During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

For the last Kthulhu Reich post, the man whom this all comes back to...Adolf Hitler himself.
Who is Hitler? What has he done?
Hitler is, well, Hitler. The Fuehrer of Nazi Germany, even in an alternate history full of eldritch weirdness, Hitler is still the supremely evil douchebag he always his. His uprising portended by Nyarlathotep himself, Hitler orchestrates his historical atrocities which are all given full exploration in the various interlinked stories—mass extermination, war crimes aplenty, with the end goal of the genocide of the Jews.
Beyond this, Hitler takes willing advice from Teppa Tsanpo to become even bloodthirstier, while experimenting with new ways to torture the Jews to death. Some of Hitler's future plans involve "Plan for the Production of Energy from New Resources, Including Blood, Flesh, and Life Force as well as Hatred, Anxiety, and Fear Harvested from the Untermenschen." Hitler eventually ends up killing himself, leaving behind instructions to resurrect the Reich in Operation Exodus.
In "The Corporal's Self-Portrait," we're introduced to a young Japanese man named Hirata, an aspiring art student who turns out to be a raging racist. Except Hirata's friend, the POV character, is made to witness his ritual...and realizes Hirata is the reincarnation of Hitler when he flashes back through all the slaughter Hirata orchestrated in his past life. Hirata became aware of his own identity, and ends the story setting off to kickstart the "New Japan Party" to start it all over again...
Any mitigating factors?
Nope. Hitler is taken advantage of by Tsanpo, but he willingly goes ahead with Tsanpo's advice with great relish and he's otherwise still Adolf Hitler. All the atrocities of WWII ultimately go back to his head, and he chronologically ends ready to kickstart the whole thing over again.
Conclusion?
Keep.

What's the work?
Vampire State Building is a limited comic series...Terry is a war veteran out with his friend and love interest Rachel at the Empire State Building when crazy stuff goes down. See, long before Europeans arrived, the locals defeated a vampire god named U'tlun'ta and imprisoned him below where the Empire State Building was built over. Now? U'tlun'ta is awake....and fit to drown the world in blood.
Who is U'tlun'ta?
An ancient vampire god of unknown origin. U'tlun'ta is a towering, pale creature with mouths all over, who runs the 'Hamatsa,' an ancient cult/vampire organization of his followers. Aakening, U'tlun'ta calls in a follower who begins to attack and kill others, bringing in more of a small army of vampires. The Empire State Building is sealed off....and under U'tlun'ta's direction as he emerges, every human being there is herded in, slaughtered or fed to him, building enormous piles of bodies as he rips his way through survivors, draining them of blood and demanding more.
Unsatisfied with just this, U'tlun'ta dispatches the Hamatsa, in reality slaves to his will, as some of the cops who beleive it's terrorist attacks hear the legends of the Hamatsa: U'tlun'ta has been doing this a while, with his old followers devouring flesh and drinking blood. He was sealed off before he could destroy the world...and now he wants to pick up where he left off. Terry and his friends are in a dwindling party as they try to navigate the building...U'tlun'ta? Is chilling on a throne he's made of human corpses before he orders his vampires out to "drown the world in blood!" The first SWAT teams sent in are massacred. The cops set up napalm barriers to contain the vampires, but it can't hold forever....and U'tlun'ta? Plans on the vampires killing and infecting everyone in NY...and then spreading over the world so he can reign over his hamatsa forever.
The cops end up using the sprinkler system to dump in loads of gasoline, to also burn the vamps...Terry and Rachel end up running into U'tlun'ta as they try to reach a safe place. In the ensuing battle, Terry uses his lighter to set the vampire god aflame and they take refuge as the place burns...the other vampires are incinerated by the fires and U'tlun'ta is reduced to a charred corpse, Terry and Rachel surviving.
Mitigating Qualities?
Only major baddie and a nasty, brutal one with a huge bodycount and apocalyptic goals. Not the deepest vampire lord, but he has a personality and a nasty bent to him. Nothing much else to say here.
Conclusion?
A yes to the vampire god
