During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Who is Waraabe?
Minor baddie in Call of Duty 3, a minor villain who appears leading a Somalian militia, having come to power via described piracy, terrorist connections, murder, human trafficking, drug smuggling, etc. Waraabe is introduced leading a nasty and genocidal campaign in Somalia, between unknown ethnic groups.
The brutality of this is seen when Captain Price who is hunting Waraabe for a clear reason: allied with Vladimir Makarov of the Ultranationalist Russian terrorists, Waraabe helped to supply them with chemical weapons for their civilian attacks and to open the civilian regions to Russian invasion.
From the center of his own command in Bosao, the British SAS, Price, Soap and their Russian pal Yuri arrive and see Waraabe has murdered countless people, cleansing entire villages, having civilians gunned down en masse. Waraabe is caught throwing one of his men to the proverbial wolves, but is captured by Price and "interrogated."
When Waraabe gives up the info they need, Price calmly executes him.
Mitigating issues?
Nah, thoroughly uninteresting villain, but hits the points. Genocide, ethnic cleansing, mass murder, supplying chemical weapons for a mass terrorist attacks just for money? Pretty much goes hand in hand with other Call of Duty baddies.
Conclusion?

- Modern Warfare 3: Waraabe is the brutal leader of the African Militia, responsible for countless ruthless crimes, including an ethnic cleansing that results in dozens of villages being lined up and shot or fed to hyenas. Allying with Vladimir Makarov, Waraabe smuggled conventional and chemical weapons into Europe, leading to widespread chemical attacks that left the nation crippled for a Russian invasion, killing millions. When this leads Task Force 141 to his doorstep, Waraabe throws one of his men into the line of fire and rats out his allies in a desperate attempt to save his own life.

I'll pothole Deadly Gas somewhere within Waraabe's entry, but here's the rest: Modern Warfare series
- Original trilogy & related works:
- Vladimir Makarov, head of the Inner Circle Russian terrorist group, was originally a soldier serving Imran Zakhaev and his Ultranationalists before turning into something far worse. Makarov establishes himself in the second game when he and his men cold-heartedly slaughter an airport terminal full of Russian civilians. He then follows this by shooting American Pvt. Joseph Allen in the head so that the massacre can be pinned on the CIA, triggering World War III. In the third game, he hijacks the Russian president to derail his peace talk and get the nuclear launch codes so he can devastate and conquer Europe. When the president resists, he targets his daughter to break him. He then bombed major cities across Europe with chemical weapons before invading them, killing millions of people in the process. In addition, it was he who saved Zakhaev and eventually ordered the nuking in the first game, thus making him responsible, directly or indirectly, for all the events in the series, and the deaths of several millions.
- First game: Khaled Al-Asad is the leader of OpFor, a revolutionary movement being aided by the Ultranationalists. In his introduction, he overthrows a democratic government in an unknown Middle Eastern country, starting a new reign of terror. Anyone who tries to resist or escape is lined up and used as target practice by his men. He executes President Yasir Al-Fulani on national television, saying that "This is how it begins". Al-Asad also is complicit with Imran Zakhaev placing a nuke in his country; when the U.S. Marines invade the country, said nuke is detonated on Makarov's orders, killing around 30,000 American soldiers, along with a great number of innocent people.
- Modern Warfare 2: Ghost comic book prequel miniseries: Manuel "El Gordo" Roba is the leader of the Zaragoza Drug Cartel. A target of the United States due to his drug smuggling and Human Trafficking activities, SAS operator Simon Riley was sent alongside a US squad to kill him. The entire squad was betrayed by their leader Vernon to Roba, who subjcted them to brutal brainwashing, torturing them under drug-induced insomnia, and forcing them to fight each other to break their minds, once hanging Riley from a tree with hooks because he displayed resistance. Months later, Roba kills Vernon, one of his former brainwashed victims, and buries Riley alive with his corpse. After Riley escapes, Roba sent his successfully brainwashed soldiers to the UK to take care of him, murdering his family, his shrink and his superior officer before pinning all the murders on Riley to completely ruin his life.
- 2019's Continuity Reboot: General Roman Barkov is a delusional soldier willing to go to great lengths to protect his beloved Russia from terrorism. Invading the country of Urzikstan, Barkov takes over the country by unleashing a poisonous gas upon numerous cities, killing countless citizens of all ages. Serving as Urzikstan's new dictator for over twenty years, Barkov oppresses the citizens with his armed soldiers and has potential terrorists executed or imprisoned and tortured, doing the same for women and children. Capturing Farah and Hadir Karim when they were young, Barkov kept them imprisoned and tortured for a decade, only to capture them again and waterboarded for information, even murdering an innocent prisoner in front of Farah. Once Captain Price and his men storm his prison, Barkov tries to burn the prisoners alive to destroy any trace of his brutal war crimes. Despite claiming to be protecting his people, Barkov executes his own men for incompetence, proving himself nothing more than a psychotic coward only out for himself.

Also, a brief X-men villain from an ongoing from Raven Darkholme, AKA: Mystique, I give you Viktor.
Who is Viktor?
A Mutant operating out of Prague who runs a nightclub, Viktor presents as a safe haven for mutants who require a job. Far from being a friendly man out to help, Viktor is in fact a sadistic mind rapist and human trafficker. Viktor puts out listings for jobs to lure in mutants, then sadistically bends their minds and sells them to the highest bidder for death, labor, or sex, depending on those who he gets his hooks into.
One of his clients is the Derma Free Corporation, an evil Megacorp Mystique has been hired to bring down and purchases mutants from him for labor and experimentation. When the trail leads Mystique to him, Viktor is acquiring a brand new stock, torturing one of them to make her 'submissive' for kicks. Mystique gets in by posing as a client, and chooses a girl 'he' would find 'submissive,' which Viktor is only too happy to deliver, grinning all the whiel...
Before Mystique reveals herself with the others helping her to fight back and subdues Viktor....Mystique hoists him up and smiles, telling him they have business to conclude...
His corpse is found not long after, Mystique having evidently tortured him to death with her knife.
Mitigating issues?
Like hell. He's in two issues and has one of the most horrific niches for a nothing nightclub owner. Torture, trafficking for all kinds of slavery in huge numbers, what else do we need here?

A sadist who uses his job to find victims, Wiggles abducts, tortures and murders them with photos taken as trophies. Having killed near a dozen children, Wiggles is killed by Dexter just before he can abduct and murder a new victim.
