During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Also, it's the discussion date for the "War for Wakanda" DLC for Marvel's Avengers. In short, no one counts. The main antagonist, Ulysses Klaue, genuinely loves his father and no one else is heinous enough to quality.

Who is Anthony Lilliman? What has he done?
A lecherous, leering priest who was employed at Larkhill concentration camp as a chaplain, Lilliman would eagerly oversee prisoners being experimented on while "blessing" them, spending the time in truth just lusting after the head female doctor of the institution.
Eventually ascending through Norsefire's ranks in no small part implied to be his hand in Larkhill, Lilliman becomes a full-fledged Bishop and spends his days preaching hate-filled rhetoric, using religion to oppress the people of London and urge them to embrace the "one race."
Of course, as we soon learn...for all Lilliman's public purity and pious nature, he himself isn't averse to vices. That being the weekly rape of young girls, during what he and others note is his "Children's Hour." Lilliman's room where the deed happens is littered with child pornography and other unsettling pictures of kids plastered all over the place, and he expects a child supplied to him by an agency he uses every single Sunday after Mass.
As his latest "acquisition" shows up, Lilliman is horrified to learn she's "older than usual", a whopping 15 (eesh and I only started feeling old at 19!), but nonetheless gleefully tries to have his way with the woman. We then learn, thankfully, that the "victim" is actually Evey, an adult ally of "V", having disguised herself as a youngster to infiltrate Lilliman's circle and pave the way for V to sneak in.
And though Lilliman tries to kill Evey for resisting his rape attempt, V himself shows up, terrifies and reminds Lilliman of his hand in Larkhill, and forces the man to consume a poisoned Communion wafer, killing him and exposing his evil.
Freudian Excuse or other redeeming features?
Nope, just a nasty Pedophile Priest who uses religion to cover up his deviancy. He outright laughs behind closed doors about "I wonder which of the Seven Deadlies the Lord will tempt me with today?" while knowingly waiting for his latest "girl" to arrive.
Heinousness?
As Lighty said, the heinous standard is really, really jacked up in this setting, a London run by a fascist government with concentration camps and street-walking thugs willing to rape...Lilliman though, he's special. Taking part in Larkhill is a nice bit of frosting on the cake, but the main batter is that he's a rampant pedophile who explicitly has his way with young girls once a week. He technically "only" tries to rape Evey onscreen, but honestly there's so much proof from his own talk, the dialogue of eavesdropping baddies who note it's his "time of the week" for "Children's hour", the magazines and pictures in his lair...
The film one is mostly the same, but the reason I feel the original comic one hits and the film doesn't is simply because 1. The standard is way higher in the movies, and 2. The proof (like the CP) and talk of Lilliman's exploits isn't as rampant and built up in the movie.
Final Verdict?
That's a yep!
