During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

I would consider the movies to be in some ways pilots to the show so maybe Live-Action TV. Or Other Media.

- Devilman: Amon is a powerful demon who was known as the God of War in Hell. Amon was trapped inside the body of Akira Fudo after trying to possess him, existing as Akira's Superpowered Evil Side. Amon finally emerges in the OVA Amon: The Apocalypse of Devilman, after Akira crosses the Despair Event Horizon. Amon murders both humans and demons alike, even devouring a young girl alive, an act that horrifies even the other demons, and would've killed Mikiko as well if he wasn't distracted by the other demons. He later mentally tortures Akira by showing him images of his beloved Miki being killed, and then proceeds to torture Akira by tearing off his wing and stomping on his wound.

Here's a write-up for Madam M, I think she got like 7 upvotes and no downvotes:
- Naked Weapon: Madam M (real name Madeline Ho) is the leader of a mysterious organization of female assassins. After killing her own top assassin, she seeks a replacement by kidnapping young girls from all over the world and bringing them to her island, where they are shot should they try to escape. After 6 years of grueling training and kill-or-be-killed exercises, the girls are forced by Madam M into a deathmatch that leaves only three of the original 40 alive. Afterwards, she drugs the surviving girls and has them brutally raped in order to 'prepare' them for having to use their bodies to commit assassinations. She has them commit many murders all over the world, and when one of them tries to reconnect with her long-lost mother, Madam M tries to have said mother killed.

Reading up on the Anime & Manga, I think Deep Blue could use some expansion.
Tokyo Mew Mew: The anime version of Deep Blue forsakes the well-intentioned extremism of his manga counterpart and becomes a cold, self-concerned sociopath. The leader of the aliens who come to reclaim Earth, Deep Blue creates a human alias named Masaya to stay hidden and oversees his flunkies' attacks. In the climax of the series, Deep Blue overtakes Masaya, and the very first thing he does upon awakening is stoically torture his former identity's love interest (Ichigo) with electrical energy and unleash a burst of energy that obliterates the nearby city. Deep Blue kills anybody who gets in his way, not excepting his own loyal servants, and is interested solely in wiping out all humanity so he can have Earth to himself. Deep Blue's callous nature ends up turning even his own servants against him and he shows himself to be thoroughly exempt of any humanizing traits that flesh out the other villains of the show.

for the former and none for the latter i am proud to deliver more entries to the Blacklist I've organized all the entries and list them up here for you to see With A "KILLER" hook. Here They Are!
The Blacklist: The Blackist contains the most dangerous criminals to ever appear on the face of the earth, but there are still a fair few that manages to stand out above the rest.
- No.145 The Freelancer is the unnamed assassin appearing in the 2nd episode of the 1st season as living proof of how dangerous criminals from the Blacklist can be. His modus operandi includes destroying trains, busses, plains, or any other transportation containing his targets and making look like accidents. Through these methods not only does he kill his targets, but also everyone else these transportation contains. It is through these method that he has claimed thousands of collateral casualties, all while just to get to a few dozen intentional targets, with evidence like the train "crash" at the early scene and picture of other "accidents" to back up his claim.
- Floriana Campos, also appearing at the 2nd episode of the 1st season, acts as a human rights by the day, but at night runs one of the largest slave trading cartels in the world, The Everhardt Cartel, As the leader of the cartel, she has hundreds if not thousands of men, women, and children kidnapped, has her insignia branded on their back, and sells them to her wealthy clients either as sex slaves or manual labor. Through these method, she has ruined the live of many all while just so she could make her own life luxurious and when her husband get too close to discovering the truth about, she murders him in cold-blood. She has proven to be so vile, even Reddington despises her to the point that he hires the above mention Freelancer just to kill her.
- Owen Mallory, formerly Michael Shaw, is Number 64 on the Blacklist and appears in the season 1 episode, "The Cyprus Agency (No. 64)", where he runs a supposed adoption agency called the Cyprus Agency. Initially believing that the Agency kidnaps children just to sell them towards the wealthy, when FBI task force led by Elizabeth Keen delves into the agency's darkest secrets they find out the truth is far worse. Instead of kidnapping children, the agency kidnaps women all over the world regardless of age and puts them into comas, where Owen himself would rape them so they can produce children, even injecting sedatives to prolong the comas and the process. He has done this to many women, and if some of the women die he simply has his employees dispose of them. He also isn't very good to his employees either, as such when he has his employee kidnap a college girl and said employee makes a mistake, he callously shoots him. When Elizabeth finally catches him she sees how many women he kept in comas and raped, which is in the dozens, and those are just the women still alive. When she asks him why he did all this, he says that as a child in the adoption system he felt that he wasn't perfect, and by kidnapping all these women to rape, they could make his children, thus " ensuring his legacy" and making it so he won't feel that way anymore.

counterpart, is depicted in a far more serious manner than in the games or other cartoons. A tyrant who seeks complete control over Mobius, Robotnik spends the series hunting down Sonic and his siblings, and even had their guardians roboticized
just to try and get at them. over the course of the show, he engages in such acts as trying to flood an inhabited valley, trying to destroy a port town, attempting to thaw the polar ice caps, and searching for the resistances sanctuary for children so he can destroy it. When Mobius was going to be destroyed by chaos energy in an episode, he was willing to let it happen, just so that Sonic and his siblings would die with him. He also more than once threatens to kill or roboticize his minions Sleet and Dingo if they fail him. A self admitted tyrant, Robotnik was willing to go to any lengths to win the war.

Yeah, I was the one
and I'm kinda shocked about that. I haven't watched the show since the first season, but I'm not sure that guy even cracks the top 5 for that season, let alone the entire show.
I mean, yes, he's a monstrous dick. But even the protagonist of that show is a monstrous dick, and one with an arguably higher bodycount. I'm not sure being into collateral damage really elevates him above the rest of the pack, but haven't seen the show recently enough to provide sufficient specific counterexamples.

My sandbox of EPs and other stuffThe first villain on the show intended to detonate a chemical weapon in a city, Another released horrible plagues/poisons into crowded metropolitan transportation. The General Ludd organization planned to down two commercial airliners to cause a halt to all airline commercial traffic.
The Freelancer fails the heinous standard. And he fails it hard. I don't think it's possible for anyone else to count right now. Campos and Owen are unique because of the very unique natures of their crimes, but the crazy heinous standard of the show is absolutely huge as most of the worst criminals have redeeming qualities.

I doubt he will. He at first seems sad only to move on later and feed her body to the dogs. I think it was a deliberate SUBVERSION of Even Evil Has Loved Ones.
Edit: Also, I think he more of admired her rather than genuily loved her because she was close to being as sadistic as him and he admired this about her. But I don't think it was genuine love.
