During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Here's a Godzilla fanfic candidate from Godzilla: Invasion of King Ghidorah

Who Is He?
King Ghidorah is Godzilla's arch-enemy and the Big Bad of the fanfic. In this story, the monsters can talk (at least to each other) and are explicitly shown to have human-level sentience. King Ghidorah is at least 65 million years old, and intends to conquer, and then destroy, Earth.
What Does He Do?
Ghidorah travels to Earth in a meteorite and lands on Mt. Fuji. Upon awakening, Ghidorah immediately declares himself ruler of Earth and goes on a rampage, destroying Tokyo. Godzilla and Anguirus try to stop him, but Ghidorah proves too powerful, torturing the two by heavily electrocuting them.
Ghidorah then tries to force Godzilla to join him, claiming that they can destroy humanity together, but Godzilla refuses. Before Ghidorah can kill him, Mothra and Rodan chase him off. The four form a team to fight Ghidorah.
Ghidorah travels to the city of Osaka and destroys half of the city. The earth monsters arrive to stop him, and a fight that lasts around two-chapters ensues. Ultimately, Ghidorah is defeated, and retreats into space, vowing vengeance.
Mitigating factors
There are no characterization issues, as the monsters can talk in the fic. Ghidorah is given the personality of an over-confident sadist who thinks he's the most powerful being ever, with a touch of Evil Is Hammy.
He's clearly the most heinous being in the story. Godzilla initially hates humans, and after Ghidorah flees, he considers destroying the humans themselves, but this is because he blames them for the death of his family, and ultimately, Mothra gets him to reconsider.

Ghidorah. Seems like a generic hammy supervillain, and being in a fic doesn't help.

. He seems like a standard everyday Kaiju monster who wants to take over/destroy the world. Besides the torture by electrocution bit, is there anything else that makes him stand out? The Fallen barely qualifies, but he has enough characterization for him to be a CM, so I may change my mind if Ghidorah is a similar case.
Didn't the original try to destroy Earth several times though?
