During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

“Get Snuck-Up On.”A CM can care about the state of a country or the world as a whole if they don't necessarily care about the people that live there. Zamasu for example, seemed to care about the universe as a whole he just despised the mortals who caused conflict that damaged it and was willing to kill everyone including his fellow gods so he can be the only one to enjoy the universe's beauty.

I have a Fire Emblem villain proposal from the Fire Emblem Gaiden remake
Who is he? What has he done?
Slayde is a Zofian general that serves under Chancellor Desaix. Once a minor Zofian solider of noble descent, he was summoned by Chancellor Desaix and tasked with burning down the Villa that had the Royal Children of Lima IV to further his descent. Slayde was hesitant at first but once offered power and wealth, he changes his attitude in an instant out of fear for his own safety.
After successfully burning the Villa, Slayde appears near Ram Village, Slayde threatens the children to bring him and his men food and housing or he'll destroy the village. Recognizing one of the children to being the escaped princess Antheise, Slayde attempts to abduct her and kill the rest of the children that stand against him, only to run away when beaten by Mycen. Reappearing in Zofia's Castle years later to defend it, Slayde sets up a body double so Desaix can run away should the Deliverence gain the upper hand in battle.
After the battle was lost, Slayde is confronted by Duma Faithful servants and is taken to Rigel where he sells out information about Zofia to Rigel for personal power. In the final battle, Slayde attacks the Deliverance one final time before is ultimately killed off.
Heninous Standard?
He seems to be just as bad if not worse than Desaix because not only was he complacent in Desaix's plans including killing Lima's children, but Slayde himself is nasty in his own way by forcing children to serve him and threatening to kill them and the village should they not do so. He also shows absolutely no loyalty to his own country when he sells it out to Rigel for power.
Mitigating Factors?
He had one factor where he was hesitant when Desaix ordered him to burn the Villa. However, this factor is thrown out the window when he 1)Instantly changed his mind out of either fear for his life or Desaix offering him Power and 2) He sells out information to the Rigelian Empire, showing he doesn't even care about his own country and 3) Threatened to kill children and burn down a village if he wasn't offered things and he did this without orders from Desaix.
Verdict?
This guy is just as bad as Desaix.

Also, I have two current entries I feel have mitigating qualities. I'll start with the simpler of the two for now.
I watched Justice League: Gods and Monsters... and then went on You Tube to watch the Harley Quinn short, because those scenes aren't in the feature film. And I feel like this version of Harley Quinn, while certainly bad enough, appears legitimately insane.
Her M.O. is abducting people, killing them, and turning them into ever-smiling works of taxidermy. Her few lines in the short offer insight into her motivations; She says Batman is gloomy all the time, but everyone doesn't have to be. Now, this could be sarcasm, or she could just find smiling corpses beautiful... but when she accidently slices one of the statue's head's off, she shouts "Grandma!", then angrily attacks Batman, saying that the elderly woman's corpse was going to make her cookies. Now, her evident anger could just be from how she won't get cookies now, but the fact she even thought that was a possibility all but explicitly states she doesn't understand that her victims are dead, and that she thinks her work makes them happy forever. When Batman defeats her, she concedes defeat and asks him to take her to jail, showing she knows what she does is illegal, but not that she understands it's immoral, so while this version of Harley Quinn may be a Composite Character with Victor Zsasz, her motivations and sanity give her the moral agency of Humpty Dumpty.
