During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

By the way, I think Austin brought up a few pages that he was skeptical that Otoya Takechi counted. I... have reservations, having seen the series myself, Otoya's goal to get "serial killer insurance" is a nasty goal, but her onscreen deeds otherwise completely fail to qualify her, with one nasty action in the third episode and a few bits of very generic attempted murder otherwise. I'm very skeptical of using the "pattern" rule of what's stated to be 29 previous victims because I think there's a point where that eventually becomes inadequate if the onscreen villainy doesn't ultimately match.

Adding to that, Otoya also goes some rather nasty Villain Decay... she's beaten really easily in the tenth episode who doesn't pose anywhere as a threat as she did if I recall correctly, and by the thirteenth, she is a complete joke who does absolutely nothing heinous whatsoever.

Glad to see Zora's gonna make the cut. Now, on to the second Cutey Honey candidate of the day.

What Is the Work?

New Cutie Honey is a sequel series to the original 1973 anime taking place 100 years later. Featuring Honey, looking only slightly older than before, Honey’s Uncle Danbei, now a 150-year-old badass cyborg (the best character in the show), and Chokkei, Danbei’s whiny grandson who always gets in the way (the worst character in the show).

Crime runs rampant throughout Cosplay City; people are murdered, women are raped, and gangs of criminals run the streets. However, it’s not only thanks to Panther Zora that this happened; it’s also thanks to her sidekick…

Who Is he?

Dolmeck aka "The Lord of Darkness" is the at first main villain of the first four episodes, the ruler of Cosplay City and its crime syndicate, and a container of souls, rocking a giant suit of armor and big, bushy eyebrows.

What has he done?

He gleefully takes orders from the evil Panther Zora, Honey’s arch enemy, wanting to bring her back to her former glory after decades of absence. He controls the crime in Cosplay City, allowing people to run loose and kill, rape, and slaughter till their hearts content. He gives capsules to people so that they can give it to criminals (including Jewel Princess). These capsules contain a serum he created that turns people into vicious, powerful beasts.

Making his first appearance in Episode 1, criminals are shown to tremble in fear when they hear his name. Declaring himself the ruler of Cosplay City, he tries to make a deal with the kind Mayor Light where he makes him his lieutenant to rule the city with him. When Light says “no”, he lets him go. While this may make him look honorable, he knows that his ultimate plan will kill him eventually. Dolmeck then sends his girlfriend, Death Star (no relation), to take down Light, promising that he won’t see him as weak if he defeats her. When Death Star is killed by Cutie Honey, Dolmeck doesn’t bat an eye or shed a tear; same goes to every other minion of his who tried killing Honey.

His real plan to get Zora fully back (since Zora is now a teenage girl in a giant mecha body now called Black Maiden) involves Honey slaughtering the people who used the serum on themselves, summoning all of their dead souls to him (hence why he claims in Episode 2 that his minions have served their purpose, and why he lets Honey kills loads of his minions; the more dead bodies, the more souls to steal), ordering one of his cohorts, Peeping Spider, to kidnap Chokkei as bait to lure Honey to him inside his spaceship, and then have Honey kill him in order to unleash the evil souls into Zora (which causes her to develop into an adult). This almost works until Honey manages to defeat him with all of her might (that and his spaceship crashes and kills him).

Other minor things he does is declare how evil he is in every scene he’s in, and order Spider (actually Honey in disguise) to kill theteenage Chokkei because he sees him as having served his purpose now that Honey’s onboard his ship. Another reason he wants the souls is to prove that Humans Are Bastards with souls of evil, laughing at Honey when she claims that humans aren’t all bad.

Redeeming Qualities?

None. He refers to Panther Zora as “mother” while unleashing the souls, but he only wants to revive her for selfish reasons. His relationship with Death Star is also a hoax, seeing her as a tool only for sex and violence.

Heinousness?

Despite not being the main villain and working for Zora, he manages to establish himself as a gleefully selfish bastard willing to go along with Zora’s plans as long as it benefits him.

Conclusion

I think he counts. As a substitute for Sister Jill, he still manages to stand out as an evil being.

Ghetsis is this close, but unfortunately he suffers from Offstage Villainy. The reason why people are so fixated on him here is because he's the closest we've ever gotten to a main series CM. Not a spin-off of dubious or outright non-continuity, not an anime or manga. No, a straight on main series, main market game.

And I think the reason for the obsession is, in part, completionism. Just about every medium of Pokemon has a CM. Spin-offs? Purple Eyes and Darkrai. Anime? Despite being Lighter and Softer than the games, they're the ones with CM aplenty! Even the manga has them. But the core of the franchise? No CM. It honestly feels a bit disconcerting.

And the games try their damndest to make him pure evil. No Pet the Dog moment even through Fridge Brilliance? Check as he's a dick to everyone when he's not hiding behind a false facade, they even do something unique and give a villain Frustration as a move for that extra cruelty. Zero good intentions? Check, he wants take over Unova and rule because It's All About Me. We get into physical violence when he uses Kyurem to try and freeze Unova

It is bleedingly obvious that Gamefreak sees Ghetsis as a CM, and wants to reiterate it. That is why people are obsessed over this. At least, that's what I think. And if that's true, Gamefreak should have realized that Offstage Villainy isn't good enough.

Offstage Villainy is a problem even here. Sure, we know they won and can get what happened, but a lot of that is Take Our Word for It and Fridge Horror. We don't see a blasted out wasteland that Lysandre created, an emotionless dystopia that Cyrus created or a violent despotism that Ghetsis created. And as the only real difference is that they won in these timelines, they have the same personalities and thus more or less the same levels of evil as in the main timeline

As for the other possible contender, Lysandre failed to be the premiere CM because of different reasons than Ghetsis. Ghetsis isn't heinous enough, but is vile enough. Lysandre is heinous enough because we know for a fact he's gonna commit mass genocide and we get a good peak at the Ultimate Weapon's power. No, it's because he's got sympathetic qualities

Namely, Lysandre is Crobatshit insane. And I mean genuinely insane, not the bullshit insanity of the Joker where "he's fully aware of his actions, but people act like he's crazy anyway because he does awful stuff in an unstable manner". He cries when it comes to his mission because he is deluded into thinking he's helping the world and must commit a necessary evil. He's truly altruistic in his mind, while someone like Zamasu is mainly driven by ego and/or hatred while justifying himself as alturistic.

[up] hehe, just as I'm writing...oh, and yes to the Cutey Honey villains. Fun fact? Cutey Honey, all ecchiness and Go Nagai's inability to write without being a perv, was the first Shonen action heroine in manga.

Alright, for our first up today, as it's time to discuss...

What's the Work?

The Punisher is the 2017 Marvel Netflix adaptation concerning our main man Frank Castle. A soldier whose family was murdered, Frank became a remorseless, terrifying vigilante known as The Punisher who wages a one man war on crime. Introduced in Daredevil Season 2, it turns out? Frank's family was killed thanks to a conspiracy that he is now working to get to the heart of...and right there is one of Frank's old 'buddies', Billy Russo, a corrupt soldier...and Frank's former commanding officer, William Rawlins.

Who is Rawlins and what's he do?

William "Rawlins-Is-My-Fucking-Name" Rawlins is an adapted version of the character from the comic...who's so different he's just a completely new character all together. A corrupt CIA operator, Rawlins was stationed overseas with the objective to eliminate threats to the US. Working alongside Major Ray Schnoover, Rawlins was in charge of Operation Cerberus in Afghanistan: capture high profile terrorist targets in Kandahar, torture them for information and clandestinely execute them.

Rawlins and Schnoover, however, were also using Cerberus to smuggle in heroin via the coffins of dead soldiers to fund Schoonover's criminal activities, all while Rawlins got more and more accolades and power in the CIA due to his "heroic acts" in Kandahar. When an Afghan government agent and law enforcement official named Ahmad Zubair, discovered Rawlins' illegal operation and the drugs he was smuggling out of the country, Rawlins framed Zubair as a terrorist and had Cerberus Squad kidnap him, at which point Rawlins brutally tortured him before having him executed.

Like his comics counterpart? Rawlins is a clear sadist, who was enjoying his job way to much with Zubair. When Rawlins orders Cerberus Squad to captute another target, soldiers Frank Castle and Billy Russo try to dissuade Rawlins, proclaiming the op is dangerous and could be an ambush. Rawlins callously ignores their concerns, believing them to be "mindless grunts." When the mission actually does go wrong, and many soldiers are killed or maimed, Rawlins doesn't even blink, instead getting pissed at them when they are too shellshocked to answer whether they killed the assigned target. His apathy to his own soldiers' suffering drove Frank Castle to punch him in the left eye, permanently blinding Rawlins there. Operation Cerberus was disbanded and Frank goes home to his beloved wife Maria and their two kids.

Rawlins, working with Schoonover and the now corrupt Russo, arranges the massacre at Central Park: a savage shootout between numerous gangs that leads to numerous deaths of innocents in the park, including that of Castle's family. Though Rawlins claimed that it was an attempt to silence Castle should the man reveal Cerberus' war crimes, in truth? Rawlins was just pissed at him for making him feel weak, and wanted revenge. Rawlins believed Castle dead and enters into a lucrative career, climbing the CIA's ranks, possibly even to deputy director of the agency when an investigation headed by honest agent Dinah Madani begins into Cerberus, and this coupled with the resurgence of Castle, who has killed Schnoover in retribution, leads to Rawlins teaming up with Billy Russo once more...he begins having his former soldiers in Cerberus eliminated. He has a soldier named Gunner targeted, who ends up with Castle for help. Gunner ends up being killed, but Castle kills most of Rawlins' corrupt troops to which he watches with a completely undisturbed expression.

Luring Castle to attack one of Rawlins' partners, a high ranking general named Morty Bennet, Rawlins has him ambushed. When this fails, Rawlins has Russo brutally murder not only Morty, but Morty's mistress who had been assisting Rawlins when she outlived her usefulness.Eventually tracking down the family of Castle's partner, Micro (who had once faked his death to protect his family from Rawlins), Rawlins has the man's wife and son kidnapped. Using them as hostages, Rawlins has cans of gasoline strapped to their backs and uses them as bait to lure Castle and Micro to give themselves up. When the exchange goes sour and Madani shows up, Rawlins' men try to ignite the gasoline on Micro's wife and son, and flee with Castle in tow.

In the midst of all this, Rawlins' boss at the CIA, Marion James, learns of Operation Cerberus' war crimes and murdering of Ahmad, and informs Rawlins that he will have to step down from his position or else she will turn him into Homeland Security.

With Castle now in his care, Rawlins begins brutally torturing the man, proclaiming that he has ruined Rawlins' life and that he's going to beat him to death slowly as revenge. As Russo attempts to simply kill Castle quickly, Rawlins berates and mocks Russo as well, all while torturing and beating Castle, ranting about Frank's family's demise, while planning to betray Russo and use him as a scapegoat.

Unfortunately for Rawlins, our man Frank breaks free of his restraints with Russo, who discovers Rawlins plans to betray him. Frank proceeds to beat the ever loving shit out of Rawlins before jabbing his thumbs through the man's eyes to finish it, with Rawlins dying in screaming agony. Russo's comment? "I love watching you work, Frank." With the final episode dedicated to the battle between Russo and Frank.

Heinousness?

Now, Rawlins is the man with the least resources for any Big Bad in the MCU. He has no great riches or powers. Unlike the Hand, he has no magic power or secret society. Unlike Fisk, he has no criminal empire. Unlike Kilgrave, he has no mind control abilities, and obviously he can't begin to stack to the power and resources of many of the movie big bads. Ultimately, Rawlins is a cog in the government, but a VERY corrupt and nasty one. He has a lot of checks on his power and only has a few guys loyal to him in a conspiracy he started. With that in mind? He carves out a rather nasty niche for himself. The Massacre of Central Park was overkill as all hell, as he got numerous innocents, including several children, brutally murdered just as petty revenge against Castle for humiliating him, his war crimes with Operation Cerberus are particularly visceral, his propensity for betraying and getting his partners murdered is pretty constant, and his kidnapping of Micro's family and trying to kill is an extra vile bit of depravity.

So, if we treat Punisher like we do the comics, we still allow for that unique little niche? Rawlins makes it here. Among his fellow villains in the series itself, Schnoover gets up to far less, with only the heroin smuggling and helping to arrange Rawlins' crimes, of which Rawlins is the chief architect of anyways. Russo is the only one who might compare, but Russo doesn't quite go the extra mile yet...as a note, the series ends with Frank beating Russo badly and shoving his face into a mirror, dragging him across it and shoving him back in, leaving him in a mangled coma. Oh, and "Bill Russo" is Jigsaw's real name, food for thought...

I'd say pass for Rawlins.

Mitigating Factors?

Now, Rawlins claims he's doing everything to protect the US, but this is hollow. First? he's corrupt as hell and he gleefully perverts his own operations to benefit himself first and foremost, either by advancing his career or by personally enriching himself. Frank and Russo point out he's a sadist with a god-complex. He loves the power of his position and being able to decide who lives and dies. While he makes a half-hearted claim of "Oh, I protect the innocent with my covert ops" Rawlins is happy to have innocent people killed just to cover his own back for corruption, and will sell anyone down the river to buy himself more time. all in all, I find the idea he's a Knight Templar looking out for the country while skimming a bit off the top to be utterly hollow, and the series backs that idea up.

The man has absolutely zero redeeming qualities. He just lives for 'the look' he finds in peoples' eyes when they realize he's going to destroy them.

Conclusion?

I'd say Rawlins passes.

Yea to Rawlins. Weakest keep in the MCU so far and doesn't hit me anywhere near as hard as characters like Skull or Kilgrave, but he's working with jack shit when it comes to massive organizations like the hand and veritable troves of superhumans, so I think he's as nasty as can be.

Adding to what Scraggle said about Otoya... I seem to recall a party episode where she's comically restrained to stop from interfering. Going to say this is a case where the work doesn't play her seriously enough and I agree she lacks the onscreen deeds. I vote cut.

Rawlins is a Keeper. Though lower on the totem and not as overly vile as many of the Monsters in the MCU, he still stands out with his sadistically petty personality and crimes. Russo was nasty himself, but ultimately doesn't count for a number of reasons, so yeah, Rawlins stands out, and is easily one of the most purely hateable villains in the entire MCU.

I'd also just like to say that this show has gotten way too much hate. This thing was badass.

It's Justice League, people. You know this.

Who's Our villain? What's he Done?

Darkseid!!!!!....'s favorite uncle!

Steppenwolf is the villain of the film. One of the New Gods, and the military leader of Apokolips, Steppenwolf led his armies to countless worlds, conquering all in his way, cutting down the ones who stood before him and reviving them as monstrous Parademons, twisted monsters that are drawn to the fear of their victims....the end result? To take the three Mother Boxes, pieces of New God technology, and use them to initiate a horrific terraforming of the worlds, turning them into fiery hellscapes like Apokolips, wiping out all life there.

Things changed when he arrived at earth. Leading a brutal conquest that killed millions, including personally killing the Green Lantern defending earth, even the Gods stood against Steppenwolf. Finally, human, Amazon, god and Atlantean stood as once and the unthinkable happened: Steppenwolf lost. Driven back, he went half mad with fury at his defeat. He fell from grace in the eyes of his master and was exiled from Apokolips.

Thousands of years later, Steppenwolf realizes he has a way back to earth. Seizing it, he arrives on Themyscira, killing multiple Amazons and fighting Queen Hyppolyta, taking the Mother box hid among the Atlanteans before vowing that when he is done, Hyppolyta will 'love' him once he's corrupted her...just as they all will. He then does the same in Atlantis, stealing theirs as well. Arriving in Star City, Steppenwolf sends out his Parademons to gather those who with intel. Once he has hostages, Steppenwolf commences 'interrogation'...when a woman begs she has a family, Steppenwolf casually murders her and when the next guy begs the same, Steppenwolf just asks "why does everyone keep telling me that?" When Dr. Stone, Cyborg's dad, objects, Steppenwolf prepares to torture him for information when the League intervenes with an inconclusive fight.

After he gets the Mother Boxes, he proceeds to start with the Hellscape terraforming and we can see the end of the world begin. Our heroes bring their full forces to bear with a revived Superman, as Steppenwolf directs his forces at civilians. Finally, Superman himself engages Steppenwolf and royally kicks his ass up and down the place. Finally, the League wins, shattering Steppenwolf's axe. Defeated...for the first time, Steppenwolf feels fear.

And his own Parademons close in and begin to rip him apart with claws and teeth, just as a Boom Tube opens and Steppenwolf is dragged back in...if he survives the Parademons? Darkseid doesn't like failure. And he really doesn't like it when you fail him twice in one eternity...

Heinous standard?

Of all the villains in the DCEU, steppenwolf is, thus far, the worst. General Zod was genocidal, but ultimately cared for his race. Lex was...umm, Lex and the less said of him the better. We only really have Ares who wanted to erase humanity but thought he was doing right by the world.

Steppenwolf, by contrast, has the blood of countless worlds on his hands. A brutal, gleeful conqueror who rampaged across earth, killing millions and corrupting them into parademons, a torturer and brutal monster all around. His onscreen bodycount is high, and he attempts to wipe out humanity just to reverse the pink slip his boss gave him.

Darkseid is a Greater Scope Villain who isn't seen, but Steppenwolf's attempt to take earth is entirely of his own initiative to get back in Dark's good graces, so I don't think this can be ascribed to Darkseid.

Mitigating Qualities?

Steppenwolf is the only member of Darkseid's inner circle seen to date. It can't be said that he's just another minion since Steppenwolf is explicitly placed in control of Apokolips' military. In the comics, most of his minions have their own unique niches and some even have some measure of honor (like Kanto and Knockout)...

Redeeming qualities? Zilch to speak of. Now, Ciaran Hinds, Stepp's actor, provided a backstory that...uh...didn't actually get into the film: He's tired of being Darkseid's slave and hopes that by giving him earth, Darkseid will let him free. This...contradicts the backstory in film, since Darkseid tossed him out on his ass and Steppenwolf wants back into the fold by finishing the job. I should note in comics, Steppenwolf is the brother of Darkseid's mother. This isn't mentioned in film, but...there's no love lost between them anyways. Their relationship is entirely master and servant and Steppenwolf is not exempt from Darkseid's cruelty and high standards. The same is true hre.

Also, people have claimed Stepp is a Generic Doomsday Villain. He's not. he's not a deep character and he's quite flat, but he has a clear personality, motivations, a pretty dark sense of humor and a creepy attraction to Hyppolyta. Malekith he is not.

Conclusion? I'd say he's a pretty...generic pass, but an easy pass, nonetheless.

As for Steppenwolf... I am not sure of how much he does on his own and how much it's under Darkseid's orders. I've seen the movie.

Because Darkseid exiled him and he's doing this to get back on his goodside. Darkseid is clearly aware of what he's doing, but Steppenwolf doesn't indicate he ever receives direct commands.

@Clovis: Your assessment of Ghetsis is appreciated, though I don't think much people here would disagree. The character we've seen in the games is a clear-cut example of a villain who's a Complete Monster "on paper" as it were, but the restrictions and limitations of the games undersells his villainy just as it undersells the villainy of other Big Bads like Cyrus, Lysandre, and Lusamine. He's easily the worst person to be a Big Bad in the core game series' history even to this day, but if he isn't allowed to express that through deeds as much as he should, then he doesn't quite make the cut. It's as Scraggle put it - he's one full mile away from the heinous standard, that one mile being the obligatory "extra mile" that an unmitigated, irredeemably evil villain needs to cross and clear in order to qualify as a Complete Monster.

As a note, I can also post a bit of a comparison for the other rawlins...there is one entry that may actually need to be tightened up and as much as I am loathe to suggest it, a cut or two.

Ludendorff goes nowhere. He's just a man, not a super powerful New God, aiming to wipe out London with poison gas, in addition to really petty displays of extreme sadism.
