to all-out line-crossing assholes, there are a few villains who put all others to shame. Characters are listed by the arcs where they have the most impact; they may have appeared earlier or appear later.


  • Kuro Arc: The titular Captain Kuro was once a feared pirate known as Kuro of the Thousand Plans. Wearied from an existence on the run from bounty hunters and the Marines, Kuro hatched a scheme: He slaughtered every marine on a ship, save one, and had his right-hand man Jango the Hypnotist hypnotize a crew member and the surviving marine to make them think they were Captain Kuro and his captor, leading to the execution of the fake Kuro. Kuro traveled to Sugar Island where he became the butler of a kind, sickly girl named Kaya under the name "Klahadore", looking after her after her parents died. Kuro plotted to have his former crew arrive and slaughter the island while he'd have Kaya hypnotized to write him as the beneficiary of her will before he murdered her. After Kaya bought him a gift of new glasses, Kuro heartlessly crushed them and attempted to kill her other servant Merry. When Kaya said she'd have just given him the money, he admitted he just wanted her dead for the sake of his ego. Kuro was also planning on killing his crew to complete his disappearance and when fighting Luffy, used an attack that led to them being nearly massacred by him. Though an early villain, Kuro was easily one of the most vile.
  • Marineford Arc: Admiral Akainu, real name Sakazuki, makes his debut by ordering his subordinates to blow up a ship of evacuees that the Marines had promised to spare. Later on, he brutally murders anyone who tries to flee from the battle at Marineford. He also tried to murder Coby when the latter calls out everyone for their violence, despite the two supposedly being on the same side. He darkens the tone of the series by causing the first major present-day story death, that of Portgas D. Ace, who sacrifices himself to safe Luffy. To give an idea how bad he is, when Sengoku stepped down and Aokiji had to fight Akainu for the position, when Aokiji ultimately lost, he left the Marines rather than serve under him.
  • Fishman Island Arc: Hody Jones is a fishman with all of Arlong's hatred of humans but none of his care for his fellow people. Disgusted by the benevolent Queen Otohime's petition that intended to improve relations between humans and fishmen, Hody Jones hired a human to burn the signature box. Hody then assassinated Otohime and framed the human for it, proudly bragging about his crimes when they're discovered. When he takes over Fishman Island, he declares that all of the fishmen who had signed Queen Otohime's petition will be executed. When his ally Vander Decken uses his Devil Fruit power to send the giant ship Noah after Princess Shirahoshi, Hody mortally wounds Vander Decken to cause the latter's powers to deactivate in an attempt to have Noah crash down on Fishman Island.
  • Punk Hazard Arc: Caesar Clown has convinced people he's a kind master and scientist who just wants to help people. The truth is that Caesar is violently jealous of his former associate Dr. Vegapun and once took that frustration out by blowing up an island. In the present, Caesar keeps multiple children in his lab with promises to cure them of their sickness, and gives them candy to help them. The "candy" is in truth an addictive drug to keep them enslaved to him, and his experiments will cause their deaths in five years. He shows no remorse, laughing that he can always get more children. Caesar also saved pirates and sailors from death, but uses them as test subjects as well and turns them against their captain who was just trying to save them from Caesar. When his back is against the wall, Caesar has no compunction killing these men with a poison gas he unleashes in an attempt to kill Luffy. Caesar has no loyalty to anyone but himself and his psychotic ego combines scientific drive with a sadist's streak a mile long.
  • Dressrosa Arc: Donquixote Doflamingo, the boss of the aforementioned Caesar Clown, is steadily revealed as the epitome of selfish egomania whose own brother describes as having been born an evil madman, despite his servants' Undying Loyalty towards him. In the guise of "Joker," Doflamingo is a mover and shaker in the criminal underworld where he participated in a slave trade for the pleasure of the corrupt Celestial Dragons. When conquering his old kingdom of Dressrosa, Doflamingo enslaved the people by turning many into toys and making their loved ones forget them, and framing the good-hearted King Riku Dold by forcing him to attack the people he loved so much to make Doflamingo a "hero" for removing him. It is also revealed he planned to brainwash Trafalgar Law into being his loyal slave who would gladly trade his life to bring Doflamingo immortality, executing his own brother Rosinante when Rosinante tried to save Law. In his crowning moment of evil, Doflamingo attempted to massacre everything in Dressrosa, his own men included, gleefully proclaiming he would just find a new country and "family." Even upon his defeat, all Doflamingo cares about is seeing the news so he can appreciate the chaos the world is thrown into by recent events.

Movies

  • Episode of Alabasta: Crocodile demonstrates the cruelty he shows in canon with none of the redeeming qualities he'd later show. The head of the criminal organization known as Baroque Works, Crocodile formulates a plan to take over the country of Alabasta to discover the location of the ancient weapon, Pluton. Using the illegal Dance Powder, Crocodile creates a drought throughout all of Alabasta except for its capital, Alubarna, deceiving its citizens into believing King Cobra is stealing rain from the rest of the country. He then has Mr. 2 and several other Baroque Works agents disguise themselves as King Cobra and the Royal Guards, ordering them to burn the town of Nanohana to the ground and wound as many innocents as they can to goad the rebel army into going to war. Crocodile later reveals that he hid a bomb within Alubarna that when set, will destroy the town square and kill thousands of rebels and guards alike. When Kohza, leader of the rebel army, finds out about Crocodile's plan, Crocodile mortally wounds Kohza, and stomps on his chest to torture him.   • Episode of Chopper:
    • Wapol is the former king of Drum Island. To control the citizens of Drum, Wapol forced 20 doctors into servitude and ordered the exile of all other doctors from the country. In an attempt to have Dr. Hiluluk executed, Wapol lies that all 20 doctors under his service are ill, leaving sick citizens to suffer, all to trick Hiluluk into coming to the castle. When Dalton insults Wapol for laughing at Hiluluk's suicide, Wapol has Dalton beaten to near death before imprisoning him. When Blackbeard attacks Drum Island, Wapol abandons the kingdom to its fate, taking the 20 doctors with him. Returning to Drum Island intending to continue his reign, Wapol decides that the citizens of Drum have became too insubordinate. As a result, he makes a plan to detonate his brother's spore bomb in an attempt to poison all of the citizens of Drum, with only those who beg getting an antidote. When Musshuru begs for Wapol's help after being defeated by Luffy, Wapol simply eats his brother to gain his powers and attempts to detonate the spore bomb, deciding to poison every citizen to death. A cruel and selfish tyrant, this interpretation of Wapol proves to be far more heinous than his canon counterpart.
    • The aforementioned Musshuru, Wapol's older brother, was exiled from Drum Kingdom at the age of 13 for detonating a spore bomb and killing countless innocents to kill his boredom. When Wapol frees him from his exile and brings him back to the country so they can regain control, Musshuru suggests that they cause an avalanche as a way to make their presence known. After arriving at a village destroyed by the avalanche, Musshuru is disappointed that only one village was destroyed. When Wapol suggests the two poison every citizen of the country to death, Musshuru gleefully agrees with the idea, stating that it would be fun to launch the bomb. During his fight with Luffy, he unapologetically poisons Chess and Kuromarimo with his spores when they get in the way of his attack.
