During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

I would like to recommend Father Loutermilch From Outlast II.
What is the work?
Outlast 2 is a first-person survival horror video game developed and published by Red Barrels for Microsoft Windows, Play Station 4 and Xbox One on April 25, 2017. It is the sequel to the 2013 video game Video Game/Outlast.
Who is he?
Father Loutermilch was a priest who worked as a teacher in St. Sybil high school, where the main character Blake, his future wife Lynn and their friend Jessica used to attend. Due to Sanity Slippage, Blake regularly hallucinates going to the school throughout the game. This is when we learn of Loutermilch's crimes.
What did he do?
During the events of Outlast II Blake is hounded by a monstrous hallucination of a creature called The Stalker. A hideous Humanoid Abomination, with an Overly Long Tongue and a birthmark on the top right of his head. During the final school hallucination, we learn who this creature represents. While hanging out in school after hours, Loutermilch discovers Blake and Jessica and questions why they are at school at this time. After threatening to call Jessica's Abusive father, Loutermilch orders Blake to leave, so he can "pray" with Jessica privately. After inappropriately stroking her cheek, Jessica begs Blake not to leave her with him, but Loutermilch accuses him of doing inappropriate things with Jessica, pressuring him into leaving. As Blake leaves the building, he hears Jessica screaming for help, and runs towards her screams, only to find that Loutermilch had killed her. Panicking, Loutermilch hangs her body and strong-arms Blake into staying quiet, successfully covering up his crime.
Does he have a Freudian Excuse?
Not that we know of. However, it currently wouldn't have been enough.
Does he attempt redemption?
No. In fact, he's glad Jessica is dead. Claiming that her flirty (she's a high schooler) charms means she was destined to die.
Heinous standard?
While to other antagonists of Outlast 2 do a lot of evil and disgusting things, they are ultimately victims of the brainwashing microwaves of the Murkoff corporations. Loutermilch is only seen in flashback, and has no connection to the cults. He's just a sick disgusting bastard.
Mitigating Factors?
Father Loutermilch Has absolutely none. He's a disgusting pedophile who ruined the lives of two innocent children just to satisfy his urges.
Unfortunately, having seen a lets play of the game, I am not certain if he qualifies. While it is true that the other villains o the game are innocent people brainwashed by Murkoff, their actions still contribute to the heinous standard. I think that this could be a case where the standards are so high that resources don't matter. You did not list what the other villains did, just stated that they were brainwashed. Their actions still contribute, granted they had much higher resources as all the evil shit they did was A okay in their place and their was no one to stop them, meaning that unlike him, they were free to do whatever they wanted with no repercussions. Still, you should list what they do:
- Sullivan Knoth and his followers kill all of their newborns out of fear that one of them may be the antichrist. We see a bunch of baby corpses.
- Val is one of the most effective aversions of Double Standard: Rape, Female on Male I have ever seen.
- Laird crucifies Blake and hammers nails into his hands, and later buries him alive, because he believes Blake is the chosen one, and he will resurrect himself so that Laird and his group can eat Blake's flesh and cure themselves of their deformities. He is also a terrible boss who kills his minions at random.
With all of this in mind, I am not sure if Loutermilch qualifies even when adjusting for resources. I am not voting on him, but I have my doubts.
jjjGonna say 'No' to Loutermilch. Not just because of the hella high heinous standard, but....one attempt to blackmail a teen girl who he has been lusting after into having sex with him before settling for murdering her, and shaming the only other dude to know about it to keep quiet isn't QUITE enough IMO.
The dude's a scumbag who sounds like he crosses the MEH and COULD count if he had more victims, but as is, it sounds like he's just a perverse old man who lusts after underage girls and, the one time he actually tries something, it ends in him killing her. So yrah, a douche, but not quite a CM for me.
If I'm missing something or misread a detail, please correct me, as I'd be glad to put up the creep, but I just don't feel like he's bad enough if what I've surmised is his full rapsheet.

Anyways, next comic candidate. Really weird one but a solid keep either way, so let's get started...
What's the setting?
Revenger is a comic series about a scarred woman only going by the name of Revenger. A vigilante-for-hire, Revenger became embittered when her baby was torn in half by a mob of evil clowns and dedicated herself to the pursuit of justice, fighting everything from mentally retarded thugs to cannibal hillbillies. The first run of the stories comprises of five issues in which Revenger comes into the town of Neptune when she's called by a desperate man named Edward who's girlfriend went missing. When Revenger investigates into the case, she makes a horrible discovery within the town's underbelly... Our candidate today is Mr. Groan, owner of the Neptune Hotel.
Who is Groan? What has he done?
Mr. Groan, the owner of a seedy hotel in Neptune, doesn't seem to be much more than a lanky, grimy businessman at first glance. This is a cover for a more sinister organization, though. Edward's girlfriend, Kelly? Groan had his enforcers kidnap her, threatening her father with death if he intercepted, and brought her into the hotel, and when Neptune invades the hotel, she finds herself witnessing the truth of the hotel through the hotel's surveillance cameras. Mr. Groan runs a child prostitution ring, both girls and boys, separating them from their families and having them routinely raped and tortured by his clients and thugs. Keeping them all locked in the hotel's filthy basement when they're not being abused, Groan eventually just tosses them away like garbage once they're too old to be of service. Seeing multiple girls being raped through the cameras, Revenger is understandably disgusted and is confronted by Groan himself. Revenger manages to take his eye, but she's subdued and locked away to be killed at a later date.
Revenger, thankfully, is freed by Edward, and she kills her way through Groan's goons. Groan, with an eyepatch over his torn-out eye, decides to take out his frustration by visiting some sexual depravities on Kelly herself. Revenger manages to amass an army of dozens of Groan's previous victims, all homeless outcasts on the streets nicknamed the "Garbage Rats," and leads a full-out offensive on the hotel. Confronting Groan on the roof, we get an astonishing revelation. Mr. Groan... is actually a Russian robot!
...yeah, I don't really get it either. But nevertheless, Groan, when confronted by Kelly's dad and tackled off the roof of the hotel by him, slams the man's face into the pavement and reduces it to a bloody smear before gloating neither Kelly nor anyone else will be leaving the town alive, setting his heart to self-destruct and blow up the entire town and everyone in it. Thankfully, Revenger decapitates him and tears out his heart, ending Groan and his ring of sexual slavery for good.
Any mitigating factors?
Not really. Groan being a robot comes completely out of left field, but there's no indication whatsoever that it impacts his agency. He's just a robot who decided to take a human identity and build a ring of goddamned sexual slavery out of nothing more than a perverted whim. And while the heinous standard of Revenger is pretty high, Groan's easily in his own class... being willing to blow up a town of hundreds of people on top of operating his sex slave ring pretty much polevaults him over the standard in any way.
Conclusion?
Weird-ass plot twist aside? Mr. Groan is an easy keep. This comic is delightfully nuts.

Much like Red Skull for Marvel, even when he was toned down for Captain America: The First Avenger, he still qualifies.
Father Loutermilch. The heinous standard for Outlast in general is too jacked up for him to qualify, even with him having very little resources.
