During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Alright this is part one of a collab with MGD (the first i'd say with him).
What's the work?
Citing the trope page: "Rivers of London'', named after the first entry in the series, is a series of novels following the career of Peter Grant, Police Constable and apprentice wizard, as he tackles supernatural crime in London with his superior officer, Master Wizard, Detective Chief Inspector Thomas Nightingale. Written by former Doctor Who writer Ben Aaronovitch."
So most villains either aren't heinous enough, have redeeming qualities or good qualities or a mix of the above. We have two. MGD will cover the original faceless man (the mentor to the main threat of the series. Faceless man II who we see in the main series has uh redeeming qualities). But here's this dude from spinoff graphic novel /comic book Action at a Distance which follows Peter's mentor DCI Thomas Nightingale on a mission in 1957 against a Serial Killer.
Who is Professor Uwe Fischer?
Fischer is a former member of the Luftwaffe who as a pilot fought against the Soviets. Upon WW 2 end, he was employed by Britian for his skills with the ability to telekinetically move objects with his mind.. Fischer is a collector you see obsessed with having one of everything: Comics, ties, ....victims. He begins sexually harassing a worker at the factory he was at. Tormenting the poor woman before (possibly raping) and killing her. He than ends up targeting and killing a blonde and brunette. Fischer you see wants to kill a women of "every type" for his collection.
Anyway officer Strallen who has been having issues with this guy, called DCI Nightingale to help. They discover Fischer targeted and killed a Chinese woman. They check his flat and discover pictures of women from China, India and the Carribean who fishcer intends to target. They save his Indian victim but Fischer escapes police pursuit. Nightingale uses his bloodhound dog Hesperus to track down Fishcer and stop from killing his Caribbean victim, Fischer throwing off Hesperus and running.
Fischer decides the heat is too much and makes a deal with an American business to move there. But before he goes, he has one last surprise for Britain as payback. You see the reason British security required Fischer is his telekinetic abilities are used to safely operate the....Windscale Nuclear plant
. Fischer sabotages the plant and causes the worst nuclear disaster in Britsh history, irradiating the area. It could have easily spread across the entire country if Nightingale didn't use his own powers to fix things.
Anyway the American businessman who they meet, reveals he has taken Fischer away and doesn't care about the murders and accidents (shrugging that at long as Fischer targets "coloured women" like his last victim. He won't care). Fischer leaves in his Luftwaffe plane above Thomas a free man....only for it be blown up and die in the crash. With Thomas winking at the audience.
Redeeming qualities ?
Anyway no. Fischer is just a sexually violent creep. He does have a girlfriend who he used to help him escape but its revealed he was planning to abandon her. Its kinda telling too as bad guys without redeeming qualities are kinda rare in this series.
Heinous standard?
Way over the line for this series. He's a vicious serial killer who targets 9 women (4 successful kills) and than tried to you know iridiate all of Britian. Way above nearly every villain in the series except the two faceless men who plan to remake Britain in their image and their you know. Powerful sorcerers. Pass.

Dimentio kidnapped Luigi for the purpose of turning Luigi back into Mr. L, with the two constantly fighting for control. Dimentio's ultimate goal is to use the Chaos Heart to blow up the volcano in the Luncheon Kingdom to cause an eruption so huge that it would wipe out every single kingdom in the entire world, as revenge for his defeat.

What is the Work?
Blood Camp
is a short survival horror game from 616 GAMES. With cliche storyline and bad voice acting, the game follows Brad, as he goes to camp with his friends, with his father very reluctantly letting him go, due to the fact that Brad's mother was killed during their family camping in the past by a killer, who wears pig mask. As the same killer then started to murder Brad's friends, Brad evades him and tries to stay alive.

My candidate is the pig masked killer himself - Oliver.
Who is Oliver?
Oliver is Brad's father, whose relationship with his wife got bad and she threatened to take Brad away from him. This resulted in Oliver luring his family to camp in the woods, where he killed his wife, while dressed as a pig masked killer. Many years later, as Brad goes to camp with his friends, Oliver put pig mask once again and started to stalk Brad, revealing himself after a night, but not before damaging the car, that Brad and his friends used to drive to the woods.
At one point brutally killing a ranger by slicing him in half and curring up his head, Oliver started to kill Brad's friends once by one, mutilating them and even torturing one, whom he nailed to the wall and then cut apart. Chasing Brad and trying to kill him, Oliver revealed himself to Brad in the end, saying that Brad's friends would only be "bad influence" on him and that he did all that to keep Brad "to himself". When Brad, upon learning this, rejects his father, openly saying "You're not my father anymore", Oliver gleefully states that then Brad "will die horribly, just like your mother and friends". Brad managed to kill him, with the police arriving later, as Brad called them through the radio.
Do they have any Mitigating Factors or Freudian Excuse?
None. While he claimed he "loved" Brad, he had no issue chasing and trying to kill him in the woods (before the reveal) and then trying to kill him after Brad refuses to have anything to do with Oliver anymore, even gleefully saying that Brad will die a horrible death.
Do they meet the Heinousness Standard?
While his bodycount is limited (5 succesful kills and 1 more attempted), it is a short (around half an hour) and cheap game, with rather limited scope (there are almost no notes or anything that would serve as a backstory or "lore" in the game), with Oliver standing out mostly due to being a sole villain and that one of his victims was his wife and his attempted kill was his own son, with the added bit being that he brutally mutilated most of his victims and tortured one by nailing him to the wall.

Also speaking of writeups I wanted to rewrite an old writeup of mine that I am not very happy with.
Current:
- Tom Sawyer & Huckleberry Finn (2014): Injun Joe is a greedy murderer who starts the film with his associates Doc Robinson and Muff Potter digging up somebody's grave. When Doc Robinson refuses to pay Joe upfront, which they had already agreed to, Joe responds by killing Robinson with a knife and framing Muff Potter. The plan seems to work until Tom Sawyer, who had witnessed the murder, comes forward, so Joe throws a knife at Tom and runs away. While running, Joe kills one man to steal from him and kills a ranger who was chasing after him. He and his partner then start chasing after a treasure, seen with a man who they kidnap who is never seen again, and later Joe tries to kill Tom and Becky in a cave. Joe and his partner eventually find the treasure, but Joe kills him so he can keep all the treasure for himself. He last tries to kill the boys in another cave for constantly getting in his way, but he is stopped and dies. In the end, Injun Joe showed himself to be nothing more than a greedy person who would gladly kill anyone that got in his way just to get the treasure for himself.
Rewrite:

Allying with the Horde out of convenience, Tamsin uses them to collect the powerful Demon Seed artifact that can summon demons and to lead a surprise attack on Stormwind to free an ally. When the Horde turn against her for wanting to destroy the entire city, she casts them aside before slaughtering her way to the castle and summoning a host of demons to raze Stormwind to the ground. Devising a particularly terrible fate for her family, she destroys her father's mind before turning him into a constantly suffering abomination and trying to use him to murder her Paladin sister Cariel. Slain by her sister and raised as a lich by the dragon Onyxia, she creates a distraction by leading a host a demons to massacre the forces of Alterac Valley before dying a final time.

Who is Cell? What has he done?
Cell, as in canon, is the malicious biological android created by Mad Scientist Dr. Gero.
Cell’s first act in the story is to murder an alternate timeline version of Future Bulma, Future Trunks and Future Ranch (Raditz’s daughter) before stealing their Time Machine to go to the past. Meeting with a wounded Dr. Gero, he kills his creator when he reveals that he planned to pull a Grand Theft Me on Cell for his power.
Assimilating multiple cities, as in Canon, the fight with Piccolo in Ginger Town occurs, and Cell truly begins to show his sadism here when he lets Piccolo hear the terrified screams and voices of those he has assimilated, which borders on utter Mind Rape, and he absorbs a member of the military who was begging for help in front of Piccolo’s eyes. Future Trunks, Future Ranch and Future Goten (going by Daikon at the moment) arrive, and Cell retreats, later manipulating a child into letting him into the town’s main bunker, allowing him to absorb an entire town, traumatizing the poor girl.
Next appearing during Piccolo and Bardock’s fight with 17 and 18, he easily manhandles them both and overwhelms the two, and is swiftly beaten down by 16, causing the Android to have a Villainous Breakdown. However, he regenerates from nearly being killed by his Hell’s Flash, and decapitated the Android, leaving him as nothing but a functional head, before Goku, Future Ranch, Tien and Krillin jump in. Their efforts are for naught, and Krillin destroys the shutdown remote for the Androids. Cell absorbs 18 when she sacrifices herself to keep the Android from killing Krillin, and he reaches his Semi-Perfect form. From here, he effortlessly beats them and begins hunting and blowing up islands as in canon. Raditz and Vegeta arrive, followed by Future Trunks and Future Goten. Vegeta delivers a Nasty No-Holds-Barred Beatdown upon Cell when he threatens to snap the infant Trunks’ neck and kill Bulma, and unlike in canon, does not allow himself to be manipulated by Cell, and punches him hard when he offers a greater fight as his Perfect Form. This punch was great enough to knock 18 out of Cell, and the Android eventually retreats, with 16’s body detonating and severely damaging Cell when they catch up to him, allowing the androids to escape and leaving the heroes to believe him dead. Cut back to Cell at the chapter’s end, who had spent too long without 18 absorbed, letting out a Big "NO!" when he finds that he’s reverted to his Imperfect form.
When a defeated Future 18 and Future 17 are brought to the past from the future by Future Trunks, Future Bulma and Vegeta, Cell assaults Bulma’s mother and coldly holds the infant Trunks hostage in a gambit to absorb the future androids, a scene which is, in my opinion, is one of Cell’s most deranged moments in the entire fic. Here’s the exchange.
The scientist turned to her husband. "Vegeta! You find who did this and you-"
Future Bulma cut her Present counterpart off, staring upwards in bug-eyed horror. "What the fuck is that...?!"
Everyone looked up at Future Bulma had, and suddenly Panchy's attack was very clear. Standing on top of Capsule Corp, the moon shining bright behind him, was Imperfect Cell. The monster stared down at the Z-Fighters, a psychotic expression on his face. "Vegeta..."
The monster leapt down, one of his arms hidden behind his back. Every fighter present struck a fighting stance to face the creature. Piccolo shoved Android 17 behind himself for safety. Cell let loose a truly inhuman-sounding cackle. "Vegeta! You have s-s-s-something that I want. Give it to me. Right...right now! GIVE IT TO ME NOW!"
Vegeta glanced down at Future 17 and Future 18, both of them held tightly in his grasp. "You think that assaulting my mother-in-law was the ticket to absorbing the Androids? You disgusting freak!"
Cell was practically foaming at the mouth. "I need them, Vegeta! You hear me?! I need them! My 18! She's b-b-b-broken! D-Damaged beyond repair! RUINED BECAUSE of Krillin..."
The monster cackled. "But...YOU FOOLS...you went and got me fresh Androids...so kind~"
He reached out his hand longingly. "Giiiiiiiive theeeeeem toooo meeee..."
Raditz sneered, activating his Oozaru Force. "Move aside! I'll crush this bastard right now!"
Cell snarled in a demonic register. "YOUSHUTYOURMOUTH! THIS DOESN'T CONCERN YOU, YOU PEST!"
The monster beckoned. "Give them to me, Vegeta. Right...now..."
Vegeta sneered, a vein bulging from his head. His Super Saiyan form erupted and he loosened his grip on the Androids. "How about I just drop them and kill you instead?!"
As Vegeta prepared to charge, however, Cell revealed his ultimate trump card. "You don't wanna do that~"
Vegeta flinched and stared in horror. Everyone else gasped in shock. Bulma screamed in terror. Cell pulled his hidden hand out from behind his back and revealed that he had a hold of Baby Trunks. The baby looked fearful, tears in his eyes. Two of Cell's fingers were snaked around his neck and a third was jammed into his mouth to keep him quiet. Cell hissed in joy as what he was seeing: Vegeta was visibly shaken.
Cell laughed as he ranted. "Remember, Vegeta?! Do you remember when I said I would snap your sons neck?! DO YOU REMEMBER VEGETA?! DO YOU REMEMBER?! WHEN I SAID I WOULD SNAP YOUR SON'S NECK?! DO YOU REMEMBER VEGETA?! DO?! YOU?! REMEMBER?!"
Raditz lurched forward. "You son of a-"
Cell howled. "NOT A MOVE OUT OF YOU! I KNOW HOW YOU WORK! IF I HEAR A POP, I'LL POP THIS BRAT'S HEAD OFF LIKE A CORK!"
Raditz was sufficiently cowed, backing off. Cell chuckled. "This is betw-tween me and you, Vegeta! You give me what I want! What I need! What I crave...!"
The monster laughed so hard his entire body shook. "Give them...to me. And I'll give you your son back~"
The gambit works and Cell reaches his perfect form, utterly leveling the surrounding area before the Android manhandles Present 17, Vegeta, Future Trunks and Future Goten, trying to kill both Bulmas, and revealing to Future Trunks what he did to his counterpart, as well as Ranch’s and Bulma’s from his timeline, giving out a nasty Kick the Dog moment to Trunks, who had been willing to kill his present self if it meant stopping Cell, reasoning that Dragon Balls exist. "Just think, if the Trunks of my timeline had been half as ruthless as you, none of this would be happening!" Future Trunks gritted his teeth. Cell continued to rant and dodge every attempted strike the boy had to offer. "Yamcha would have never lost his leg! The people of this planet wouldn't know this terror that threatens them all! Your friends wouldn't have been so utterly crushed by my power! West City, your hometown, would still be standing! And Vegeta wouldn't have been so thoroughly dominated!"
Cell smiled wide as he dodged a kick. "Basically, what I'm saying Trunks..."
He got right into Future Trunks' face and laughed. "...is that everything going wrong in this timeline is all your fault~!"
This Kick the Dog moment is punctuated by Cell letting out a "Not So Different" Remark, and Future Trunks begs his parents to punish him for it. They don’t.
Cut forward to the Cell Games, where Cell reaches his absolute worst.
As in canon, Cell effortlessly swats away Hercule Satan. Here, however, his defeat of Goku ends with the Saiyan very close to death, the Android claiming that when he expires, he’ll destroy the Earth and Gohan fights Cell. At first, he loses, but when Cell gives out a countdown and kills Bardock, he turns Super Saiyan 2 for the first time, and delivers the biggest No-Holds-Barred Beatdown in the history of the fic while the others fight and defeat all of his Cell Juniors. Piccolo calms him down, as Gohan was suffering immense Sanity Slippage, And he and Vegeta challenge Cell, who Gohan reduced to his Imperfect Form. Cell, a Sore Loser, tries to pull a Taking You with Me to destroy the earth which like in Canon ends up with Goku and King Kai dying, the former sacrificing himself to save the Earth. Unfortunately, Cell regenerates, declares himself Super Perfect, and murders Future Raunch and Chaotzu in rapid succession, also taking off one of Gohan’s arms with Krillin’s Destructo Disc technique and later killing Future Trunks. What occurred next is a major one sided fight where Cell effortlessly bests them, and Gohan, with the help of his family from Otherworld as well as Gine and 18, finally manages to put down Cell for good.
Do they have any Mitigating Factors or Freudian Excuse?
He’s Cell so no. He didn’t care at all when his Cell Juniors were killed.
Do they reach the Heinousness Standard?
Sets it at the moment. Unlike Frieza and King Cold, as well as Garlic Junior, who were conquerors, Cell is an Omnicidal Maniac who kills because it’s fun and has no goal other than causing death and being a sadistic prick while he does it. It’s also stated that he planned on destroying more and more planets had he won the Cell Games.
Frieza can’t count. He genuinely cared for Ginyu and was a Benevolent Boss to the Ginyu Force. Garlic Jr was motivated by revenge for his father. King Cold, being a massive Adaptational Badass and being expanded upon here, might count, but I’m unsure. Dr Gero doesn’t count either because Even Evil Has Loved Ones.
Verdict?

On the character page for Nicki Cavella it says this for his Freudian Excuse
I'm unfamiliar with the series but being sexually abused and groomed to "toughen him up and lead the gang" seems majorly fucked even if Nicki's a major scumfuck. Anyone who's familiar with the series care to elaborate please?
