During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Hagen and PS 88
Got another candidate from RWBY: Grimm Eclipse.
Who is he?
Dr. Merlot is the main antagonist of the story.
What did he do?
Dr. Merlot was an old pupil of Ozpin, but the two had a falling out due to the latter's unhealthy obsession with Grimm.
Eventually moving to Mountain Glenn and founding Merlot Industries, Merlot began to experiment on Grimm for the "benefit of Remnant". When he ran out of Grimm to experiment on (due to the species short lifespan in captivity) Merlot had his corporation attract more Grimm into the city. Due to the cities lack of natural barriers, it was eventually over run and slaughtered. Merlot was believed to be dead.
However, he survived and continued his experiments. He eventually succeeded in creating a new, stronger species of Grimm and released them to attack whomever they came across in the Emerald Forest or Forever Fall. He also placed a bomb in the underground ruins of Mount Glenn to kill whoever maybe tracking him through there.
When team RWBY go to investigate a disturbance and end up on Merlot's remote island, Merlot reveals himself, taunting the students and "testing" them by sending an army of Grimm their way.
When Ozpin gets involved and calls him out on his part in the Mountain Glenn disaster, Merlot calls it a "mere speed bump on the superhighway of scientific progress".
After defeating Merlot's Grimm army and making their was to his lair, Merlot gleefully sends his security robots to assist the Grimm with killing the girls. Unfortunately for Merlot, the team successfully hack into his systems and manage to access unrestricted parts of his lab. Starting to lose it, Merlot sends continuous waves of Grimm their way.
When team RWBY successfully destroy all of his research, an enraged Merlot sends a mutated deathstalker to kill them. When the creature falls to them, he pulls a Taking You with Me and self destructs the lab. Thankfully, Ozpin sends in a bullhead to fly the girls to safety before the lab can detonate.
Freudian Excuse or mitigating factors?
None.
Heinous standard?
He caused the greatest disaster in Remnant's history, that was only rivaled by fellow antagonist Cinder's destruction of Vale. He makes it pretty clear he doesn't care about the 1,000 people he got killed. When RWBY investigate his hacking of the security network and accidentally end up on his island, he tries to have the killed For the Evulz.
Verdict?
I say keep, but I'll let you guys chose.

While some of our old entries were seen to be lacking ie MAX Kingpin and Bullseye, I am confident that most of our entries from the old days that haven't already been purge are fine.
And he's been discussed before. I don't think any new evidence has been brought to bear. Keep that sob.

You'll never see a more psycho bunch than the Big Bad 's of that manga/light novel that don't count ( there actually the mascot of there story and the 7 in my profile pic are them : The Seven Deadly Sins). Still the author was good at making them have symphatetic moments despite how awful they are and they do die at the end of there story, so none of them are of the Karma Houdini variety as each get a Karmic Death by the heroes.
Id actually recommend the story as its very well written.

So thats more than enough for it not to be offscreen villany.

Ah! Years ago, I considered seeing a lets play to see if he counted, but decided that he wouldn't be able to qualify from what I had read given that we don't actually see him cause the incident. However, while that belief of mine may have held true at the time, our rules regarding offscreen incidents have long since become less strict. As long as there is undeniable, conclusive evidence that the villain did in fact do what they are said to, it can count. That change in the rule almost resulted in Syndrome getting approved despite long being on the Never Again list until the mods intervened. Not saying anymore on that since I know to avoid that can of worms.

Yeah From what I read the buildings are both wrecked and its abandoned, so it's hard to say that what happened was off screen villany.
I think the dark souls 3 people were a turning point as they showed that a villain doesn't need to do something evil on-screen for them to count, we just need to see the effects of it and that's proof enough.

I may not have candidate regarding this. But if a candidate in question has done some illegal or gruesome experiments a la Shou Tucker or Souichi Tomoe but there are some of the test subject who are willing to participate/would love to be a test subject to said experiment on their own volition rather than being forced by said character....Would the character still counts or no?
For example.....Dr. Alexander Mc Evil commits some heinous acts by performing illegal experiments to human beings so that he could not only create super weapons for Illuminati but also to slake his own curiosity....However, there are some of the members like a soldier or a musician who are willing to participate said experiments on their own volition and felt okay about it. Do you think the character still counts or no?
